quasi-attaching him to some parish. It is undesirable to lose<br />

been to have two Chaplains in Dublin, Mr. Parsley being one.<br />

to withdraw Mr. Power and the nuns. It would not lead to<br />

withdrawal <strong>of</strong> Catholic . children. He discusses the whole question<br />

<strong>of</strong> separate grants, and. concludes that in some these would favour<br />

proselytism. He mentions Kavanagh's "Case re the National System.<br />

It may do good, but K. 's previous record is not impressive.<br />

recommending to his charity an unfortunate Lyonnais named<br />

Richard, now in Dublin.<br />

11 29 Sep. Meagher to Rev. L. Parsley, replying to his query<br />

re free use <strong>of</strong> Rathmines church for the military on Sundays.<br />

They have been using it for 30 years without giving a shilling.<br />

It is about time they began. Churches have been built for<br />

Protestant soldiers; why not for Catholics?<br />

He has communicated with the Town Major on the subject, <strong>of</strong><br />

Parsley's letter.<br />

there (in Cork) to the (Queen's) Colleges. Many still favour them;<br />

others have changed their views. But some orthodox people say the<br />

Bps. should enforce definite rules. Some flout the Thurles Synod with<br />

impunity. Both clergy and M.P.e should get definite guidance re Model<br />

Schools, etc. The Bps. should insist on their guidelines being observed.<br />

A firm stand, needs to be taken before next session <strong>of</strong> Parliament.<br />

Definite people should - organize meetings, etc.<br />

32 11 Oct. +Grant (Southwark), at Brough, Yorks,. to +C,<br />

suggesting need for +C. to explain to his venerable colleagues some<br />

points re the Array Chaplains. He recalls his previous efforts to contact<br />

the Abps., and + C . ' s communication with Propaganda on the subject.<br />

He mentions arrangements re movable chaplains, and priests<br />

recommended by some Bps. Chaplains may have to be moved as<br />

numbers <strong>of</strong> soldiers vary. He points out some advantages <strong>of</strong><br />

commissioned chaplains. He is willing to attend_ the Irish Bps.'<br />

meeting to explain. He also refers to the use <strong>of</strong> churches for<br />

soldiers.<br />

Ireland in support <strong>of</strong> the Pope. Ireland has always remained faithful.<br />

He sends special congratulations to +Moriarty and to the<br />

O'Donoghue, M . P . , following the great Killarney meeting. He<br />

sends a copy <strong>of</strong> his own recent response to the Catholic Societies <strong>of</strong><br />

Germany on the same subject. He will soon send a French<br />

translation <strong>of</strong> a history <strong>of</strong> the Papal State by a German Pr<strong>of</strong>essor. He<br />

wishes great blessings on +C. and his work.<br />

42 21 Dec. +M. O'Connor (Pittsburgh), at Munich, to +C, re<br />

payment <strong>of</strong> a draft. He also inquires re receipt <strong>of</strong> a letter <strong>of</strong> his and the<br />

forwarding <strong>of</strong> letters for him from Dublin His letters are probably<br />

censored. He will send the Address <strong>of</strong> the Prussian Bps. re affairs<br />

<strong>of</strong> Rome.<br />

documents concerning two women <strong>of</strong> his own diocese. He encloses<br />

File III: Vicars General, 1859<br />

1 8 Jan. Wm. Yore, Queen St., to +Grant, re provision <strong>of</strong><br />

Army Chaplains for Dublin. The Army authorities<br />

in Dublin know little <strong>of</strong> what is being planned,<br />

and those in England seem to know little <strong>of</strong> Dub<br />

lin's needs. There was a rumour about 19 chap<br />

lains. Commonsense suggests leaving the spiritual care <strong>of</strong> the soldiers<br />

and their children to the Dublin Clergy.<br />

2 4 Feb. Yore, Queen St., to +C. (in Rome), re Army Chap<br />

lains. Only one has been appointed to Dublin,<br />

Rev. L. Parsley, and Dr. Grant was not consulted<br />

about him. His duties are not clear. Yore had<br />

a long inconclusive talk with Gen. Gascoigne, the<br />

Commander in Dublin, who thought there were 19<br />

Chaplains.<br />

He mentions Capuchins for India as Chaplains. The P.L.<br />

Commissioners were to set up an establishment for 100 blind, but the<br />

Guardians <strong>of</strong> the Union preferred to send their blind to the Catholic<br />

