CAA scales highest peak Down Under<br />

There are a select few Airmen<br />

who can claim to be part of the<br />

6th Special Operations Squadron<br />

- the Air <strong>Force</strong>’s only combat<br />

aviation advisors. It’s an even<br />

rarer group who can say they’ve<br />

stood atop the highest peak of<br />

four separate cont<strong>in</strong>ents.<br />

Yet both of those titles are exactly<br />

what Capt. Graydon Muller<br />

can claim after climb<strong>in</strong>g Mount<br />

Kosciuszko <strong>in</strong> New South Wales,<br />

Australia, Oct. 3.<br />

The Air Commando made the<br />

expedition as part of the Seven<br />

Summits Challenge, an effort to<br />

honor the members of the U.S.<br />

Air <strong>Force</strong>, highlight personal fitness<br />

and raise money for families<br />

of fallen special operators, accord<strong>in</strong>g<br />

to the program’s website.<br />

“We love the outdoors and<br />

mounta<strong>in</strong> climb<strong>in</strong>g, so we’re out<br />

there do<strong>in</strong>g this anyway; and we<br />

love our jobs and what the Air<br />

<strong>Force</strong> stands for,” said Muller, a<br />

helicopter pilot from the 6th SOS.<br />

“This project gives us a way to<br />

comb<strong>in</strong>e these separate aspects<br />

of our lives, to do someth<strong>in</strong>g both<br />

fun and useful. Our goal is to promote<br />

the Air <strong>Force</strong>, to build esprit<br />

de corps, to expose Airmen to<br />

new experiences and to show the<br />

world what Air <strong>Force</strong> personnel<br />

can accomplish.”<br />

While not a Department of<br />

Defense-sponsored event, the<br />

climbers’ vision is to be the first<br />

American military team to reach<br />

the summit of Everest and the<br />

first group of service members<br />

<strong>in</strong> the world to reach all of the<br />

famed seven summits, accord<strong>in</strong>g<br />

to the challenge’s website.<br />

As part of the challenge, Muller<br />

participated <strong>in</strong> three previous<br />

climbs: Mount Kilimanjaro for Africa<br />

<strong>in</strong> 2006; Mount McK<strong>in</strong>ley for<br />

North America <strong>in</strong> 2008; and V<strong>in</strong>son<br />

Massif <strong>in</strong> Antarctica <strong>in</strong> 2010.<br />

“When you th<strong>in</strong>k about the<br />

difficulties of a project like this,<br />

the logistics of climb<strong>in</strong>g <strong>in</strong> very<br />

remote places, know<strong>in</strong>g you’re<br />

support<strong>in</strong>g someth<strong>in</strong>g worthwhile<br />

and represent<strong>in</strong>g someth<strong>in</strong>g<br />

greater than yourself like the Air<br />

<strong>Force</strong> adds a lot of motivation,<br />

and a lot of pride when you f<strong>in</strong>ally<br />

get there,” Muller said.<br />

Like previous journeys, Muller<br />

took personal leave from his<br />

squadron and paid for <strong>air</strong>fare and<br />

lodg<strong>in</strong>g out of his own pocket. In<br />

leav<strong>in</strong>g, he traded the visuals of<br />

dolph<strong>in</strong>s swimm<strong>in</strong>g <strong>in</strong> the emerald<br />

