c Ccst your vote Tuesday It Is the obligation; and privilege of every qualified citizen to vote in the general election this coming Tuesday, On the ballot — or more accurately on the voting machine — will he candidates for governor and a number of lesser county offices. Also, voters will be asked to decide three public questions. The campaign for governor between the Messrs. Cahill and Meynor has served, if anything, to obscure the basic issue which confronts the citizens of Now Jersey, It is this: Shall we have an economical State government which can do something really important to abate the twin problems of our urban blight and the apparent take-over of some of our counties by gangland figures? Neither Mr, Cahill nor Mr. Meyner has outlined any specific plan to accomplish theie tremendously important objectives. It is up to the individual voter, therefore, to decide for himself whether the Republican or Democratic philoiphies of government is • most workable under the circumstances. In this county, as usual, the Republican candidates for freeholder, assembly and sheriff appear to be almost certain winners, though it may be that the contest for sheriff and one freeholder will be closer than usual. The public questions deserve .a voter's careful consideration. Is anything to be gained by reducing the voting age to 18? Or, is it merely a sentimental gesture toward the young? Will a State lottery do anything genuinely constructive to solve the tangled financial situation in New Jersey? It is up to the voter to decide for himself. The third question, the bond issue question which will do much if adopted to ameliorate pollution in our bays, streams and rivers, deserves adoption. The State has waited too long already to undertake a cleanup of one of our most vital natural resources, water. At any rate, voters should make up their own minds and go to the polls next Tuesday. Voting in this election is both an obligation and a privilege. Toward a more liberal Sunday There was little agitation when the city's tennis courts .were opened for play last summer and there has been less over the Sunday football pmes played by youngsters at the city field. Yet both these sports are forbidden by ordinance 947 adopted at a public referendum in May, 1963. Section one of ordinance 947 states "That it shall be unlawful on the first day of the week, commonly called Sunday in the City of Ocean City, New Jersey, for any person, firm, association, or corporation to have, hold, operate, engage In or maintain any amusement, sport or entertainment for admittance, ' use or participation by the general public whether or not a fee or admission is charged-." Among the sports specifically forbidden by name are tennis and football games. That seems clear enough. Tennis and football are forbidden on the first day of the week commonly called Sunday, But last summer City Solicitor Josiah I, DuBois ruled that opening playgrounds and the tennis courts on Sunday was quite legal under another section of ordinance 947. Section six, subsection X, of the ordinance states: "Operations of Munleipali State and Federal government are not prohibited, including, but not limited to, police departments, fire departments, rescue squads, lifeguards, public safety departments," Mr. DuBois and his law partners, took the view, he said that "the promotion of recreational facilities is today an essential municipal function; just as essential to the health, safety and welfare" —as are the functions referred to subsection X. That seems clear enough too, Playpounds may be open, and tennis and football may be played on municipal facilities on Sunday if they are essential to the health, safety and welfare of the people. Ocean City has prided itielf on its Sunday observance ever since the town was founded in 1879. There is no doubt that the twin ordinances - one forbidding liquor sales and the other forbidding many Sunday activities and sales — have contributed greatly to the atmosphere of this community. But, is it time for a relaxation of the rigid rules? Would this winter be the time to discuss further liberalization of the Sunday law? This newspaper has always supported Sunday closing and still does, but it maj be that a new age has arrived and some of our restrictions need reconsideration On the other hand, it may be that more rigid enforcement of the ordiance Is desirable. In the final analysis It is up to the people to decide. Bi-Centennial for Philadelphia All business interests at the Jersey shore should be behind the efforts of the city of Philadelphia to make itself the site for the 1978 world's fair which will celebrate the 200th anniversary of American independencB. 1876 is a long time ago but even then Atlantic City profited by the Centennial Exposition which played to huge crowds throughout that long ago summer. In fact, Atlantic City even got some of the Exposition buildings which remained in use until very recent times. Of course, the possibility of obtaining fair buildings after they have served their purpose in Philadelphia six years from now is no reason to support Philadelphia's effort. What counts is the fact that the fair will prove a magnet to bring thousands and thousands of people within a short drive of South Jersey seashore resorts. Philadelphia is said to be in the running for desijpiation as the fair's location unless President Nixon, for the most obvious political reasons, demands that the bi-centennial celebration be cut up between a half a dozen or more cities. What can South Jersey do to cooperate with Philadelphia? At the very least the mayors of our seashore resorts should write to Mayor James H, J, Tate in Philadelphia telling him of their support. So far as this newspaper knows none of the Jersey resorts has undertaken to be helpful to Philadelphia in obtaining our 200th anniversary celebration. Perhaps a committee of public spirited citizens from all our resorts should be formed to work with Philadelphia to obtain the 1976 fair.
