To the Editor, Some of the signals indicate it may be time to poll all parties who wish to speak out on whether we should continue the 4th of July aerial night fireworks display. We had $4,500 in the bank from last year; we collected $2,500 this year. The fireworks display cost $5,000 and $100 in gas money to pick up the display in 6. Glendive. Twelve-to-fifteen volunteer firemen volunteered approximately eight hours each to make the night presentation. 1 asked for volunteers to assist in the collection of funds and got not one response. FWP Commission met today The Montana Fish, Wildlife & Parks Commission met today in Helena. Among the agenda items to be discussed was the South Glasgow Conservation Easement (CE) Proposal. The Montana Glaciated Plains Milk River Conservation and Restoration State Wildlife Grant was approved in December 2006. It's objective is to "place 10,000 acres within the Milk River Riparian Zone under conservation easements, or other appropriate strategies, to conserve fish and wildlife communities including game and nongame species." This effort, called The Milk River Initiative, meshes perfectly with the habitat objectives of the Upland Game Bird Habitat Enhancement Program. The 324-acre South Glasgow Project is located 1 mile south of Glasgow along the Milk River in Valley County. The property is managed for grain production. One parcel extends along 0.3 miles of the Milk River and the other parcel includes 2 oxbows approximately 0.75 miles in length. The mix of fields and riparian cover, and the adjacent Milk River, makes this ranch important to white-tailed deer, pheasants, waterfowl, fish, two threatenedlendangered Species, six Montana species of concern. Standardconservation easement covenants would protect native habitats along the Milk River and the two oxbows. Extensive habitat enhancements would be implemented to expand riparian zones and increase cover throughout the grain fields, primarily for pheasants. Habitat enhancements would represent UGHEP projects that are not held for a short term as done with standard UGHEP projects, but in perpetuity. Acquisition of a CE will guarantee free public access to this ranch and to the Milk River for hunting, fishing and other types of public recreation. The Brazil Creek and Lower Brazil Creek CEs are located along the Milk River 3 miles west of the South Glasgow CE Project. The South Glasgow Project CE proposal has not yet been subjected to public comment. If the FWP Commission endorses this action an environmental assessment, management plan and socioeconomic analysis will be prepared and made available to the public for a 21-day comment period. In addition, a public hearing will be held in Glasgow. Proposed Action: FWP to purchase, hold, enhance and - monitor a South Glasnow Proiect CE. No Action Alternative: The ranch could be sold to a recreational buyer with no guaranteed preservation of existing agricultural values, wildlife habitat or public access, or the opportunity for habitat enhancement. Agency Recommendation & Rationale: FWP recommends approval by the FWP Commission to proceed with purchasing a South G1asgow Project CE using FWP's UGBEP funds in conjunction with SWG funds. Proposed Motion - Support FWP's recommendation to purchase a conservation easement on this property.