waters of northwest Florida<br />

for kangaroos hopp<strong>in</strong>g about the<br />

Australian outback.<br />

After rendezvous<strong>in</strong>g with six<br />

other Americans and six Australian<br />

service members <strong>in</strong> the ski<br />

village of Thredbo, Muller set out<br />

on what became the first mult<strong>in</strong>ational<br />

climb <strong>in</strong> the challenge’s<br />

history.<br />

“The Australians were wonderful<br />

and hospitable hosts for<br />

our trip,” he said. “And any time<br />

we are out <strong>in</strong> the mounta<strong>in</strong>s and<br />

surrounded by good people is a<br />

great day. You couldn’t ask for<br />

anyth<strong>in</strong>g more than that.”<br />

Although Kosciuszko’s 7,310-<br />

foot climb is less than half the<br />

height of V<strong>in</strong>son Massif, the vision<br />

statement for the challenge<br />

is to take “U.S. Airmen to the top<br />

of the world, one peak at a time.”<br />

“This was much easier, a little<br />

bit more laid back and enjoyable<br />

hike compared to the others<br />

I’ve been on,” Muller said. “But<br />

on this project, the mounta<strong>in</strong><br />

chooses you and not the other<br />

way around.”<br />

The team traversed several<br />

large snow fields on the way up<br />

the mounta<strong>in</strong>, followed by a f<strong>in</strong>al<br />

steep push to the summit. The<br />

expedition lasted only a s<strong>in</strong>gle<br />

day, but Muller said the view from<br />

the top made it unforgettable.<br />

“We had a perfect weather<br />

day for climb<strong>in</strong>g, and the views of<br />

the surround<strong>in</strong>g mounta<strong>in</strong>s were<br />

amaz<strong>in</strong>g,” Muller said. “There<br />

was a beautiful contrast between<br />

the snowy terra<strong>in</strong> we’d been<br />

climb<strong>in</strong>g and the green, more<br />

traditional Australian landscape<br />

spread<strong>in</strong>g out around it.”<br />

Moments after conquer<strong>in</strong>g<br />

Kosciuszko and plac<strong>in</strong>g the<br />

American and Australian flags,<br />

Muller and his comrades honored<br />

their fallen brothers and sisters<br />

<strong>in</strong> a time-honored Air Commando<br />

tradition - by complet<strong>in</strong>g memorial<br />

pushups.<br />

While he said he scaled these<br />

peaks with no one specifically <strong>in</strong><br />

m<strong>in</strong>d, Muller said he did it for all<br />

of them and their families.<br />

“The higher we climb and the<br />

more pushups we do, the more<br />

The Air <strong>Force</strong> has<br />

elim<strong>in</strong>ated 108 positions<br />

<strong>in</strong> base support career<br />

fields at <strong>Hurlburt</strong> Field as<br />

a result of a Department of<br />

Defense-wide <strong>in</strong>itiative to<br />

reduce civilian manpower<br />

to fiscal year 2010 levels<br />

<strong>in</strong> order to meet the President’s<br />

fiscal year 2012 budget.<br />

This process is part of<br />

an on-go<strong>in</strong>g effort focused<br />

on reprioritiz<strong>in</strong>g how resources<br />

can be used to<br />

more efficiently and effectively<br />

support and susta<strong>in</strong><br />

the force and, most importantly,<br />

the warfighter.<br />

However, positions do<br />

not equate to people. Over<br />

half of the 108 elim<strong>in</strong>ated<br />

positions are already vacant.<br />

The majority of these<br />

positions are from the force<br />

support and civil eng<strong>in</strong>eer<strong>in</strong>g<br />

career fields. Officials<br />

at <strong>Hurlburt</strong> will reassign<br />

personnel fill<strong>in</strong>g positions<br />

that have been elim<strong>in</strong>ated<br />

to other positions not currently<br />

slated for elim<strong>in</strong>ation,<br />

where possible.<br />

All affected employees<br />

will be notified by their<br />

commanders on Nov. 3<br />

and 4.<br />

The Air <strong>Force</strong> will exhaust<br />

all possible voluntary<br />

