President Beatrice Raffoul Winterlude is under way. group of energetic glebites worked hard to complete our first ever entry in the Geo Ice Dream Snow Sculpture Contest at Dows Lake. Look at number 48 for a sculpture of the Community Centre building - complete with dome and columns! Special thanks to resident artist Ian Van Lock, who not only sketched the drawing but directed the on-sight construction team. gratefully acknowledge the help of Inez Berg and family, Tom Trottier and family, Brian Jonah and family, Sandra Zed Finless, Lois Zed, McGregor Faulkner, Matthew Smith, Catherine Carr, Beth Stewart, George Falconer and my family, Natalie, Marc and Antoine. We submitted our entry at the last minute and for all who participated it was great fun. Ian is already thinking of themes for next year so if someone would like to help in the preparations do not hesitate to call. ASSESSMENT APPEAL WORKSHOPS The four workshops slated for last month were all held as scheduled and A were well attended. The GCA ran the workshops to assist those who had filed an appeal. Additional benefit resulted from the exchange of information during questions and answers. I had the help of many volunteers who assisted in the smooth running of the sessions. The time donated by experts, Janet Bradley, Peter Vice and Frank Peddle is most appreciated. Thank you as well to Jonathan Wauk, Stephanie Gabrych, Sandra Zed Finless, Ken Ross, Jim McCarthy and Rob Quinn who gave most generously of their time to assist me during the afternoons and evenings. list or The following is a some of the points that were covered: - request from the assessment office a copy of your property record form; request from them,as well, the list of comparables they are using for your property; check this information for discrepancies; formulate your own list of what you believe to be your comparables; obtain information on the sales of houses in your vicinty (the area has been divided into a number of vicinities - and for the most part only houses in the same vicinity are to be used for comparison); locate property evaluations that may have been made for mortgage or insurance purposes; look into environmental factors, UFFI, traffic etc. All of the above compiled information will help in developing your case to prove that your assessment is inequitable. Do not hesitate to attend a session or two at the Appeal Board to get the lay of the land on how 'the hearings proceed. The Appeal Board is on Holly Lane (opposite the intersection of Heron and Walkley roads). One other little tidbit.... do check the information relating to available parking on your property. Many properties in the Glebe do not have parking and owners must buy monthly permits. It has already been noted in some cases that the record form eroneously stated that parking was available on the site. Needless to say this could have a very real impact on your assessment. JANUARY BOARD MEETING At last month's Board meeting "the naming of the lane between Oakland and Woodlawn" was tabled until the February meeting. It was agreed that Mr. Arnold and Mr. Brummell would canvass the immediate neighbourhood to determine preferences for Ernie Brady Lane, Perennial Lane or a yet unnamed third choice. A motion to oppose a zoning change for 99 Fifth Avenue [Fifth Avenue Court] which would result in recognizing the existing number of parking spaces as satisfying a 11 future parking requirements was passed. The Board was very concerned with this "blank cheque" approach to commercial parking. The GCA will also send a letter of support to the Provincial Government for St. Matthew's Church application for funding of a housing development project located in the area now known as Jefferson Hall, as well as particularly well suited. We wish them success as they wend their way through the bureaucratic maze. DATES TO REMEMBER THE GREAT GLEBE GARAGE SALE will be held on Saturday, May 29th. The Community Association's ANNUAL GENERAL MEETING will be held Wednesday, May 19th. The Annual MEMBERSHIP DRIVE is scheduled to take place the first week of May. NEXT BOARD MEETING At the February 23rd meeting some consideration will be given to the Kirby Report, The Sewell Report, and setting up the committees for the above named activities. Do you want to be part of the Board? Just give me a call or come to one of our meetings held every fourth Tuesday of the month at the Community Centre on Lyon Street. CONGRATULATIONS to all the Whitton Award recipients. It is wonderful to see the terrific volunteers in our community being recognized. giate CAPITAL COLUMN Community celebrates dedicated volunteel!) By Opuncillor Ji m Watson Thank you to everyone who attended the First Annual Whitton Awards Ceremony at Lansdowne Park on February 2. I was truly delighted with the community response, and I congratulate all of the award winners (listed in a story in this edition of the Glebe Report).The sense of voluntarism and commitment that this community shows, never ceases to amaze and impress me. I would also like to thank all of those Glebe and Ottawa South business people who so kindly donated refreshments and services for the reception so it would not be a cost to the taxpayers. MVA PHASE IN AND RELIEF My sincere thanks to Beatrice Raffoul and all the volunteers who assisted with the MVA workshops. I attended and participated in all four sessions in the Glebe and Beatrice did a terrific job. While MVA is a creature of the province, the City does have the jurisdiction to phase in the tax increase. Therefore, any resident with an increase in their assessment of 25% or more will have their taxes phased in over a four year period. If you qualify (ie: over 25%) your tax bill will be adjusted automatically - so there is nothing for you to do. The phase in helps ease the burden, but regrettably, it does not eliminate it. It was interesting to watch a number of council- February 12, 1993 - Glebe Report - 10 lors who voted for MVA, talk with great conviction about how important a phase in is and why we must do everything we can to protect those on fixed incomes! Why didn't they think of that when they voted for MVA?! TAX RELIEF - PEOPLE ON FIXED INCOMES The City is also entitled to offer a one time grant in the first year of MVA (1993) for those people who have a gross adjusted family income of $40,000 or less, and whose taxes plus $40 exceed 5% of that income. The calculations are a bit convoluted but essentially, what the program does is give you a tax credit of 10% of your 1992 taxes. In other words, if your 1992 taxes were $3,600, you will be eligible for a $360 tax credit on these taxes. You must apply for this grant and you can call the city's Finance Office at 564-1211 for the application or call my office. With the form comes an information sheet explaining how it works. If you have any problems please call me dir- ectly at 564-1308. I encourage you to apply'if you are eligible or notify a neighbour, friend or relative if you think they qualify. REGIONAL BUDGET The regional portion of your tax bill will be increased by 2.7%. This is the lowest increase in the 24 year history of the Region. Next year I hope we can keep it under 1.5%. SNOW REMOVAL If you have any difficulties with snow removal on your street, feel free to contact the city's 24-hour hotline 564-1111. NEW CITY HALL have been quite vocal about the extravagance of the new city hall and I appreciate the number of calls and letters from constituents who have agreed with my stance The Mayor now wants to spend about $5,000 on a ceremony and reception for the opening of the new council chamber on March 3.