Home. Some trouble in Poorhouse re Mr. Faulkner. Good news re<br />

Reformatory: Lord Powerscourt gives a lease <strong>of</strong> Glencree Barracks,<br />

and the Oblates will staff it. Fund-raising is in progress.<br />

3 8 Feb. Wm. Meagher, Rathmines, to +C. in Rome, sending<br />

a document to be signed re dividends.<br />

Mentions application <strong>of</strong> Fr. Dwyer (Jesuit?) to<br />

join the diocesan clergy, and suggests that +C.<br />

write direct to him.<br />

Fr. Parsley's appointment as Army Chaplain without consultation raises<br />

problems. Meagher hopes +C. approves <strong>of</strong> letting matters stand, and<br />

suggests that +C. write to Parsley urging zealous work, etc.<br />

Long account <strong>of</strong> conflict in Loretto Order between Mrs. Ball and the<br />

Stephen's Green community. They hold she is overstepping her powers,<br />

especially by insisting on a central novitiate In Rathfarnham.<br />

Meagher seems to agree, and has told her she must await + C . ' s<br />

return.<br />

4 11 Feb. Same to +C., adding some more re Mrs. B.'s despotism.<br />

+Whelan will confirm during Lent. +C. must not hurry home. Rumours re<br />

cardinalate.<br />

5 15 Feb. (Damaged) Same to +C. Death <strong>of</strong> Fr. Byrne <strong>of</strong> Sandy-<br />

mount. He reports on investigation by Dr. Yore and himself into the<br />

Capuchins, especially Father Flynn, who seems slightly mad. 18 Feb.<br />

Meagher thinks the Green should be allowed to receive novices. Mrs.<br />

B. claims great success in Rome. She makes her nuns give an<br />

unauthorized promise <strong>of</strong> obedience to her. He gives farther evidence <strong>of</strong><br />

her despotism.<br />

6 8 Mar. (Damaged) Same to +C. , re intermediate schools.<br />

After the great meeting in Cork, an adequate one could hardly be<br />

held in Dublin in + C . " S absence. +C. should write a short<br />

Pastoral, as other Bps. have done. He is glad +C. thinks like<br />

himself re Mrs. Ball. The Green nuns appreciate + C.'s decision.<br />

Meagher has warned them to keep quiet lest there be problems re<br />

their property. Mrs. B is to send +C. a copy <strong>of</strong> the Rules and<br />

Constitutions.<br />

1 4 Jan. C.B. Lyons, Dublin, to +C. (in Rome), acknowl-<br />

edging letter with enclosures. Death <strong>of</strong> Fr. Thos. Murphy. Drs.<br />

Laphen and Hamilton ill. Visit <strong>of</strong> +Errington. + Blake very ill.<br />

He asks +C. to write to +Purcell <strong>of</strong> Cincinnati and desire him to<br />

prevent a publisher there from re-publishing Lyons.-'s book The<br />

Catholic Psalmist. Sends some newspapersr etc.<br />

2 7 Jan. Jas. Murray, Ecclee St., to +C, re letter (quot-<br />

ed here) <strong>of</strong> Mr. Danl. McEvoy <strong>of</strong> Urllngford to Dr. Yore, claiming<br />

that +C. had promised a free place in Maynooth for his son, and<br />

inquiring when it will be available.<br />

He spoke to Fr. McNamara, who will write to Fr. Lynch re<br />

introducing the Roman chant into the I. College, Paris. As Fr.<br />

Lyons is going there soon and his book is to be adopted there, all<br />

should be well.<br />

He reports on the inspection <strong>of</strong> the two Catholic Blind Asylums by<br />

Sharman Crawford's son, who was favourably impressed. Dr. Yore<br />

asked him to visit also the Deaf & Dumb Institutions, as the Blind<br />

Asylums would be similarly managed; again he was pleased. 7 Jan.<br />

(On same sheet) Lyons to +C, acknowledging letters and reporting<br />

on health <strong>of</strong> +Blake and Dr. Hamilton. He thanks +C. for writing to<br />