measures before<br />

series of major actions to<br />

m<strong>in</strong>imize the impact on civilian<br />

employees, <strong>in</strong>clud<strong>in</strong>g<br />

hir<strong>in</strong>g controls and a hir<strong>in</strong>g<br />

freeze to <strong>in</strong>crease the<br />

number of vacant positions<br />

that can be used to place<br />

employees.<br />

Additionally, <strong>in</strong> September,<br />

the Air <strong>Force</strong> offered<br />

members <strong>in</strong> some career<br />

fields voluntary early retirement<br />

or separation opportunities.<br />

Six <strong>Hurlburt</strong><br />

Field personnel have been<br />

approved for early retirement,<br />

and those retirements<br />

will take effect Dec.<br />

31.<br />

In early 2012, the Air<br />

<strong>Force</strong> will offer a second<br />

round of voluntary retirement<br />

or separation opportunities.<br />

After the results<br />

of this second round are<br />

f<strong>in</strong>alized, the Air <strong>Force</strong> will<br />

determ<strong>in</strong>e if a RIF will be<br />

implemented. Currently,<br />

21 <strong>Hurlburt</strong> Field employees<br />

could potentially face<br />

a RIF action.<br />

For programs that are<br />

affected, <strong>Hurlburt</strong> officials<br />

will tailor base support to<br />

leverage services that are<br />

available <strong>in</strong> the surround<strong>in</strong>g<br />

local community, where<br />

possible. Other support<br />

functions will be consolidated<br />

and managed under<br />

the larger organization.<br />

“We recognize the tremendous<br />

value of our civilian<br />

workforce to Team<br />

<strong>Hurlburt</strong> and to the Air<br />

<strong>Force</strong>, and we clearly understand<br />

the stress and<br />

anxiety these and future<br />

reductions cause with<strong>in</strong><br />

our work force,” said Col.<br />

“That’s why we’re mak<strong>in</strong>g<br />

every effort to use voluntary<br />

means to achieve<br />

the reductions and will<br />

share <strong>in</strong>formation with our<br />

friends took a faster way<br />

down than go<strong>in</strong>g up — by<br />

ski<strong>in</strong>g down the snowy<br />

mounta<strong>in</strong>side with one of<br />

their respective flags atop<br />

their backpacks.<br />

Now that he’s returned<br />

to <strong>Hurlburt</strong> Field after<br />

scal<strong>in</strong>g four cont<strong>in</strong>ents,<br />

Muller said the f<strong>in</strong>al leg of<br />

the challenge will require<br />

his fellow climbers and<br />

him to the highest peak on<br />

Earth — Mount Everest.<br />

As for that trial and<br />

its potential perils, the<br />

Air Commando said he’s<br />

confident <strong>in</strong> his team’s<br />

ability to see the challenge<br />

completed for the legacy<br />

of fallen Airmen.<br />

“This was the sixth for<br />

the challenge, and we’re<br />

one away from achiev<strong>in</strong>g<br />

our goal,” he said.<br />

“Everyone <strong>in</strong>volved has<br />

been proud to get to the<br />

top of these peaks and<br />

hold up the Air <strong>Force</strong> and<br />

U.S. flags. And they’re not<br />

just proud as <strong>in</strong>dividuals<br />

who have accomplished<br />

someth<strong>in</strong>g difficult and<br />

rare, but proud to do so<br />

as a team of Airmen. That<br />

makes it special and really<br />

motivates us to cont<strong>in</strong>ue.”<br />

Native American Heritage Month event next week<br />

What began at the turn<br />

of the century as an effort to<br />

ga<strong>in</strong> a day of recognition for<br />

the significant contributions<br />

the First Americans made<br />

to the establishment and<br />

growth of the United States<br />

has resulted <strong>in</strong> the month of<br />

November be<strong>in</strong>g designated<br />

for that purpose.<br />

Nov. 4 - 6, at the Niceville<br />

Festival Grounds, the Egl<strong>in</strong><br />

and <strong>Hurlburt</strong> Native American<br />

Month committees and<br />

