CAA scales highest peak Down Under

There are a select few Airmen 

who can claim to be part of the 

6th Special Operations Squadron 

- the Air Force’s only combat 

aviation advisors. It’s an even 

rarer group who can say they’ve 

stood atop the highest peak of 

four separate continents. 

Yet both of those titles are exactly 

what Capt. Graydon Muller 

can claim after climbing Mount 

Kosciuszko in New South Wales, 

Australia, Oct. 3. 

The Air Commando made the 

expedition as part of the Seven 

Summits Challenge, an effort to 

honor the members of the U.S. 

Air Force, highlight personal fitness 

and raise money for families 

of fallen special operators, according 

to the program’s website. 

“We love the outdoors and 

mountain climbing, so we’re out 

there doing this anyway; and we 

love our jobs and what the Air 

Force stands for,” said Muller, a 

helicopter pilot from the 6th SOS. 

“This project gives us a way to 

combine these separate aspects 

of our lives, to do something both 

fun and useful. Our goal is to promote 

the Air Force, to build esprit 

de corps, to expose Airmen to 

new experiences and to show the 

world what Air Force personnel 

can accomplish.” 

While not a Department of 

Defense-sponsored event, the 

climbers’ vision is to be the first 

American military team to reach 

the summit of Everest and the 

first group of service members 

in the world to reach all of the 

famed seven summits, according 

to the challenge’s website. 

As part of the challenge, Muller 

participated in three previous 

climbs: Mount Kilimanjaro for Africa 

in 2006; Mount McKinley for 

North America in 2008; and Vinson 

Massif in Antarctica in 2010. 

“When you think about the 

difficulties of a project like this, 

the logistics of climbing in very 

remote places, knowing you’re 

supporting something worthwhile 

and representing something

greater than yourself like the Air 

Force adds a lot of motivation, 

and a lot of pride when you finally 

get there,” Muller said. 

Like previous journeys, Muller 

took personal leave from his 

squadron and paid for airfare and 

lodging out of his own pocket. In 

leaving, he traded the visuals of 

dolphins swimming in the emerald 

waters of northwest Florida 

for kangaroos hopping about the 

Australian outback. 

After rendezvousing with six 

other Americans and six Australian 

service members in the ski 

village of Thredbo, Muller set out 

on what became the first multinational 

climb in the challenge’s 

history. 

“The Australians were wonderful 

and hospitable hosts for 

our trip,” he said. “And any time 

we are out in the mountains and 

surrounded by good people is a 

great day. You couldn’t ask for 

anything more than that.” 

Although Kosciuszko’s 7,310- 

foot climb is less than half the 

height of Vinson Massif, the vision 

statement for the challenge 

is to take “U.S. Airmen to the top 

of the world, one peak at a time.” 

“This was much easier, a little 

bit more laid back and enjoyable 

hike compared to the others 

I’ve been on,” Muller said. “But 

on this project, the mountain 

chooses you and not the other 

way around.” 

The team traversed several 

large snow fields on the way up 

the mountain, followed by a final 

steep push to the summit. The 

expedition lasted only a single 

day, but Muller said the view from 

the top made it unforgettable. 

“We had a perfect weather 

day for climbing, and the views of 

the surrounding mountains were 

amazing,” Muller said. “There 

was a beautiful contrast between 

the snowy terrain we’d been 

climbing and the green, more 

traditional Australian landscape 

spreading out around it.” 

Moments after conquering 

Kosciuszko and placing the 

American and Australian flags, 

Muller and his comrades honored 

their fallen brothers and sisters 

in a time-honored Air Commando 

tradition - by completing memorial 

pushups. 

While he said he scaled these 

peaks with no one specifically in 

mind, Muller said he did it for all 

of them and their families. 

“The higher we climb and the 

more pushups we do, the more

Hurlburt announces civilian workforce reductions

The Air Force has 

eliminated 108 positions 

in base support career 

fields at Hurlburt Field as 

a result of a Department of 

Defense-wide initiative to 

reduce civilian manpower 

to fiscal year 2010 levels 

in order to meet the President’s 

fiscal year 2012 budget. 