Fr. Lynch <strong>of</strong> Paris re Lyons's book.<br />

Montalembert is now completely forgotten by the Press <strong>of</strong> "these<br />

countries". Lyons sends the Dublin Evening Post, which is sound<br />

on continental matters. It is to be hoped that John Bull will not<br />

succeed in establishing an English Embassy in Rome, If that is the<br />

purpose <strong>of</strong> the visit <strong>of</strong> the Prince <strong>of</strong> Wales.<br />

Marlboro' St. N. Schools, written by Mr. Cavanagh.<br />

(Manche), France, to +C, . Glad to hear it was business, not<br />

illness, that delayed his return home. Having heard he was<br />

leaving about 15 N o v . , he sent him his Bp.'s letter, and now<br />

inquiries if he got it, and he hopes +C. was able to obtain the<br />

favour he asked.<br />

2 13 Jan. Richd. Galvin, Rathdrum, to +C, reporting on his<br />

nearly finished church, and seeking a. letter from +C. to<br />

encourage the people to contribute the balance due. The<br />

people are fervent and : there have been many conversions, despite<br />

the proselytisers.<br />

Henry Grattan, patron and owner <strong>of</strong> the good N. School at<br />

Trooperstown, is going to vest it in the Commissioners. Galvin<br />

asks +C. to use some influence to get. it put under the P.P. Dr.<br />

Grant applied to Fitzwilliam for a house for a convent and was<br />

refused. The new agent is to be Ponsonby, first cousin <strong>of</strong><br />

Bessborough and Fitzwilliam. G. seeks the favour <strong>of</strong> a<br />

Privileged Altar, and tells what a worthy parish it is.<br />

3 14 Jan. Thos. J. Power, Marlboro' St., to +C., seeking<br />

a marriage dispensation. He tells <strong>of</strong> efforts to have Catholics<br />

elected as Poor law Guardians. Rev. Mr. Faulkner has been<br />

directed by the P.L. Commissioners to resign as Chaplain to the<br />

Nth. Dublin Union because his assistant did most <strong>of</strong> the work.<br />

He mentions an incident at a Redemptorist Mission in Kilkenny,<br />

when Fr. Petcherine, preaching on the Real Presence, became<br />

very excited and opened the tabernacle, whereupon the people<br />

rushed forward expecting to see Our Lord. Much damage was<br />

done, and the Mission had to be ended.<br />

have many fictitious votes. A Catholic law agent is checking on<br />

<strong>of</strong> faculties for blessings, etc.<br />

Many Catholics <strong>of</strong> rank have sought to avenge the slight to<br />

Card. Wiseman "by refusing to attend the new Lord Mayor's<br />

"banquet, but their motives may have been largely political.<br />

Anyhow, the Irish administration deserves blame for its<br />

Ascendancy policies. Proselytizers are enticing Catholics,<br />

especially young boys, out <strong>of</strong> the workhouses into their Refuges.<br />

He comments on the efforts <strong>of</strong> Mr. 0'Hagan and his committee<br />

to establish a Catholic Boys' Reformatory, and suggests that<br />

they should not concentrate on the wrongdoers but provide also<br />

for good young boys(poor). He suggests that +C. write to<br />

O'Hagan about this. He also suggests a circular to senior<br />

clergy urging action re the Poor Law elections. He writes at<br />

length on the Catholic <strong>University</strong>, and suggests a method by<br />

which the Bps., with the help <strong>of</strong> qualified priests and laymen,<br />

might draw up a new plan for its successful operation. He<br />

suggests a post in the C.U. for Dr. Thos. MacHale (Paris).<br />

He raises a problem re Sollicitatio.<br />

He comments on W. Row parish and says the church is too<br />

big and remote from some <strong>of</strong> the people ; he suggests a new one<br />

near the quays. His confessions are very heavy:- 11 - 13 hours on<br />

Saturdays, 4 - 6 on weekdays.<br />

He mentions the meeting to be held in Cork against the<br />

Rector, C.U.I., to +C. , re recent moves towards obtaining a<br />

charter:. Following some favourable hints, the Rector (with<br />

Pr<strong>of</strong>essors etc.) applied to Mr. Disraeli at end <strong>of</strong> July, citing the<br />