the Thunderbird Intertribal<br />

Council present the 24th Annual<br />

Thunderbird Intertribal<br />

Powwow. This event kicks<br />

off Native American Month<br />

activities for the bases and<br />

local communities.<br />

Early Proponents<br />

One of the early proponents<br />

of an American Indian<br />

Day was Dr. Arthur C. Parker,<br />

a Seneca Indian who was the<br />

director of the Museum of<br />

Arts and Science <strong>in</strong> Rochester,<br />

N.Y. He persuaded the Boy<br />

Scouts of America to set aside<br />

a day for the “First Americans,”<br />

and for three years the<br />

Scouts adopted such a day. In<br />

1915, at the annual Congress<br />

of the American Indian Association<br />

meet<strong>in</strong>g <strong>in</strong> Lawrence,<br />

Kansas, a plan celebrat<strong>in</strong>g<br />

American Indian Day was<br />

formally approved. The Association<br />

directed its president,<br />

Rev. Sherman Coolidge,<br />

an Arapahoe, to call upon the<br />

country to set aside a day of<br />

recognition. Rev. Coolidge issued<br />

a proclamation on Sept.<br />

28, 1915, which declared the<br />

second Saturday of May as<br />

American Indian Day and<br />

conta<strong>in</strong>ed the first formal appeal<br />

for recognition of American<br />

Indians as citizens.<br />

Heritage Months<br />

In 1990 President George<br />

Bush approved a jo<strong>in</strong>t resolution<br />

designat<strong>in</strong>g Nov. 1990<br />

as “National American Indian<br />

Heritage Month.” Similar<br />

proclamations have been<br />

issued each year s<strong>in</strong>ce 1994.<br />

National American Indian<br />

and Alaska Native Heritage<br />

Month is celebrated to recognize<br />

the <strong>in</strong>tertribal cultures<br />

and to educate the<br />

public about the heritage,<br />

history, art, and traditions<br />

of the American Indian and<br />

Alaska Native people.<br />

Airmen honored at ceremony<br />

The <strong>Silver</strong> <strong>Star</strong> awarded to<br />

Tech. Sgt. Ismael Villegas on<br />

Thursday Oct. 27, came with a<br />

little bit of bad news.<br />

“I’ve never actually told my mom<br />

what my job actually entails,” Villegas<br />

said after the ceremony.<br />

After Gen. Norton Schwartz, the Air<br />

<strong>Force</strong>’s chief of staff, shared Villegas’<br />

heroics to hundreds of people (<strong>in</strong>clud<strong>in</strong>g<br />

Villegas’ mom), the secret was<br />

out. The story was enough to give any<br />

mother heart palpitations.<br />

Villegas was a member of a threeman<br />

team detect<strong>in</strong>g and disarm<strong>in</strong>g<br />

buried explosive devices near Bagh<br />

Khosak, Afghanistan, when it was<br />

ambushed.<br />

Under enemy fire, Villegas ran 200<br />

feet across a m<strong>in</strong>efield that had not<br />

been checked by his team without any<br />

cover to reach a more effective position<br />

to fight.<br />

While fir<strong>in</strong>g at the <strong>in</strong>surgents, Villegas<br />

called <strong>in</strong> an <strong>air</strong> strike. His actions<br />

resulted <strong>in</strong> 30 enemy casualties and<br />

saved the lives of his teammates.<br />

Villegas, a native of the small border<br />

town of Del Rio, Texas, said it was all<br />

a part of the job he loves. He recalled<br />

go<strong>in</strong>g to a recruit<strong>in</strong>g office more than<br />

14 years ago and pick<strong>in</strong>g up a brochure<br />

for the Special Tactics career field. He<br />

asked the recruiter what they did.<br />

“He told me they jump out of <strong>air</strong>planes,<br />

play with all of the expensive<br />

toys and do all of the runn<strong>in</strong>g and<br />

shoot<strong>in</strong>g,” Villegas said. “I said, ‘Where<br />

do I sign up?’ Ever s<strong>in</strong>ce I could remember,<br />

I always wanted to do someth<strong>in</strong>g<br />

like this.”<br />

Villegas said he was honored to be<br />

nom<strong>in</strong>ated for the <strong>Silver</strong> <strong>Star</strong> but never<br />

