Action 1.1.4 Striving for an integrated quality approach for standards (managerial) 4 BT N 9056 2012-11-23 The Champion, Martin Danvers, made reference to the two previous reports presented by Ian Greensmith at previous BT meetings. He expressed regret that the report on market relevance presented to both CEN and CENELEC BTs had not been followed up, yet represented much time and effort by many persons. He therefore felt reluctant to take on further such work, but would be prepared to proceed with this action if assured that the work would receive appropriate consideration and follow-up. The BT Chairman acknowledged that this topic has been discussed many times over the years, including in ISO. Several solutions had been developed. Unfortunately, none of these solutions had received the necessary support from the members. The Champion suggested that CCMC examine the output of the group and prepare a proposal to be considered by correspondence. The need for an action was stressed by a number of members, in particular in view of stakeholder expectations and the BT Chairman stated that he would support CCMC in this to ensure that this action was given appropriate attention. Action 1.2.1 To enhance the integration of innovative aspects BT N 9018 The Champion, Antti Karppinen, made a presentation and expressed particular thanks to Andreea Gulacsi, Luc Van den Berghe and Ségolène Martin, CCMC, without whom results could not have been achieved. BT Chairman thanked the Champion for his work in this area over the past years, having lead to the integration of Innovation in the standards process. The Construction Sector Rapporteur requested help with regard to gathering enthusiasm and interest from the construction stakeholders in this field. The Champion acknowledged that this was indeed challenging and stressed the need for further promotion, education and communication. Action 1.2.2 To optimize services standardization Miguel-Angel Aranda briefly presented items to be covered on the SAGS meeting to take place on 25 October 2012, on behalf of the Champion, Javier Garcia. He reported that the action could be considered as completed. Action 1.2.3 To focus identified standardization fields The Champion, Karl Grün, made a brief presentation of achievements under this action. Action 3.1. To strengthen relations with EU institutions and EFTA to promote and reinforce the role of the European Standardization System The Champion, Peter Ziethen, presented this action together with Action 3.2.2 (below). Action 3.2.1 To improve the link with ISO The Champion, Lars-Gunnar Lundh, presented this action under item 6.4.1 'Review of the Vienna Agreement'. Action 3.2.2 To further improve the link with European Agencies The Champion, Peter Ziethen, gave a verbal presentation, including an update on Action 3.1 (above). He stressed that a successful dialogue has been established with the EC and EFTA which allows to address problems efficiently. He thanked all those who had contributed, including CCMC. This was an ongoing activity and would remain a major challenge to all those involved. Peter Ziethen would advise his successor, Gudrun Rognvaldardottir, to continue with this dialogue. Dialogue with regard to the Medical Devices Directives, in the context of the content of the Annex ZA/ZZ of harmonised standards, was still ongoing. The link with some Agencies was highlighted, such as the European Railway agency, the European Maritime agency, the European Space agency and the European Air Traffic Safety agency. Peter Ziethen would recommend Gudrun Rognvaldardottir to continue the dialogue with these agencies. He stated the cooperation
with the Joint Research Centre remained good. Action 3.2.3 To further improve the link with fora & consortia 5 BT N 9056 2012-11-23 The Champion, Karl Grün, made a presentation of achievements linked to this action, following which the BT Chairman stressed the importance of this project. SIS evoked the matter of certain documents within these consortia for which no consensus - as understood by the CEN - has been reached, and warned against neglecting the core values of the CEN system. Action 3.2.4 To establish links with NGO The Champion, Martin Danvers briefly reported on the action. 4 POLICY AND PROCEDURAL MATTERS 4.1 CCMC Innovation Directorate - update on activities -policy on participation in research project consortia :for decision CCMC Director Innovation gave a presentation on the activities of the Innovation Directorate. BT N 9007 The BT Chairman stressed the importance of the Innovation department where visibility and the future of standardization was concerned. FIEC requested clarification with regard to the role of standardization in shaping innovation. He wanted confirmation that CEN technical committees would not be expected to identify needs for basic scientific research to be fed into the EC Horizon 2020 work programmes. CCMC was not able to confirm this and stated that the TCs consisted of experts from industry and other stakeholders who could have legitimate research needs (including for fundamental research), as well as needs relating to specific aspects of the Horizon 2020 calls such as timing and priorities. In view of the importance of the role of Innovation, the BT Chairman would recommend his successor to deal with the subject in the framework of the next BT meeting as possible topic for a break-out session. Appreciation was expressed for the links with research projects and the support given to initiatives in order to remain competitive in the European economy. The CCMC Director Innovation further presented the document with regard to policy on participation in research project consortia. AFNOR expressed concern with regard to proposals being circulated to a restricted group rather than all CEN and CENELEC Members, and also with regard to letters of intent not made transparent. CCMC assured BT that there had been no intent to hide anything but to simply be pragmatic. Letters of intent could be communicated to the CEN and CENELEC community since they were a means of showing interest in following up on a subject but by no means confidential firm commitment. DECISION BT 18/2012 (72nd BT item: 4.1) Subject: Policy on participation in research project consortia BT, - recalling its decision in Resolution BT 3/2010 to promote an Integrated Approach for standardization, innovation and research; - recalling its decision in Resolution BT 8/2011 on a ‘Policy on participation in research project consortia’; - noting the background given in Annex 1 to BT N 9007 on the approach proposed to ensure formal participation of CEN or CENELEC in a research project; - endorses the updated policy on CEN and CENELEC participation in research projects as described in Annex 1 to BT N 9007 and encourages the CEN and CENELEC members to apply the best practice approach in Annex 2 when engaging in research projects.