This process is part of 

an on-going effort focused 

on reprioritizing how resources 

can be used to 

more efficiently and effectively 

support and sustain 

the force and, most importantly, 

the warfighter. 

However, positions do 

not equate to people. Over 

half of the 108 eliminated 

positions are already vacant. 

The majority of these 

positions are from the force 

support and civil engineering 

career fields. Officials 

at Hurlburt will reassign 

personnel filling positions 

that have been eliminated 

to other positions not currently 

slated for elimination, 

where possible. 

All affected employees 

will be notified by their 

commanders on Nov. 3 

and 4.

all possible voluntary

In an effort to avoid nonvoluntary 

actions, the Air 

Force has implemented a 

series of major actions to 

minimize the impact on civilian 

employees, including 

hiring controls and a hiring 

freeze to increase the 

number of vacant positions 

that can be used to place 

employees. 

Additionally, in September, 

the Air Force offered 

members in some career 

fields voluntary early retirement 

or separation opportunities. 

Six Hurlburt 

Field personnel have been 

approved for early retirement, 

and those retirements 

will take effect Dec. 

31. 

In early 2012, the Air 

Force will offer a second 

round of voluntary retirement 

or separation opportunities. 

After the results 

of this second round are 

finalized, the Air Force will 

determine if a RIF will be 

implemented. Currently, 

21 Hurlburt Field employees 

could potentially face 

a RIF action. 

For programs that are 

affected, Hurlburt officials 

will tailor base support to 

leverage services that are 

available in the surrounding 

local community, where 

possible. Other support 

functions will be consolidated 

and managed under 

the larger organization. 

“We recognize the tremendous 

value of our civilian 

workforce to Team 

Hurlburt and to the Air 

Force, and we clearly understand 

the stress and 

anxiety these and future 

reductions cause within 

our work force,” said Col. 

Jim Slife, 1st Special Operations 

Wing commander. 

“That’s why we’re making 

every effort to use voluntary 

means to achieve 

the reductions and will 

share information with our 

civilian workforce as soon 

as it becomes available.”

down than going up — by

their backpacks. 

Now that he’s returned 

to Hurlburt Field after 

scaling four continents, 

Muller said the final leg of 

the challenge will require 

his fellow climbers and 

him to the highest peak on 

Earth — Mount Everest. 

As for that trial and 

its potential perils, the 

Air Commando said he’s 

confident in his team’s 

ability to see the challenge 

completed for the legacy 

of fallen Airmen. 

“This was the sixth for 

the challenge, and we’re 

one away from achieving 

our goal,” he said. 

“Everyone involved has 

been proud to get to the 

top of these peaks and 

hold up the Air Force and 

U.S. flags. And they’re not 

just proud as individuals 

who have accomplished 

something difficult and 

rare, but proud to do so 

as a team of Airmen. That 

makes it special and really 

motivates us to continue.”

Native American Heritage Month event next week

What began at the turn 

of the century as an effort to 

gain a day of recognition for 

the significant contributions 

the First Americans made 

to the establishment and 

growth of the United States 

has resulted in the month of 

November being designated 

for that purpose. 

Nov. 4 - 6, at the Niceville 

Festival Grounds, the Eglin 

and Hurlburt Native American 

Month committees and 

the Thunderbird Intertribal 

Council present the 24th Annual 

Thunderbird Intertribal 

Powwow. This event kicks 

off Native American Month 

activities for the bases and 

local communities. 