expected the recognition, the highest<br />

commendation he has received so far.<br />

“This is for my guys. They put their<br />

The program for Thursday’s presentations<br />

<strong>in</strong>cluded the citations that<br />

accompanied Villegas’ <strong>Silver</strong> <strong>Star</strong> and<br />

Gutierrez’s Air <strong>Force</strong> <strong>Cross</strong>.<br />

That is fortunate for Gutierrez’s<br />

children. His wife was about seven<br />

months pregnant with their daughter<br />

when she rushed to his side at the<br />

Walter Reed Army Medical Center two<br />

years ago. She is due <strong>in</strong> January with<br />

their second child, a son.<br />

Gutierrez said he will not be one of<br />

or shows off his commendations.<br />

“That’s not my style,” the Navarre<br />

resident said, gr<strong>in</strong>n<strong>in</strong>g. “If they have a<br />

question, I’ll answer it.”<br />

Without a few clipp<strong>in</strong>gs and citations<br />

to prove it, Gutierrez’s war story<br />

will sound like a grandparent’s exaggeration<br />

of walk<strong>in</strong>g miles barefoot to<br />

school <strong>in</strong> the snow.<br />

Gutierrez refused to give up his post<br />

after he was shot <strong>in</strong> the chest and leg<br />

Oct. 9, 2009, dur<strong>in</strong>g a nighttime raid<br />

to capture the No. 2 Taliban leader <strong>in</strong><br />

Herat Prov<strong>in</strong>ce, Afghanistan.<br />

“In great pa<strong>in</strong> and bleed<strong>in</strong>g profusely<br />

from his chest wound and from<br />

his nose and mouth, and confront<strong>in</strong>g<br />

the real possibility that he would die,<br />

Sgt. Gutierrez seized the <strong>in</strong>itiative and<br />

refused to rel<strong>in</strong>quish his duties as jo<strong>in</strong>t<br />

term<strong>in</strong>al attack controller,” Schwartz<br />

read from Gutierrez’s citation.<br />

Gutierrez grabbed his M-4 rifle and<br />

shot at the Taliban. He called <strong>in</strong> three<br />

<strong>air</strong> strikes to hit with<strong>in</strong> 20 feet of his<br />

team then allowed Army medics an<br />

opportunity to re-<strong>in</strong>flate his collapsed<br />

lung before call<strong>in</strong>g <strong>in</strong> two more strikes<br />

that saved the team.<br />

After the ceremony, Gutierrez said<br />

the American military is the best <strong>in</strong> the<br />

world, an unstoppable force.<br />

“You don’t expect to get shot and<br />

hit. You don’t expect to get <strong>in</strong>juries like<br />

that,” Gutierrez said. “I guess … even<br />

a bl<strong>in</strong>d squirrel (the Taliban) gets a nut<br />

once <strong>in</strong> a while.”<br />

Thursday had a downside for Gutierrez,<br />

too. The San Diego, Calif., native<br />

said it took him about 20 m<strong>in</strong>utes to put<br />

on his dress boots after he returned<br />

Wednesday from the Tim Davis Memorial<br />

Ruck March. The <strong>air</strong>men averaged<br />

about 144 miles each <strong>in</strong> the 812-mile<br />

march from Lackland Air <strong>Force</strong> Base,<br />

Texas, to honor their fallen brethren.<br />

It was Gutierrez’s second year <strong>in</strong> a<br />

row march<strong>in</strong>g <strong>in</strong> the event. Last year,<br />

while still <strong>in</strong> recovery, he carried the<br />

baton of Senor Airman Mark Forester,<br />

a combat controller killed weeks before<br />

the march. This year, he carried the<br />

baton of Tech. Sgt. John Chapman, a<br />

combat controller killed March 4, 2002.<br />

“I’m able to walk so I did it … I know<br />

they would’ve done the same for me,”<br />

Gutierrez said. “We never forget our<br />

fallen.”<br />

Bus<strong>in</strong>ess board’s ‘radical’ retirement plan blasted<br />

The Defense Bus<strong>in</strong>ess<br />

Board’s proposal to shift<br />

the military to a cheaper<br />

“contributory” retirement<br />

plan is “radical” and was<br />

released publicly without<br />

due regard for the impact<br />

it would have on troop morale<br />

<strong>in</strong> wartime.<br />

That was the charge<br />

leveled Tuesday by Rep.<br />

Joe Wilson, R-S.C., ch<strong>air</strong>man<br />

of the House armed<br />

services’ subcommittee<br />

on military personnel,<br />

dur<strong>in</strong>g a hear<strong>in</strong>g <strong>in</strong> which<br />

