DECISION BT 23/2012 (72 nd BT item:4.6) Subject: CEN-CENELEC-ETSI WG 'Rules & Processes' - Membership 8 BT N 9056 2012-11-23 BT endorses the CEN membership of the CEN-CENELEC-ETSI WG 'Rules and Processes' as detailed in BT N 9010. 4.7 BT by correspondence – extension of consultation period over summer and winter breaks :for decision The BT Chairman introduced the proposal. This decision is applicable as from: 2012-10-24 BT N 9006 AFNOR suggested that since CEN had decided to shorten its consultation period to align with that of CENELEC, care should be taken to really align the circulation of documents (alluding to documents presented at the CENELEC meeting before being presented to CEN at its meeting). CCMC pointed out that CENELEC had recently decided not to handle policy matters by correspondence, in which case coordinated consultations were not always possible. AFNOR commented that the processing of some documents had caused confusion at national level, since circulated to CENELEC BT with mention that they would be handled at 72nd CEN/BT but had not yet been made available. The BT Chairman noted the well-justified AFNOR comment and indicated that this would be discussed with the CENELEC BT Chairman. With regard to the acceptance of mandates where only one month was available for feedback to the Commission, the BT Chairman stated that the regulation would have to be followed and that they would be handled on a case-by-case basis. DECISION BT 24/2012 (72 nd BT item:4.7) Subject: BT by correspondence – extension of consultation period over summer and winter breaks BT - decides to extend the voting period for proposed decisions submitted to BT by correspondence (BT C) to 6 weeks during the summer and winter periods i.e. between 15 June to 15 August and 1 December to 1 January; - decides that there is no dispatch of documents during the last week of December; - notes that for proposed decisions involving the creation of a new Technical Committee or Project Committee, a 3 months consultation period is kept. 4.8 BOSS – Confirmation of BOSS Management Team :for decision This decision is applicable as from: 2012-10-24 BT N 9005 CCMC gave an update on progress made in the updating of BOSS and the subsequent need to re-confirm the BOSS Management Team in order for its membership to reflect reality. CCMC stressed that BOSS belonged to everybody and that proposals for improvement should not be restricted to the BOSS Management Team. A mock-up of a redesigned BOSS would be shown to the Team shortly after this meeting. The BT Chairman stressed the importance of this tool and opened the floor for comments. In response to a question with regard to the search facility, CCMC reported that it would be enhanced and made more visible. With regard to concerns expressed as to whether a reduced BOSS would remain relevant for TC Secretaries, BT was assured that this was its main objective and that only information not of direct use to TCs would be removed and that it would be more dedicated to use by those participating in technical work.
DECISION BT 25/2012 (72nd BT item: 4.8) Subject: Business Operations Support System (BOSS) – Confirmation of BOSS Management Team BT, - having considered document BT N 9005; 9 BT N 9056 2012-11-23 - decides that the BOSS Management Team is composed of a national delegate from AFNOR, BSI and DIN respectively; - asks CCMC to revise the BOSS Maintenance Procedure to reflect the composition of the BOSS Management Team. 4.9 CEN-CENELEC-ETSI WG R&P – Revised Terms of Reference :for decision This decision is applicable as from: 2012-10-24 BT N 9013 The BT Chairman pointed out minor proposals for modifications to the ToR, the main change being the reporting line to the Technical Boards exclusively. AFNOR stated that the modified reporting line was of concern to its stakeholders who wished the current reporting line to be maintained i.e. to AG as it was felt that the WG R&P also deals with issues relating to governance The BT Chairman noted this concern but stated that it probably stemmed from a misunderstanding. Most of the topics discussed in the WG R&P fall under the responsibility of the BTs. However, it is also clear that issues impacting governance or requiring changes to the IR Part 2 and 3 would of course continue to be submitted to the General Assemblies for final approval. DECISION BT 26/2012 (72 nd BT item: 4.9) Subject: CEN-CENELEC-ETSI WG 'Rules & Processes' - Revised Terms of Reference BT, noting that - the revised provisions regarding the reporting line, membership, convenorship, working method and terms of reference of CEN-CENELEC-ETSI WG ‘Rules and Processes’, as finalised by this WG, were circulated for consultation amongst the WG R&P members until 2012-10-01; - these revised provisions, as detailed in annex to BT N 9013, are considered as ‘Approved’ by the WG R&P; approves the above-mentioned provisions, in particular the increase of the maximum number of delegates per ESO from three to five and the change in the WG R&P reporting line to the (Technical) Board level only (instead of the AGs), it being understood that any proposal for modification to the Internal Regulations shall continue to be approved at the AG level; asks CENELEC/BT and the ETSI Board to concur. 5 TECHNICAL WORK 5.1 Sector Issues Reports submitted by Sector Rapporteurs can be found on the BT Working Area This decision is applicable as from: 2012-10-24 5.1.1 SABE BT N 9014 & BT N 9015 Bob Brett, SABE Rapporteur, gave a presentation related to document BT N 9014. Referring to Guide 4, he stressed its excellence and expressed hope that it was well used. Since it was limited to the environment but not to the effects of climate change, SABE proposed the development of a supplement. Should this be approved, other sectors would be invited to participate. This report was submitted to BT for noting at this meeting, in view of a future proposal to be circulated by CCMC for BT decision by correspondence. Although Option 1 (having a common CEN and ISO guide) would be preferable to the BT Chairman, the third Option related to having a supplement would be proposed, and BT Members would be invited to express their opinion by correspondence.