Early Proponents 

One of the early proponents 

of an American Indian 

Day was Dr. Arthur C. Parker, 

a Seneca Indian who was the 

director of the Museum of 

Arts and Science in Rochester, 

N.Y. He persuaded the Boy 

Scouts of America to set aside 

a day for the “First Americans,” 

and for three years the 

Scouts adopted such a day. In 

1915, at the annual Congress 

of the American Indian Association 

meeting in Lawrence, 

Kansas, a plan celebrating 

American Indian Day was 

formally approved. The Association 

directed its president, 

Rev. Sherman Coolidge, 

an Arapahoe, to call upon the 

country to set aside a day of 

recognition. Rev. Coolidge issued 

a proclamation on Sept. 

28, 1915, which declared the 

second Saturday of May as 

American Indian Day and 

contained the first formal appeal 

for recognition of American 

Indians as citizens. 

Heritage Months 

In 1990 President George 

Bush approved a joint resolution 

designating Nov. 1990 

as “National American Indian 

Heritage Month.” Similar 

proclamations have been 

issued each year since 1994. 

National American Indian 

and Alaska Native Heritage 

Month is celebrated to recognize 

the intertribal cultures 

and to educate the 

public about the heritage, 

history, art, and traditions 

of the American Indian and 

Alaska Native people.

Airmen honored at ceremony

The Silver Star awarded to 

Tech. Sgt. Ismael Villegas on 

Thursday Oct. 27, came with a 

little bit of bad news. 

“I’ve never actually told my mom 

what my job actually entails,” Villegas 

said after the ceremony. 

After Gen. Norton Schwartz, the Air 

Force’s chief of staff, shared Villegas’ 

heroics to hundreds of people (including 

Villegas’ mom), the secret was 

out. The story was enough to give any 

mother heart palpitations. 

Villegas was a member of a threeman 

team detecting and disarming 

buried explosive devices near Bagh 

Khosak, Afghanistan, when it was 

ambushed. 

Under enemy fire, Villegas ran 200 

feet across a minefield that had not 

been checked by his team without any 

cover to reach a more effective position 

to fight. 

While firing at the insurgents, Villegas 

called in an air strike. His actions 

resulted in 30 enemy casualties and 

saved the lives of his teammates. 

Villegas, a native of the small border 

town of Del Rio, Texas, said it was all 

a part of the job he loves. He recalled 

going to a recruiting office more than 

14 years ago and picking up a brochure 

for the Special Tactics career field. He 

asked the recruiter what they did. 

“He told me they jump out of airplanes, 

play with all of the expensive 

toys and do all of the running and 

shooting,” Villegas said. “I said, ‘Where 

do I sign up?’ Ever since I could remember, 

I always wanted to do something 

like this.” 

Villegas said he was honored to be 

nominated for the Silver Star but never 

expected the recognition, the highest 

commendation he has received so far. 

“This is for my guys. They put their 

lives on the line every day,” Villegas 

said. 

One of his guys, Staff Sgt. Robert 

Gutierrez Jr., was awarded the Air 

Force Cross at the same ceremony.

The program for Thursday’s presentations 

included the citations that 

accompanied Villegas’ Silver Star and 

Gutierrez’s Air Force Cross. 

That is fortunate for Gutierrez’s 

children. His wife was about seven 

months pregnant with their daughter 

when she rushed to his side at the 

Walter Reed Army Medical Center two 

years ago. She is due in January with 

their second child, a son.

Gutierrez said he will not be one of 

those dads who shares his war stories 

or shows off his commendations. 

“That’s not my style,” the Navarre 

resident said, grinning. “If they have a 

question, I’ll answer it.” 

Without a few clippings and citations 

to prove it, Gutierrez’s war story 

will sound like a grandparent’s exaggeration 

of walking miles barefoot to 

school in the snow. 

Gutierrez refused to give up his post 

after he was shot in the chest and leg 

Oct. 9, 2009, during a nighttime raid 

to capture the No. 2 Taliban leader in 

Herat Province, Afghanistan. 

“In great pain and bleeding profusely 

from his chest wound and from 

his nose and mouth, and confronting 

the real possibility that he would die, 

Sgt. Gutierrez seized the initiative and 

refused to relinquish his duties as joint 

terminal attack controller,” Schwartz 

read from Gutierrez’s citation. 

