DURING THE public hearing citizens will be able to express views or ask questions on the proposed plan by following these guidelines: All written statements will be accepted and entered into the record; Oral summaries of written statements should not exceed three minutes; Questions should be stated clearly and briefly; Questions should relate only to the proposed transportation plan. ANSWERING questions will be a panel including SEMCOG planning and policy persons and representatives of the Ann Arbor - Ypsilanti Urban Area Transportation Study Committee (UATS), the Michigan Department of State Highways and Transportation and the consulting firm of Barton-Aschman. Although other hearings were held during September and October last year, this hearing was delayed until completion of the UATS study which will be combined with the SEMCOG proposal for a total proposed transportation plan for the region. Transcripts from all hearings will be studied by SEMOOG's transportation Transportation Task Force, which could modify the proposed plan based on citizen input. FROM THERE the proposed plan will go to the SEMCOG Executive Committee for review and comment before going to the General Assembly, a body made up of member local elected officials, for adoption in June this year. An adopted regional plan, one of the requirements for obtaining funding, will expedite the release of state and federal funds to southeast Michigan communities for construction and development of roads, streets and public transit systems.
