agree, in writing, that the child will participate in a program leading to the child’s<br />

high school graduation. The district board of the technical college district in<br />

which the child resides shall admit the child.<br />

2. Upon the child’s request and with written approval of the child’s parent or guardian,<br />

any child who is 17 years of age or over may be excused by the school<br />

board from regular school attendance if the child and his or her parent or guardian<br />

agree, in writing, that the child will participate in a program or curriculum<br />

modification under par. (d) leading to the child’s high school graduation or leading<br />

to a high school equivalency diploma (HSED).<br />

3. Upon the child’s request, and with the written approval of parent or legal guardian,<br />

a child 17 years of age or older shall be excused by the school board from<br />

regular attendance if the child began a program leading to a High School Equivalency<br />

Diploma (HSED) in a secured correctional facility, a secured child caring<br />

institution, secured detention facility, or a juvenile portion of a county jail, and the<br />

parent or guardian agree that the child will continue to participate in the HSED<br />

program. The child must have passed at least one of the five content areas of<br />

the General Educational Development tests.<br />

Children at risk of not graduating from high school are defined as pupils in grades 5<br />

to 12 who are at risk of not graduating from high school because they are dropouts,<br />

or are two or more of the following:<br />

1. One or more years behind their age group in the number of credits attained.<br />

2. Two or more years behind their age group in basic skills levels.<br />

3. Habitual truants, as defined in § 118.16 (1) (a).<br />

4. Parents.<br />

5. Adjudicated delinquents<br />

6. Eighth grade pupils whose score in each subject area on the examination administered<br />

under § 118.30 (1m) (am) 1 was below the basic level, 8th grade pupils<br />

who failed the examination under § 118.30 and 8th grade pupils who failed to be<br />

promoted to 9th grade.<br />

Dropout means a child who ceased to attend school, does not attend public or private<br />

School, technical college or home-based private educational program on a full-time<br />

basis, has not graduated from high school and does not have an acceptable excuse<br />

under § 118.15 (1) (b) to (d) or (3).<br />

Voluntary Attendance of Youth Sixteen (16) Years or Older<br />

Any child who is the age of sixteen (16) years or older is eligible to apply to a <strong>Gateway</strong><br />

postsecondary program if all of the following apply:<br />

• <strong>Gateway</strong> agrees to admit the individual.<br />

Admissions<br />

• The individual satisfies the other requirements for admission under s.38.22(1),<br />

<strong>Technical</strong> <strong>College</strong> Admission Requirements.<br />

• The individual has the written permission of his or her parents or legal guardian.<br />

• The individual will not be attending <strong>Gateway</strong> during the hours of normal school<br />

day established under s.119.18(7) or 120.12(15).<br />
