Care Act (66/1972) and the Act Relating<br />
to Specialized Medical Care<br />
(1062/1989). These are complemented<br />
by specific legislation in the areas of social<br />
welfare and health care. [1, 2]<br />
ÅLAND: In Åland, care of elderly people<br />
is the responsibility of the municipalities,<br />
and the legislation and organization are<br />
the same as in Finland. One difference<br />
between Finland and Åland with regard<br />
to health and social services for elderly<br />
people, is that all public health and social<br />
services in Åland come under a joint organization,<br />
Åland’s Health and Social<br />
Services, with the Home Government of<br />
Åland as the responsible body.<br />
In all the municipalities in Åland, the inhabitants<br />
can receive home help services.<br />
In most of the municipalities there are<br />
service housing. Institutional care is provided<br />
by the municipality, alone or in<br />
cooperation with other municipalities.<br />
ICELAND: The aim of care of elderly<br />
people in Iceland is that as many elderly<br />
people as possible should be able to live<br />
in their own homes. The new aim of the<br />
Ministry of Social Affairs and Social Security<br />
is that 98.5 per cent of people aged<br />
67-74 years, 95.5 per cent of people aged<br />
75-79 years and 80 per cent of people<br />
aged 80 and older shall manage to live in<br />
their own homes, with appropriate support.<br />
In order to achieve this aim, health and<br />
wellbeing are promoted by focussing on<br />
personal help in the home (in accor-<br />

ÅLAND: På Åland handhas äldreomsorgen<br />
av kommunerna och lagstiftning<br />
och organisation är samma som i<br />
Finland. När det gäller hälso- och<br />
sjukvård för äldre skiljer det sig organisatoriskt<br />
från övriga Finland eftersom<br />
hela den offentliga hälso- och<br />
sjukvården är underordnad en samlad<br />
organisation, Ålands hälso- och sjukvård,<br />
med Ålands landskapsregering<br />
som huvudansvarig.<br />
I alla åländska kommuner har invånarna<br />
tillgång till hemhjälp och i de<br />
flesta kommuner finns serviceboende.<br />
Instituinsvården anordnas antingen av<br />
den enskilda kommunen eller genom<br />
samarbete mellan flera kommuner.<br />
ISLAND: Äldreomsorgen på Island<br />
syftar till att så många äldre som möjligt<br />
skall kunna bo kvar i sina hem.<br />
Social- och försäkringsministeriets<br />
nya målsättning utgår från att 98,5<br />
procent av de äldre i åldersgruppen<br />
