The Order of the Architects in Romania 

"I have the belief that a country that knows how to build is a country that protects its 

values and permanently creates new ones so that the people's lives always unfold 

in spaces that offer satisfactions, from comfort to the joy of the spirit. The 

Romanians' desire to build has been shown in the last years in all shapes and I 

believe it didn't diminish too much at present. However to build well seems to 

further be a secret that in Romania neither the experimented investors nor the 

competent entrepreneurs nor the administrations regardless their level know. Is it 

that this secret is so well kept like in the times of the gothic cathedrals? No way. So 

let's try to find together the ways to understand what the real quality in architecture 

means and more important which is the way to stimulate it and achieve it. It is an 

appeal addressed to all who are constructors." 

"RIFF Architecture Conference will bring together architects, constructors, 

entrepreneurs and representatives of the public administration, reunited for a day 

in a debate regarding the thermal rehabilitation, a topic of latest interest and of 

great responsibility for all the factors involved in what we could call the facelift of 

Romania. I have the strong belief that this event will make voices be heard and will 

answer some essential questions for the understanding of and engaging towards 

a responsible architecture, supported by responsible constructors.”

RIFF ARCHITECTURE CONFERENCE 2010 

Over 200 guests, out of which more than half members of the Order of the Architects in 

Romania, participated at RIFF Architecture Conference on November, 16 2010. Starting from 

the architect's perspective over thermal rehabilitation, the event made voices be heard on 

behalf of all the factors involved in the process of thermal rehabilitation and responsible 

at the same time for Romania's facelift: architects, constructors, designers, company 

managers, representatives of the public administration, representatives of professional 

associations, authorities. 

RIFF Architecture Conference proved that thermal rehabilitation represents a process of 

great complexity and responsibility, not only an aesthetic and energetic efficiency related 

problem, but more of an ethical problem, on which the image of the urban landscape depends, 

which is not just a caprice, but directly affects the economic appeal of the cities, as Anca 

Ginavar, the Director of the Direction for Territorial Development, stated. 

In the perspective of Arch. Serban Tiganas, President of the Order of the Architects in 

Romania, co-organizer of the event, the thermal rehabilitation should not have a one-sided 

approach, only from the energetic efficiency point of view, but from a general perspective. That is 

why the quality in architecture has a role at least as important as the energetic efficiency. The 

call launched at RIFF Conference was for everybody involved to engage responsibly in 

the thermal rehabilitation process. 

The program of the Conference included theoretical presentations, good practice examples 

and architectural failures, presentations of efficient products and services for the rehabilitation of 

the buildings. There were approached topics such as "the degrees of sustainability in achieving 

energetic efficiency" and the quality in architecture, even the "architectural energetic 

rehabilitation", the rehabilitation as a mutilation process, the urban image, the technological and 

cultural opportunities when rehabilitating the patrimony buildings. 

RIFF Architecture Conference has created the premises for a correct approach of the 

thermal rehabilitation in Romania.

"The constructions sector in Romania demands from the Government and Parliament 

to implement coherent and balanced development policies and the related legislation as well, 

from the position and with the responsibilities of a real public-private partnership! The 

constructors' works should be a part of the solution for Romania to exit the recession! Moreover, 

the constructors are the ones able to build the infrastructure and the sustainable buildings 

targeted in the 2020 European Union strategy. Without construction companies and 

competitive and ambitious constructors Romania is at risk of remaining economically and 

socially marginalized in the European Union!"

President of the Ownership of the Romanian Contractors: 

"The construction market is severely affected by the lack of investments as well as by 

the lack of consumption. In this context, the thermal rehabilitation program can be the triggering 

factor for the recovery of the Romanian economy and would allow immediate access of the 

citizens to thermal comfort and would also allow the reduction of the maintenance costs of the 

houses. The proposal of the Ownership of the Romanian Contractors addressed to the Ministry 

of Regional Development and Tourism at the constructors' meeting which was organized in 

March this year in Iasi in partnership with CAMEX, has become a normative act through the 

June 2010 69/30 Government Decree. Through this initiative it has been taken into 

consideration the following: the unblocking of the thermal rehabilitation program through fiscal 

facilities and subventions given to the owner associations, who wouldn't have had access to the 

program according to the previous legislation because of lack of budgetary funds; the 

elimination of fraud suspicions at auctions through the direct access of the beneficiary when 

choosing the services/products provider; the improvement of the offer and of the quality of 

works due to reopening of the market. The constructors, the architects, the building material 

manufacturers have all the resources in order to put into practice without delay this program 

which can attract in the working field tens of thousands of unemployed people."

"I consider the event to be a great success. It is a very important thing that the 

professionals responsible for the architecture were brought together. First of all I salute the 

name of the conference that refers to architecture as a whole. I expect from this meeting to have 

a materialized result, from these discussions to try and set the basis for a new approach. So far 

many important things have been said, some of them critical, regarding the way things are done 

in the city from the architectural point of view. We all share the same responsibility, the city is 

ours and all the actors are responsible regardless that we are directly involved in the projecting 

activity or that we are simple citizens."

to professionals represented by architects, which are facades solutions - mortars that have a long 

warranty, over 30 years (thus we can consider the time factor when choosing a product) and floors 

solutions as well. Our company develops a large range of floors, with multiple applications, in the 

production area, residential area, industrial area and this aspect is very important in the overall market 

trend, where there are growth rates of 20-30%, and where the old products are replaced by a new 

generation of products. Of course, it is necessary to have a much stronger collaboration between the 

companies in the industry and the producers, so that the latter can offer products satisfying the most 

exigent requests."

Chief Architect of Bucharest: 

“[The event] is very important because it debates an issue which is tangential, if not directly 

related to architecture, that of thermal rehabilitation. It is a problem that burst in Romania at the same 

time with the appearance of some phenomena which overlooks the aesthetics in the urban landscape, 

and is a problem that one is not very much aware of. Actually, this is probably related to the general 

cultural level and to the urban culture in general but also to the way these problems and projects are 

approached at the political and administrative level. Except for the historical monuments, which have 

not been submitted to this aggression, the rest of the buildings can be affected from this point of view. 

On the other side it is important that a meeting of this kind draws the attention of the architects that 

sometimes treat such projects superficially. I think an opportunity has been lost, that one of trying a 

more meaningful urban rehabilitation and not just an enveloping of the buildings with catastophic 

effects over aesthetics and over historical buildings that are technically mutilated in this way. Even