Gutierrez grabbed his M-4 rifle and 

shot at the Taliban. He called in three 

air strikes to hit within 20 feet of his 

team then allowed Army medics an 

opportunity to re-inflate his collapsed 

lung before calling in two more strikes 

that saved the team. 

After the ceremony, Gutierrez said 

the American military is the best in the 

world, an unstoppable force. 

“You don’t expect to get shot and 

hit. You don’t expect to get injuries like 

that,” Gutierrez said. “I guess … even 

a blind squirrel (the Taliban) gets a nut 

once in a while.” 

Thursday had a downside for Gutierrez, 

too. The San Diego, Calif., native 

said it took him about 20 minutes to put 

on his dress boots after he returned 

Wednesday from the Tim Davis Memorial 

Ruck March. The airmen averaged 

about 144 miles each in the 812-mile 

march from Lackland Air Force Base, 

Texas, to honor their fallen brethren. 

It was Gutierrez’s second year in a 

row marching in the event. Last year, 

while still in recovery, he carried the 

baton of Senor Airman Mark Forester, 

a combat controller killed weeks before 

the march. This year, he carried the 

baton of Tech. Sgt. John Chapman, a 

combat controller killed March 4, 2002. 

“I’m able to walk so I did it … I know 

they would’ve done the same for me,” 

Gutierrez said. “We never forget our 

fallen.”

Business board’s ‘radical’ retirement plan blasted 

The Defense Business 

Board’s proposal to shift 

the military to a cheaper 

“contributory” retirement 

plan is “radical” and was 

released publicly without 

due regard for the impact 

it would have on troop morale 

in wartime. 

That was the charge 

leveled Tuesday by Rep. 

Joe Wilson, R-S.C., chairman 

of the House armed 

services’ subcommittee 

on military personnel, 

during a hearing in which 

Defense officials were 

called to discuss a more 

thorough review of retirement 

they are conducting, 

for the future force only. 

The DBB report, which 

called the current retirement 

system “unsustainable” 

and “increasingly 

unaffordable,” took several 

hits at the hearing, 

including from military associations 

and, indirectly, 

defense officials. 

Jo Ann Rooney, principal 

deputy undersecretary 

of defense for personnel 

and readiness, said “the 

department acknowledges 

the military retirement 

system appears expensive 

(but) it is neither unaffordable 

nor spiraling out 

of control as some would 

contend.” 

Rooney said DOD has 

been studying ways to 

revise retirement, in part 

because the national debt 

crisis is requiring deep 

defense spending cuts. 

But the study is balanced, 

she said, “weighing the 

impact of a new system on 

recruiting and retention, 

considering the welfare of

and families,

and acknowledg- 

ing our responsibilities to 

the American taxpayer.” 

Some House colleagues 

joined Wilson 

in criticizing the DBB. 

Rep. Joe Heck, R-Nev., 

an Army Reserve physician, 

blasted the DBB for 

proposing a civilian-like 

retirement plan with only 

sketchy information on 

how it would affect those 

serving today, including in 

Iraq and Afghanistan. 

“Then I received the 

emails and phone calls 

from folks” worried about 

their retirement and describing 

how morale was 

falling in theater, Heck 

said. 

But other lawmakers 

found merit in the DBB’s 

blunt findings that the 

current retirement system 

is too rigid, too costly 

and provides no benefits 

to the 83 percent of service 

members who separate 

short of 20 years. 

Rooney gave Wilson 

and colleagues the same 

assurance they got a few 

weeks ago from Defense 

Secretary Leon Panetta 

and Army Gen. Martin 

Dempsey, chairman of 

the Joint Chiefs, that current 

members would be 

protected from proposed 

retirement changes. 

But Wilson still used 

the hearing to chastise 

the DBB, an advisory 

body of business executives 

to the defense secretary, 

suggesting it was 

wrong last July to release 

a controversial plan 

that, under one of two 

scenarios, would expose 

many current members to 

dramatic benefit changes 

if adopted. 

