FWP Commission met today<br />

The <strong>Montana</strong> Fish, Wildlife & Parks Commission met<br />

today in Helena. Among the agenda items to be discussed was<br />

the South <strong>Glasgow</strong> Conservation Easement (CE) Proposal.<br />

The <strong>Montana</strong> Glaciated Plains Milk River Conservation<br />

and Restoration State Wildlife Grant was approved in<br />

December 2006. It's objective is to "place 10,000 acres within<br />

the Milk River Riparian Zone under conservation easements,<br />

or other appropriate strategies, to conserve fish and wildlife<br />

communities including game and nongame species." This<br />

effort, called The Milk River Initiative, meshes perfectly<br />

with the habitat objectives of the Upland Game Bird Habitat<br />

Enhancement Program.<br />

The 324-acre South <strong>Glasgow</strong> Project is located 1 mile<br />

south of <strong>Glasgow</strong> along the Milk River in Valley County.<br />

The property is managed for grain production. One parcel<br />

extends along 0.3 miles of the Milk River and the other parcel<br />

includes 2 oxbows approximately 0.75 miles in length. The<br />

mix of fields and riparian cover, and the adjacent Milk River,<br />

makes this ranch important to white-tailed deer, pheasants,<br />

waterfowl, fish, two threatenedlendangered Species, six<br />

<strong>Montana</strong> species of concern.<br />

Standardconservation easement covenants would protect<br />

native habitats along the Milk River and the two oxbows.<br />

Extensive habitat enhancements would be implemented to<br />

expand riparian zones and increase cover throughout the<br />

grain fields, primarily for pheasants. Habitat enhancements<br />

would represent UGHEP projects that are not held for a<br />

short term as done with standard UGHEP projects, but in<br />

perpetuity. Acquisition of a CE will guarantee free public<br />

access to this ranch and to the Milk River for hunting, fishing<br />

and other types of public recreation. The Brazil Creek and<br />

Lower Brazil Creek CEs are located along the Milk River 3<br />

miles west of the South <strong>Glasgow</strong> CE Project.<br />

The South <strong>Glasgow</strong> Project CE proposal has not yet<br />

been subjected to public comment. If the FWP Commission<br />

endorses this action an environmental assessment,<br />

management plan and socioeconomic analysis will be<br />

prepared and made available to the public for a 21-day<br />

comment period. In addition, a public hearing will be held<br />

in <strong>Glasgow</strong>.<br />

Proposed Action: FWP to purchase, hold, enhance and<br />

-<br />

monitor a South Glasnow Proiect CE.<br />

No Action Alternative: The ranch could be sold to<br />

a recreational buyer with no guaranteed preservation of<br />

existing agricultural values, wildlife habitat or public access,<br />

or the opportunity for habitat enhancement.<br />

Agency Recommendation & Rationale: FWP<br />

recommends approval by the FWP Commission to proceed<br />

with purchasing a South G1asgow Project CE using FWP's<br />

UGBEP funds in conjunction with SWG funds.<br />

Proposed Motion - Support FWP's recommendation to<br />

purchase a conservation easement on this property.<br />
