Public accQuntability and control of education--Public<br />

schools must truly belong to the citizens.<br />

The people determine policies<br />

and objectives, and the professionals implement them.<br />

Therefore, the<br />

public has the right to question and participate in the evaluation of<br />

performance. An interesting aspect of citizen participation could be new<br />

learning by parents and students--learning that could be incorporated into<br />

their various roles.<br />

Likewise, working on an equal basis with others in<br />

their community will bring new understanding to many schoolmen.<br />

2. ImQortance of procBss--People are no longer willing to be<br />

receivers of things done to or for them; rather they are seeking selfdetermination<br />

and a control over their destinies.<br />

Being able to participate<br />

in the process of decision-making on issues relating directly to<br />

one's life affects the motivation that is basic to achievement.<br />

3. Expectancy--For too long disadvantaged children were expected<br />

to be failures, especially in the ghetto areas. As parents and citizens<br />

participate in reform, they are developing a climate of high expectations,<br />

improved self-assurance and achievement should result.<br />

4. Socialization--A child'S family, peer group, and schools are<br />

the major factors in the development of his socialization process.<br />

Tension among these factors is going to affect the process adversely; but<br />

when the three share perspectives and send a unified message to the child,<br />

the child will benefit and bloom.<br />