Defense officials were<br />

called to discuss a more<br />

thorough review of retirement<br />

they are conduct<strong>in</strong>g,<br />

for the future force only.<br />

The DBB report, which<br />

called the current retirement<br />

system “unsusta<strong>in</strong>able”<br />

and “<strong>in</strong>creas<strong>in</strong>gly<br />

unaffordable,” took several<br />

hits at the hear<strong>in</strong>g,<br />

<strong>in</strong>clud<strong>in</strong>g from military associations<br />

and, <strong>in</strong>directly,<br />

defense officials.<br />

Jo Ann Rooney, pr<strong>in</strong>cipal<br />

deputy undersecretary<br />

of defense for personnel<br />

and read<strong>in</strong>ess, said “the<br />

department acknowledges<br />

the military retirement<br />

system appears expensive<br />

(but) it is neither unaffordable<br />

nor spiral<strong>in</strong>g out<br />

of control as some would<br />

contend.”<br />

Rooney said DOD has<br />

been study<strong>in</strong>g ways to<br />

revise retirement, <strong>in</strong> part<br />

because the national debt<br />

crisis is requir<strong>in</strong>g deep<br />

defense spend<strong>in</strong>g cuts.<br />

But the study is balanced,<br />

she said, “weigh<strong>in</strong>g the<br />

impact of a new system on<br />

recruit<strong>in</strong>g and retention,<br />

consider<strong>in</strong>g the welfare of<br />

Some House colleagues<br />

jo<strong>in</strong>ed Wilson<br />

<strong>in</strong> criticiz<strong>in</strong>g the DBB.<br />

Rep. Joe Heck, R-Nev.,<br />

an Army Reserve physician,<br />

blasted the DBB for<br />

propos<strong>in</strong>g a civilian-like<br />

retirement plan with only<br />

sketchy <strong>in</strong>formation on<br />

how it would affect those<br />

serv<strong>in</strong>g today, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong><br />

Iraq and Afghanistan.<br />

“Then I received the<br />

emails and phone calls<br />

from folks” worried about<br />

their retirement and describ<strong>in</strong>g<br />

how morale was<br />

fall<strong>in</strong>g <strong>in</strong> theater, Heck<br />

said.<br />

But other lawmakers<br />

found merit <strong>in</strong> the DBB’s<br />

blunt f<strong>in</strong>d<strong>in</strong>gs that the<br />

current retirement system<br />

is too rigid, too costly<br />

and provides no benefits<br />

to the 83 percent of service<br />

members who separate<br />

short of 20 years.<br />

Rooney gave Wilson<br />

and colleagues the same<br />

assurance they got a few<br />

weeks ago from Defense<br />

Secretary Leon Panetta<br />

and Army Gen. Mart<strong>in</strong><br />

Dempsey, ch<strong>air</strong>man of<br />

the Jo<strong>in</strong>t Chiefs, that current<br />

members would be<br />

protected from proposed<br />

retirement changes.<br />

But Wilson still used<br />

the hear<strong>in</strong>g to chastise<br />

the DBB, an advisory<br />

body of bus<strong>in</strong>ess executives<br />

to the defense secretary,<br />

suggest<strong>in</strong>g it was<br />

wrong last July to release<br />

a controversial plan<br />

that, under one of two<br />

scenarios, would expose<br />

many current members to<br />

dramatic benefit changes<br />

if adopted.<br />

Any damage done to<br />

morale deepened over<br />

several weeks as defense<br />

leaders were slow to put<br />

the DBB report <strong>in</strong> perspective,<br />

and as some<br />

news organizations gave<br />

the plan more attention<br />

than it deserved, given<br />

that no Defense leader,<br />

civilian or military, had<br />

endorsed it.<br />

Wilson said the DBB<br />

“was quick to present a<br />

major retirement reform<br />

proposal” that would<br />

move “aggressively toward<br />

a private-sector,<br />

def<strong>in</strong>ed-contribution system<br />

based on personal<br />

<strong>in</strong>vestments of service<br />

members.”<br />

He expressed disappo<strong>in</strong>tment<br />

that Panetta<br />

didn’t disavow the f<strong>in</strong>d<strong>in</strong>gs.<br />

But Wilson saved<br />

his ire for the DBB,<br />

suggest<strong>in</strong>g its members<br />

“know<strong>in</strong>gly elected to pursue<br />

a very controversial<br />

proposal with immediate<br />

negative consequences<br />

for morale and combat<br />

read<strong>in</strong>ess. And yet they<br />

were unwill<strong>in</strong>g to come<br />

before this subcommittee<br />

Wilson said.<br />

Rooney said the DBB<br />

report was only one<br />

“data po<strong>in</strong>t” <strong>in</strong> the ongo<strong>in</strong>g<br />

