The water conservation bond referendum<br />

When the New Jersey<br />

Taxpayers<br />

Aiiociation indorses a State bond issue<br />

the voters <strong>of</strong> the State can take it for<br />

granted that the bonding is financially<br />

feasible and the object for which the<br />

money is to be used is <strong>of</strong> the greatest<br />

importance.<br />

The NJTA approves the $271 million<br />

water conservation bond referendum<br />

stating that the need fwr water treatment<br />

facilities and water supply sites, and the<br />

consequence if they are not provided is<br />

undeniable. In fact, the appropriations at<br />

this time may be too little, too late, the<br />

Association says.<br />

Of the total <strong>of</strong> $271 million would be<br />

in effect, seed money to acquisition for<br />

future establishment <strong>of</strong> %vater supply<br />

facilities.<br />

The remaining $243 million would be,<br />

in effect, seed money to be used to meet<br />

the State's share <strong>of</strong> the costs for the<br />

construction by municipalities and<br />

counties <strong>of</strong> adequate sewage treatment<br />

facilities.<br />

In this vital work the federal<br />

government would participate so that<br />

the cost <strong>of</strong> plant construction would be<br />

well within the financial capabilities <strong>of</strong><br />

the State's municipalities and counties.<br />

This program is <strong>of</strong> the utmost<br />

importance to the seashore areas <strong>of</strong> New<br />

Jersey. Pure water in our bays, inlets,<br />

creeks, rivers and the ocean itself is our<br />

most important asset.<br />

And pure water fit tor fishing,<br />

clamminB and crabbing, and bathing is<br />

becoming more and more rare. Far too<br />

many <strong>of</strong> our waterways are breeding<br />

places <strong>of</strong> diseases such as hepatitis. Pure<br />

drinking water is in short supply in much<br />

<strong>of</strong> the State. <strong>On</strong>ly a massive program<br />

such as that planned will clean up our<br />

most important asset.<br />

There is room for great argument<br />

ins<strong>of</strong>ar as the other two public questions<br />

on the ballot are concerned. Ojge may<br />

approve or disapprove 18-Jear-old<br />

voting. <strong>On</strong>e may approve or disapprove a<br />

State lottery.<br />

But nobody wants filthy streams and<br />

rivers. Nobody wants an ocean laden<br />

with disease germs: Nobody wants to<br />

catch fish which are unfit for human<br />

Consumption,<br />

That is why a yes vote on the water<br />

conservation bond referendum is<br />

Imperative.<br />

Let's not call it a boom<br />

For those who remember the collapse<br />

<strong>of</strong> real estate values in the 1020s the<br />

phrase "real estate boom", has a<br />

depressing and dangerous connotation<br />

The increasing value <strong>of</strong> <strong>Ocean</strong> <strong>City</strong><br />

land at the present time was noticeable<br />

following the public auction <strong>of</strong><br />

city-owned lots last week.<br />

Bidding was brisk and all the prices<br />

paid for the lots sold were well above the<br />

represented fair valuations.<br />

In an economy <strong>of</strong> inflation seashore<br />

resort land is regarded by experts as one<br />

<strong>of</strong> the best possible hedges against the<br />

effect! <strong>of</strong> ever-increasing prices.<br />

Furthermore, seashore resorts like<br />

<strong>Ocean</strong> <strong>City</strong> have only a limited amount<br />

<strong>of</strong> land available. Island resorts cannot<br />

expand beyond their watery borders.<br />

This makes for an economy <strong>of</strong> scarcity<br />

It would be a mistake for the Nixon<br />

Adminisfration to ignore the Viet<br />

Moratorium,<br />

The nationwide and mainly peaceful<br />

demonstration against this oountty's<br />

involvement in Vietnam may have been<br />

organized by young people but support-<br />

Ing its aims were thousands <strong>of</strong> older men<br />

and women including pr<strong>of</strong>essional<br />

people and members <strong>of</strong> Congress.<br />

National surveys and opinion polls<br />

show clearly that the Vietnam war is an<br />

unpopular cause. The American people<br />

want out as soon as possible.<br />

President Nixon and his advisers will<br />

simply have to take this attitude into<br />

account as they continue the fighting<br />

while searching for a peaceful solution.<br />

There are few Americans who would<br />

settle for a peace without honor. But<br />

there Is a real distinction between our<br />

national honor and a point <strong>of</strong> view<br />

which is mainly face-saving.<br />

Also, there is growing evidence that<br />

this nation is involved in buttressing the<br />

affairs <strong>of</strong> other small Asian countries. We<br />

could all too easily find ourselves in one<br />

or more additional "Vietnams" if we<br />

aren't careful.<br />
