Private Firms, Public Servants, and <strong>the</strong> Threat to Rights and Security<br />

In his book Future Jihad, Walid Phares of <strong>the</strong> CI Centre, asserts<br />

that fundamentalist Islamists he calls “Wahabists” have infiltrated<br />

American academia, <strong>the</strong> armed forces, and Pentagon.<br />

Their influence controls <strong>the</strong> ability of <strong>the</strong> United States to act<br />

against “jihadism” until <strong>the</strong> global strategic signal is given to<br />

launch <strong>the</strong> final assault against <strong>the</strong> United States.<br />

Bro<strong>the</strong>rhood. The <strong>Muslim</strong> Bro<strong>the</strong>rhood was established<br />

in Egypt in 1928 by Hassan al-Banna who<br />

believed Islam’s decline and <strong>the</strong> Islamic world’s societal<br />

ills stemmed from increased secularism. He<br />

formed <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood to return <strong>Muslim</strong>s<br />

to <strong>the</strong> origins of <strong>the</strong> faith by imitating its founders.<br />

Private counterterror firms routinely label <strong>the</strong><br />

<strong>Muslim</strong> Bro<strong>the</strong>rhood a terrorist organization. “While<br />

<strong>the</strong>re are many terrorist groups in <strong>the</strong> Middle East<br />

and elsewhere,” writes John Esposito, “it is misleading<br />

to refer to <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood today as a terrorist<br />

group.” 211 There is no evidence which supports<br />

<strong>the</strong> proposition that <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood in <strong>the</strong><br />

U.S. has been or is involved in terrorist or violent<br />

activity, says Esposito.<br />

The support for this specific conspiracy <strong>the</strong>ory is<br />

thin; it rests upon a 1991 Memorandum which supposedly<br />

lays out <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood’s “plan for<br />

conquering America.” 212 This document surfaced in<br />

discovery during <strong>the</strong> Holy Land Foundation case [ for<br />

an explanation of <strong>the</strong> case, see p. 44 of <strong>the</strong> report],<br />

and has been attributed to Mohamed Akram for <strong>the</strong><br />

Shura Council of <strong>the</strong> Bro<strong>the</strong>rhood. 213 An appendix to<br />

<strong>the</strong> 1991 Memorandum listed twenty-nine U.S.based<br />

organizations as <strong>the</strong> Bro<strong>the</strong>rhood’s “friends” in<br />

North America; <strong>the</strong> list included <strong>the</strong> <strong>Muslim</strong><br />

Students Association (MSA), <strong>the</strong> Council on<br />

American-Islamic Relations (CAIR), and <strong>the</strong> <strong>Muslim</strong><br />

American Society (MAS).<br />

Clare Lopez, writing outside her role as a CI<br />

Centre instructor, claims that <strong>the</strong> <strong>Muslim</strong><br />

Bro<strong>the</strong>rhood “controls” <strong>Muslim</strong>-American organiza-<br />

tions, which “have achieved unprecedented access to<br />

<strong>the</strong> Department of Defense and even <strong>the</strong> White<br />

House.” 214 Lopez draws on cultural stereotypes of<br />

stealthy <strong>Muslim</strong>s who advance <strong>the</strong>ir alleged “agenda<br />

that prioritizes concealment until it is too late of <strong>the</strong><br />

true nature of <strong>the</strong>ir campaign of conquest, whe<strong>the</strong>r<br />

by Dawa (persuasion, including by way of deception)<br />

or terrorist attack.” 215 Writing for <strong>the</strong> right-wing publication<br />

Human Events, home to <strong>the</strong> “Jihad Watch”<br />

column, Lopez alleges that <strong>the</strong> United States is<br />

unprepared for <strong>the</strong> “Islamic jihad challenge” because<br />

“counterterrorism policy is being formulated under<br />

<strong>the</strong> influence of <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rhood (MB), <strong>the</strong><br />

lead international jihadist organization charged with<br />

‘eliminating and destroying <strong>the</strong> Western civilization<br />

from within.’” 216<br />

A lack of compelling evidence has not deterred<br />

<strong>the</strong> likes of David Horowitz, David Gaubatz, Security<br />

Solutions International, CI Centre faculty members,<br />

and several ICTOA speakers from citing <strong>the</strong><br />

Memorandum as conclusive proof<br />

of a grand scheme. In <strong>the</strong> July<br />

2010 edition of SSI’s The Counter<br />

Terrorist magazine Dean Olson<br />

used <strong>the</strong> 1991 Memorandum to<br />

support his claim that <strong>the</strong> <strong>Muslim</strong><br />

Bro<strong>the</strong>rhood planned to infiltrate<br />

American society through front<br />

groups in a “shrewd, multifaceted<br />

effort that includes manipulation<br />

of academic institutions via large<br />

donations, <strong>the</strong> establishment of<br />

secret communities and training<br />

camps, and <strong>the</strong> radicalization of prisons and<br />

mosques.” 217 According to Olson, <strong>the</strong> <strong>Muslim</strong><br />

Bro<strong>the</strong>rhood’s “target date for transforming <strong>the</strong><br />

United States into a <strong>Muslim</strong> Country” is 2050. 218<br />

With this conspiracy <strong>the</strong>ory, trainers are using<br />

government monies to distract law enforcement<br />

from real security challenges and instead to draw<br />

<strong>the</strong>ir attention to “soft jihad” of <strong>the</strong> <strong>Muslim</strong> Bro<strong>the</strong>rs.<br />

As SSI writes:<br />

[Bro<strong>the</strong>rhood] machinations include an<br />

ingenious process to desensitize America<br />

to <strong>the</strong> incursion of Islam into <strong>the</strong> fabric of<br />

society. This “soft jihad” is perhaps <strong>the</strong><br />

most insidious, and potentially <strong>the</strong> most<br />

effective, assault on democratic freedoms. 219<br />

POLITICAL RESEARCH ASSOCIATES<br />

A common strand of<br />

<strong>the</strong> “Stealth Jihad”<br />

position asserts that<br />

<strong>Muslim</strong>-American<br />

advocacy groups are<br />

part of an ongoing<br />

network created by <strong>the</strong><br />

<strong>Muslim</strong> Bro<strong>the</strong>rhood.<br />