review of alternative<br />

plans. Vee Penrod, deputy<br />

assistant secretary for<br />

military personnel policy,<br />

said computer model<strong>in</strong>g<br />

on the DBB plan so far<br />

shows that it would have a<br />

negative impact on force<br />

retention.<br />

But Rep. Susan Davis<br />

of California, the rank<strong>in</strong>g<br />

Democrat on the subcommittee,<br />

welcomed some<br />

of the DBB arguments<br />

for reform. She said, for<br />

example, that more f<strong>air</strong>ness<br />

must be a goal when<br />

only 17 percent of members<br />

serve long enough to<br />

retire, and that some who<br />

leave without benefits have<br />

more time <strong>in</strong> combat than<br />

members who reach the<br />

20-year threshold.<br />

She also noted that<br />

today’s retirees live longer<br />

than folks did when the<br />

20-year formula was set<br />

<strong>in</strong> 1949. Life expectancy<br />

then was 66.2 years for a<br />

white male and 58.9 for a<br />

black male. By 2009, it had<br />

climbed to 76.2 years for<br />

a white male and to 70.9<br />

years for a black male.<br />

And many retirees today<br />

go on to have “another full<br />

career <strong>in</strong> a different field,”<br />

Davis said.<br />

Testify<strong>in</strong>g on behalf of<br />

preserv<strong>in</strong>g today’s plan,<br />

both for the current force<br />

and future generations,<br />

were two representatives<br />

of The Military Coalition,<br />

an umbrella group for 34<br />

associations and veteran<br />

service organizations.<br />

of government relations<br />

for Military Officers<br />

Association of America,<br />

took a question from Rep.<br />

Davis over whether it’s<br />

f<strong>air</strong> that most members<br />

leav<strong>in</strong>g service, after years<br />

of war, have no vest<strong>in</strong>g <strong>in</strong><br />

a retirement plan, a fail<strong>in</strong>g<br />

that the DBB seeks to<br />

address.<br />

Early vest<strong>in</strong>g, said Strobridge,<br />

would reduce the<br />

effectiveness that cliff vest<strong>in</strong>g<br />

at 20 years provides.<br />

“In bad budget times,” he<br />

said, early vest<strong>in</strong>g would<br />

leave “the government bidd<strong>in</strong>g<br />

aga<strong>in</strong>st itself” to keep<br />

careerists, and that would<br />

drive up retirement costs.<br />

“If you want to talk f<strong>air</strong>ness,”<br />

Strobridge added,<br />

“the first th<strong>in</strong>g we have to<br />

do is be f<strong>air</strong> to the people<br />

who suffer and sacrifice<br />

the longest. That’s the career<br />

person. The last th<strong>in</strong>g<br />

we should be do<strong>in</strong>g is cutt<strong>in</strong>g<br />

their career package<br />

to pay people who leave.”<br />

legislative programs for<br />

Fleet Reserve Association,<br />

rem<strong>in</strong>ded Rep. Davis that<br />

the purpose of the military<br />

is to fight wars and that<br />

rema<strong>in</strong>s “a young man or<br />

woman’s profession … The<br />

retirement system should<br />

reflect that.”<br />

But Rep. Mike Coffman,<br />

R-Colo., a former Mar<strong>in</strong>e<br />

and Army reservist with<br />

enough service time to<br />

earn an annuity at age 60,<br />

said the current system<br />

needs reform so at least<br />

some benefits accrue to<br />

members hav<strong>in</strong>g fewer<br />

than 20 years. Coffman<br />

also pressed for higher<br />

compensation, if not specifically<br />

more retired pay,<br />

to reward the toughest<br />

military careers.<br />

“There is such a wide<br />

disparity <strong>in</strong> occupations<br />

<strong>in</strong> the military,” he said<br />

“I have to tell you there<br />

are a lot of them where<br />

people show up to work <strong>in</strong><br />

the morn<strong>in</strong>g and leave <strong>in</strong><br />

the afternoon, and it’s not<br />

a whole lot different from,<br />

quite frankly, a civilian<br />

job,” Coffman said. “And<br />

there are those jobs that<br />

are just tough.” Those<br />

with tougher jobs, he said,<br />

should be paid more.<br />
