More than one million Canadian
children and youth are
living in poverty. That averages
about one child in
six. These statistics are
a result of poor government
policies, or perhaps
a lack thereof.
Canada is recognized as
being the number one country
in the world in terms
of social, economic and
political stability and
prosperity. Yet there is a
huge number of children
living in extremely poor
conditions.
According to Statistics
Canada, children make up
the single largest group
of poor people in the country.
Children's health is vital
to the future wellbeing
of our country. Yet
sometimes we become all
too immune to statistics -
even when they refer to
hungry and dying children.
According to Statistics
Canada, many children are
more likely to die at birth
or from infectious disease
or accident. There are a-

Canada. In 1985, 6000 of
these died. Many of these
poor and starving children
often suffer from poor performance
at school and high
drop out rates. Many have
encounters with the law or
become wards of the child
welfare system. Instead of
becoming the productive citizens
of tomorrow, they are
the social problems of today.
The government must concentrate
on investing in
the people of this country,
particularly the children,
since they are the future
of Canada.
With the assistance of
local and national organizations
dedicated to the
rights of children, I have
introduced a Private Member's
Bill, an act respecting a
National Child Day in the
House of Commons. On November
19, 1992, Bill C-371,
an act respecting a National
Child Day was introduced -
with the purpose of promoting
the rights of children.
If passed, the 20th day of
November, each and every
year, would be recognized
as "Child Day" in Canada
to promote awareness of
their needs. Canada must