Charter granted to Quebec in 1852. In Sep. the Primate wrote<br />

to Disraeli and also circularized the Catholic M.P.s, seeking<br />

their backing. This unfortunately became public. A Committe <strong>of</strong><br />

the C.U. was appointed in N o v . , 185-8, to pursue the<br />

matter. A report <strong>of</strong> their proceedings is attached (not here). To<br />

avoid problems, the Committee decided to apply only for the<br />

power to grant degrees. The Committee stressed to the M.P.s<br />

that any proposition by the Govt, must be approved by the Irish<br />

Bishops.<br />

24 10 Mar. J. O'Rourke, Kingstown, to +C., acknowledging<br />

letter. No reply yet from Admiralty. He has "begun a series <strong>of</strong><br />

three letters to the newspapers re treatment <strong>of</strong> Catholics in the<br />

Navy(in general). He mentions an important case in point. He<br />

hopes the Navy will get Catholic Chaplains. He asks +C. to enlist<br />

prayers for success.<br />

25 19 Mar. Same to +C, acknowledging copy <strong>of</strong> Lord Derby's<br />

reply. No investigation yet. He is sending particulars to<br />

Sergeant Deasy, who is to press for an inquiry. Delay would<br />

remove some witnesses and weaken the case.<br />

unsatisfactory reply without any impartial inquiry. The Govt, is now<br />

so fearful <strong>of</strong> defeat that it can think <strong>of</strong> nothing else. However, he<br />

(Bp. <strong>of</strong> Bruges) assured them that +C. would protect their observances<br />

and way <strong>of</strong> life, centred around the Bl. Sacrament and dedicated to<br />

reparation and prayer for the Church, sinners and the whole world.<br />

She asks that the Jesuits may be their chaplains, as they understand<br />

them and X can supply their needs. She also seeks some financial aid,<br />

especially re the house No. 4, which was almost in ruins and which they<br />

had to repair before they could let it.<br />

appreciates the placing <strong>of</strong> R.C. Chaplain: on the same footing as<br />

Protestant. He dislikes,. however, the proposal to provide separate<br />

chapels for R.C.s. He feels the present system <strong>of</strong> successive<br />

services in the one chapel is more equal. If Catholics insist on<br />

separate chapels, better go back to the old way <strong>of</strong> sending the troops<br />

to local R.C. churches.

+C.). Perhaps the Irish people should also lead. Sullivan will act as +C. directs.<br />

with no priest. He gathers those who will come for prayers and<br />

instruction. Most are apathetic, 30 Sep. (Attached; copy?) Same<br />

to Rev. A . D . Fahey, Buenos Ayres, asking for prayer-books and<br />

catechisms, telling <strong>of</strong> his petition to Propaganda and to Card. Wiseman<br />

for a priest, and letter from Rome. He expected a visit from a priest from<br />

Buenos Ayres. Being no longer Colonial Manager, his means are very<br />

limited; he has seven children. He tells <strong>of</strong> his efforts to gather the<br />

people for prayers and instruction. They need a zealous priest. He<br />

implores Fr. Fahey to help.<br />

for his opinion on writing am account <strong>of</strong> Penal Times in Ireland.<br />

Unless he can get relevant documents, he will not try it. His Life <strong>of</strong> Dr.<br />

Doyle is finished, hut needs careful revision. He would like +C to read<br />

his article in the Telegraph on St. Mary's Blind Asylum.<br />

Govt.'s consideration <strong>of</strong> the Irish B p s . ' Memorial. Recalling the great<br />

"benefits <strong>of</strong> the National Schools, the Govt., while approving <strong>of</strong><br />

combined secular and separate religious instruction, cannot accede to<br />

the Bps. ' demands, which would mean a sectarian system. The Govt, will<br />

always consider any abuse <strong>of</strong> the present system.<br />

enclosing report <strong>of</strong> + C . ' s speech from The Morning Star (to be<br />

returned), and again asking him to justify what he reportedly said re<br />

acceptance <strong>of</strong> an abandoned woman's testimony. Denies analogy with<br />

Protestant Establishment in Ireland. Claims the Mortara case is<br />

enough to convict the Roman state. It will be well for Rome when<br />

priests cease to govern. He accepts with qualifications + C . ' s<br />

correction <strong>of</strong> newspaper reports <strong>of</strong> his speech.<br />
