FROM THE DIRECTOR'S DESK<br />

The need for developing managerial skills in an environment <strong>of</strong> widespread competition<br />

cannot be over-emphasised. Constant exposure to management concepts and a continuous<br />

exercise to blend them with experience are essential for the success and growth <strong>of</strong> business<br />

enterprises. In the final analysis, it is the quality <strong>of</strong> management which will determine the<br />

pr<strong>of</strong>itability, image and goodwill.<br />

Over the years, CIRT has designed, developed and conducted management<br />

development programmes on a variety <strong>of</strong> topics focussing on change, innovation and<br />

productivity. This booklet contains the conventional programmes which are still relevant to the<br />

management <strong>of</strong> transport. In addition, programmes related to new areas such as Depot<br />

Networking & Real Time Passenger Information System, BRT and Current Trends in Vehicle &<br />

Fuel Technologies are also being conducted this year.<br />

We are sure that the STUs, in their effort to revitalise their management skills, will take<br />

advantage <strong>of</strong> the programmes contained in this schedule. It is also hoped that other<br />

organisations will equally benefit from these programmes. We are looking forward to a very<br />

successful year <strong>of</strong> management development.<br />

ASRTU has decided to extend the sponsorship <strong>of</strong> Rs 35 lakhs for training <strong>of</strong>ficials <strong>of</strong> STUs through the MDPs<br />

conducted by CIRT during the year 2013-14. The criteria <strong>of</strong> limiting would be on first-come-first-served<br />

basis. TA/DA and other allowances <strong>of</strong> participants shall be borne by respective STUs as per their eligibility.<br />

A)<br />

For Participants from STUs : The sponsorship for participants is limited. Any further participation<br />

would be chargeable according to the above fee structure. Once the limit <strong>of</strong> 35 lakhs is reached, the<br />

applicable course fee & Service Tax (presently @ 12.36% or as notified by the Government <strong>of</strong> India<br />

periodically) has to be remitted in advance by a demand draft / cheque drawn in favour <strong>of</strong> “<strong>Central</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Road</strong> <strong>Transport</strong>, Pune” along with the nomination or sent with the nominated <strong>of</strong>ficer at the<br />

time <strong>of</strong> reporting for the programme.<br />

B) For Participants from Non-STU Organisations : Participants shall not be allowed to attend the<br />

training programme if the course fee is not remitted in advance with the nomination or sent along with<br />

the nominated <strong>of</strong>ficers.<br />

The course fee includes tuition, course material, lodging and boarding in the <strong>Institute</strong>'s premises. No local<br />

transport facility is provided by the <strong>Institute</strong>, for pick up / drop or any miscellaneous duties from the airport/<br />

railway station/ bus terminals in Pune.

(d) Discuss emerging technologies in diesel engines.<br />

(e) Identify factors affecting fuel & oil consumption & pollution levels with special emphasis on<br />

controlling the same.<br />

BRIEF ABOUT CIRT<br />

Genesis<br />

CIRT was established in 1967 on the joint initiative <strong>of</strong> the then Ministry <strong>of</strong> Shipping & <strong>Transport</strong>, Government <strong>of</strong><br />

India & the Association <strong>of</strong> State <strong>Road</strong> <strong>Transport</strong> Undertakings. The raison d'etre <strong>of</strong> CIRT is its commitment to<br />

improve the efficiency & productivity <strong>of</strong> the transport sector, with particular emphasis to STUs.<br />

The institute is located on the Pune-Nashik Highway, at Nashik-Phata, Bhosari on the outskirts <strong>of</strong> Pune City, i.e.,<br />

within the adjoining Pimpri-Chinchwad Municipal Corporation limits.<br />

Pune city is well connected by domestic airlines, few international airlines & rail services. The institute is at a<br />

distance <strong>of</strong> 13 kms from Pune railway station & 18 kms from Pune Airport.<br />

Objectives<br />

With the economic liberalisation, CIRT is expanding its activities to include both the public & the private sectors in<br />

passenger & goods transport. The main objectives are :-<br />

consultancy & management development in transport & planning etc.<br />

With more than four decades <strong>of</strong> experience it has emerged as a single window for the public transport<br />

industry & also as a 'Centre <strong>of</strong> Excellence' in Automotive Engineering & <strong>Road</strong> <strong>Transport</strong> Management.


To promote the interests <strong>of</strong> transport sector especially the public transport in the country, the MDC<br />

organises schedule & non schedule programme every year for the STUs, several Government & private<br />

organisation with an integrated approach.<br />

The programmes are both residential & non residential & aim at formal & informal processes <strong>of</strong> learning<br />

both within & outside the classroom. The focus being a holistic approach to the management <strong>of</strong> transport<br />

operations by blending social, economic & environmental issues with the imperatives <strong>of</strong> decision making<br />

within the enterprise in the course <strong>of</strong> providing an efficient, adequate, economical & properly coordinated<br />

transport service.<br />

management, alternate fuels, central motor vehicle rules (CMVR), road safety, emission & control<br />

measures, IT in transport and financial management etc.<br />

(b) Non-scheduled Programmes<br />

Foundation courses: These are meant for newly recruited <strong>of</strong>ficer & duration ranges from 2 to 4 weeks<br />

depending upon the training needs arrived at through mutual discussions between the concerned<br />

organization & CIRT. The programmes are <strong>of</strong> residential type.<br />

