ME A marks time on Crestwood issues
By DENNY COFFMAN
SOUTHFIELD—The Michigan Education
Association reaffirmed its determination
to stage a 14-district walkout
of teachers in western Wayne
County if striking Crestwood District
teachers are not reinstated after
being fired by the Crestwood Board of
Education.
At a meeting in Southfield last
night of more than 150 MEA representatives,
North Wayne County Executive
Director George Tmdell stated:
"Our decision tonight upon recommendation
of the review hne expressed," he said
"My role is to expedite the re-
Tax cut likely, lawmakers say
By TIM RICHARD
Local lawmakers feel Congress and
President Ford can compromise their
differences and pass a tax cut rather
quickly this winter.
"After partisan positioning recently
by both Congress and the president,
we'll be able to pass a tax rebate in
the next 60 days," said Republican
Marvin Esch, whose 2nd District includes
Livonia and Plymouth
"We're not that far apart," said
Democrat William D. Ford, whose
15th District includes Garden City.
Westland and Canton Township.
"We're talking about the mechanics
It's not likely we'll have any tough
veto confrontations "
PRESIDENT FORD, who was a
Michigan congressman himself for 25
years. Monday night called for 12 per
cent income tax rebates for individuals
up to a $1,000 return
Ford also asked for more generous
investment tax credits and a $3 a barrel
import fee on foreign oil.
For the auto industry, Ford proposed
a five-year moratorium on imbosition
of emissions standards, a move
aimed at holding off on built-in increases
on the prices of American
cars.
Congressional Democrats earlier
called for tax cuts for lower and
mkidle income groups Bill Ford and
Esch both felt their differences could
be worked out since all had bought
the principle of cutting taxes to stimulate
consumer demand
ESCH SAID he is drafting his own
plan for a tax rebate for persons who
purchase cars this year. He declined
to go into specifics until his staff had
completed work.
Esch added he has asked House
Speaker Carl Albert to "do away with
our February recess of about 10 days,
when Republicans have their Lincoln
Day dinners and Democrats their Jefferson-Jackson
dinners."
Now in his fifth term, Esch is ranking
Republican on the manpower committee
of the House Education and
Labor Committee, adding: "It looks
like I'll be ranking member on the
subcommittee dealing with research
and development on environmental
standards." The latter body is a subcommittee
of the House Science and
Technology Committee.
BILL FORD, IN HIS sixth term,
was gleeful at the new rules about
electing committee chairmen "Now
that we're electing chairmen, you'd
be surprised how many senior members
are calling me by my first name
now."
In another move, Ford got an office
in the Rayburn Building, newest and
most luxurious of the three office
buildings used by U.S. representatives
Ford said the president's proposals
showed "he finally understands what
we were trying to say last fall about
sliding.into a recession." He and Esch
agreed, however, that the economic
proposals of the administration would
do little to help alleviate Michigan's
biggest problem — auto industry layoffs
On one point, Bill Ford has changed
his views: "Six months ago. I was
against the investment tax credit
route;" Now he says that "if we (Democrats)'have
to buy that to get the
rest of the package, I think we'd buy
it."
IN GROSS TERMS, President Ford
and congressional Democrats are fairly
close on the total size of projected
tax cuts.
"We Democrats in December were
saying there should be a $10 billion