Any damage done to 

morale deepened over 

several weeks as defense 

leaders were slow to put 

the DBB report in perspective, 

and as some 

news organizations gave 

the plan more attention 

than it deserved, given 

that no Defense leader, 

civilian or military, had 

endorsed it. 

Wilson said the DBB 

“was quick to present a 

major retirement reform 

proposal” that would 

move “aggressively toward 

a private-sector, 

defined-contribution system 

based on personal 

investments of service 

members.” 

He expressed disappointment 

that Panetta 

didn’t disavow the findings. 

But Wilson saved 

his ire for the DBB, 

suggesting its members 

“knowingly elected to pursue 

a very controversial 

proposal with immediate 

negative consequences 

for morale and combat 

readiness. And yet they 

were unwilling to come 

before this subcommittee

and defend their actions,” 

Wilson said. 

Rooney said the DBB 

report was only one 

“data point” in the ongoing 

review of alternative 

plans. Vee Penrod, deputy 

assistant secretary for 

military personnel policy, 

said computer modeling 

on the DBB plan so far 

shows that it would have a 

negative impact on force 

retention. 

But Rep. Susan Davis 

of California, the ranking 

Democrat on the subcommittee, 

welcomed some 

of the DBB arguments 

for reform. She said, for 

example, that more fairness 

must be a goal when 

only 17 percent of members 

serve long enough to 

retire, and that some who 

leave without benefits have 

more time in combat than 

members who reach the 

20-year threshold. 

She also noted that 

today’s retirees live longer 

than folks did when the 

20-year formula was set 

in 1949. Life expectancy 

then was 66.2 years for a 

white male and 58.9 for a 

black male. By 2009, it had 

climbed to 76.2 years for 

a white male and to 70.9 

years for a black male. 

And many retirees today 

go on to have “another full 

career in a different field,” 

Davis said. 

Testifying on behalf of 

preserving today’s plan, 

both for the current force 

and future generations, 

were two representatives 

of The Military Coalition, 

an umbrella group for 34 

associations and veteran 

service organizations. 

Steve Strobridge, director 

of government relations 

for Military Officers 

Association of America, 

took a question from Rep. 

Davis over whether it’s 

fair that most members 

leaving service, after years 

of war, have no vesting in 

a retirement plan, a failing 

that the DBB seeks to 

address. 

Early vesting, said Strobridge, 

would reduce the 

effectiveness that cliff vesting 

at 20 years provides. 

“In bad budget times,” he 

said, early vesting would 

leave “the government bidding 

against itself” to keep 

careerists, and that would 

drive up retirement costs. 

“If you want to talk fairness,” 

Strobridge added, 

“the first thing we have to 

do is be fair to the people 

who suffer and sacrifice 

the longest. That’s the career 

person. The last thing 

we should be doing is cutting 

their career package 

to pay people who leave.” 

John Davis, director of 

legislative programs for 

Fleet Reserve Association, 

reminded Rep. Davis that 

the purpose of the military 

is to fight wars and that 

remains “a young man or 

woman’s profession … The 

retirement system should 

reflect that.” 

But Rep. Mike Coffman, 

R-Colo., a former Marine 

and Army reservist with 

enough service time to 

earn an annuity at age 60, 

said the current system 

needs reform so at least 

some benefits accrue to 

members having fewer 

than 20 years. Coffman 

also pressed for higher 

compensation, if not specifically 

more retired pay, 

to reward the toughest 

military careers. 

“There is such a wide 

disparity in occupations 

in the military,” he said 

“I have to tell you there 

are a lot of them where 

people show up to work in 

the morning and leave in 

the afternoon, and it’s not 

a whole lot different from, 

quite frankly, a civilian 

job,” Coffman said. “And 

there are those jobs that 

are just tough.” Those 

with tougher jobs, he said, 

should be paid more.