In-Situ programmes: To meet the specific needs <strong>of</strong> the client organisation, the institute conduct<br />

CIRT campus is located on a spacious stretch <strong>of</strong> nearly 100 acres, housing testing laboratories,<br />

classrooms, library, computer center, sports facilities, guest houses, hostel for participants & the residential<br />

accommodation for the faculty, scientists & the supporting staff.<br />

The library has nearly 11,170 titles, 50 pr<strong>of</strong>essional journals & 736 educational materials in the form <strong>of</strong><br />

CDs covering all aspects <strong>of</strong> transportation & management. The <strong>Institute</strong> brings out a quarterly journal –<br />

Indian Journal <strong>of</strong> <strong>Transport</strong> Management. The journal has become a window on the Indian transport<br />

scene. It provides a platform to the academicians, policy makers & practicing managers alike to share<br />

their concepts, views & experiences in the transport sector. Every quarter 800 copies <strong>of</strong> the journal are<br />

published & circulated.<br />

The databank maintains time series & cross sectional data on physical & financial performance <strong>of</strong> STUs.<br />

The annual performance statistics is complied in the form <strong>of</strong> an annual publication “STUs: Pr<strong>of</strong>ile &<br />

Performance”.<br />

Stay in CIRT Campus<br />

The training programmes are fully residential & participants should stay on the campus. However, local<br />

participants may stay outside. Accommodation for the participants will be provided in the hostels only. On<br />

arrival at the institute, participants are requested to sign the register placed at the dining hall lounge for<br />

allotment <strong>of</strong> rooms earmarked.<br />

The rooms in the hostel are for double occupancy. However, single occupancy may be considered<br />

depending upon the number <strong>of</strong> participants at a given time. The keys <strong>of</strong> cupboards, etc. should be kept in<br />

personal custody & returned to the in charge hostel section prior to departure.<br />

Request for accommodation for participants' family should be intimated in advance, for which charges as<br />

per rules shall be paid by the participant. Accommodation for family members would be provided subject<br />

to availability <strong>of</strong> rooms. Participants are requested to provide advance information for family<br />

accommodation to the training section before arrival so that lodging & board arrangements can be made<br />

well in advance.<br />

The Hostel rooms are self- sufficient with mattresses, bed linen & towels provided by the institute.<br />

Participants are however requested to bring their own toiletries/ items required for personal use.<br />

<strong>Training</strong> is normally conducted from Monday to Friday without observing any other intervening holiday<br />

Shri P S Ananda Rao has recently taken over as the Executive Director,<br />

Association <strong>of</strong> State <strong>Road</strong> <strong>Transport</strong> Undertakings (ASRTU), an apex body <strong>of</strong> all the State<br />

<strong>Road</strong> <strong>Transport</strong> Undertakings across the country. He is also the Director <strong>of</strong> <strong>Central</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Road</strong> <strong>Transport</strong>, Pune.<br />

Shri Rao holds Bachelors Degree in Mechanical Engineering and Masters Degree<br />

in Traffic Environment and Safety Management from Sweden. Shri Rao has served in<br />

various positions in Karnataka State <strong>Road</strong> <strong>Transport</strong> Corporation handling important<br />

responsibilities, particularly in the fields <strong>of</strong> Engineering & Environment conservation in<br />

<strong>Transport</strong> sector.<br />

Shri Rao presented national and international papers on <strong>Transport</strong> related issues<br />

with special emphasis to environment and climate change. He has been associated with<br />

the formulation <strong>of</strong> a number <strong>of</strong> important projects for Bangalore city including<br />

development <strong>of</strong> parking policy, non-mechanised transport, intermodal bus terminals etc<br />

for the preparation <strong>of</strong> the Environment Report for Bangalore City and Karnataka State for<br />

the <strong>Transport</strong> Sector. He has presented technical paper on the innovative trials relating to<br />

Development <strong>of</strong> Alternate Fuel and Energy projects in the country.<br />

Shri Rao has taken a lead role in the ITS and IES project funded under the SUTP<br />

assisted GEF - World Bank for the city <strong>of</strong> Mysore, Karnataka State. He has been<br />

instrumental in formulating several <strong>Transport</strong> related programmes & policies, including<br />

Ethanol blended Diesel, Bio Diesel and exhaust after treatment systems (SCR-DPF) for<br />

SRTC buses in the country. Shri Rao has a passion for adoption <strong>of</strong> IT enabled innovative<br />

solutions for transport projects in the country.

<strong>Transport</strong> Undertakings in India having 62 members<br />

including 7 Associate members who constitute the<br />

back bone <strong>of</strong> mobility for the urban and rural<br />

population across the country, operates about<br />

1,47,000 buses, serve 70 million passengers a day<br />

and provide gainful employment to 0.9 million people.<br />
