“creates <strong>the</strong> potential for stereotyping and could lead<br />

to an increase in religious and ethnic profiling,”<br />

pointing to an incident where two <strong>Muslim</strong> men traveling<br />

on a ferry were profiled as suspicious due to<br />

<strong>the</strong>ir Middle Eastern appearances. 314 Bukhari emphasizes,<br />

“It is our job to let organizations know that <strong>the</strong>y<br />

are not getting unbiased information from SSI. They<br />

are not buying a high quality product. In fact, buying<br />

into <strong>the</strong> bias will cost <strong>the</strong> local agency more in <strong>the</strong><br />

long run.” 315<br />

When community religious leaders learned that<br />

<strong>the</strong> Massachusetts Bay Transportation Authority<br />

(MBTA) had contracted with Security Solutions<br />

International to hold a 3-day course on “Middle Eastern<br />

Culture and Terrorist Strategies” on May 10-12, 2010,<br />

community advocates from <strong>the</strong> <strong>Muslim</strong> American<br />

Society, ACLU, and o<strong>the</strong>r advocacy partners<br />

expressed concern to MBTA Transit Police Chief Paul<br />

MacMillan. Community advocates sensitive to <strong>the</strong><br />

possibility of Islamophobia raised concerns about <strong>the</strong><br />

possible negative racial profiling outcomes of <strong>the</strong><br />

course. Chief MacMillan apologized on behalf of <strong>the</strong><br />

MBTA, canceled and pulled out of <strong>the</strong> training in<br />

March 2010. After <strong>the</strong> MBTA withdrew all support<br />

for <strong>the</strong> course, Chief MacMillan told advocates with<br />

<strong>the</strong> Bridges program and <strong>Muslim</strong> American Society<br />

that he asked SSI to remove <strong>the</strong> MBTA transit police<br />

logo from its website, which <strong>the</strong>y had not authorized<br />

<strong>the</strong> use of. The MBTA had agreed to sponsor a twoday<br />

training on <strong>the</strong> Islamic Jihadist Threat for <strong>the</strong><br />

previous year on May 21-22, 2009, but no one from<br />

<strong>the</strong> MBTA Transit Police attended, according to<br />

Deputy Chief Donald O’Connor. 316<br />

In April 2008, CAIR’s Pennsylvania chapter<br />

called on police training officials to offer a <strong>Muslim</strong><br />

perspective in a mandatory police training class<br />

because of concerns that <strong>the</strong> class would present<br />

stereotypical views of Islam and <strong>Muslim</strong>s. 317 Also in<br />

May 2008, a spokesman for CAIR’s Chicago office<br />

said an emergency preparedness drill in Illinois, in<br />

which a fake mosque was stormed by law enforcement<br />

authorities, sent <strong>the</strong> “wrong message” that all<br />

Islamic houses of worship may be potential security<br />

threats. An official later apologized for using <strong>the</strong><br />

“mosque” in <strong>the</strong> drill. 318<br />

The mainstreaming of this anti-<strong>Muslim</strong> rhetoric<br />

threatens both civil liberties and counterterrorism<br />

policy interests. If adopted by law enforcement, <strong>the</strong><br />

ideological, Islamophobic approach by <strong>the</strong>se conservative<br />

security firms will lead to a number of unconstitutional<br />

and negative outcomes: increased<br />

vigilance will be misplaced and will ultimately undermine<br />

security objectives.<br />
