SOUTHFIELD—The Michigan Education<br />
Association reaffirmed its determination<br />
to stage a 14-district walkout<br />
of teachers in western Wayne<br />
County if striking Crestwood District<br />
teachers are not reinstated after<br />
being fired by the Crestwood Board of<br />
Education.<br />
At a meeting in Southfield last<br />
night of more than 150 MEA representatives,<br />
North Wayne County Executive<br />
Director George Tmdell stated:<br />
"Our decision tonight upon recommendation<br />
of the review hne expressed," he said<br />
"My role is to expedite the re-<br />
Tax cut likely, lawmakers say<br />

Local lawmakers feel Congress and<br />
President Ford can compromise their<br />
differences and pass a tax cut rather<br />
quickly this winter.<br />
"After partisan positioning recently<br />
by both Congress and the president,<br />
we'll be able to pass a tax rebate in<br />
the next 60 days," said Republican<br />
Marvin Esch, whose 2nd District includes<br />
Livonia and Plymouth<br />
"We're not that far apart," said<br />
Democrat William D. Ford, whose<br />
15th District includes Garden City.<br />
Westland and <strong>Canton</strong> Township.<br />
"We're talking about the mechanics<br />
It's not likely we'll have any tough<br />
veto confrontations "<br />
PRESIDENT FORD, who was a<br />
Michigan congressman himself for 25<br />
years. Monday night called for 12 per<br />
cent income tax rebates for individuals<br />
up to a $1,000 return<br />
Ford also asked for more generous<br />
investment tax credits and a $3 a barrel<br />
import fee on foreign oil.<br />
For the auto industry, Ford proposed<br />
a five-year moratorium on imbosition<br />
of emissions standards, a move<br />
aimed at holding off on built-in increases<br />
on the prices of American<br />
cars.<br />
Congressional Democrats earlier<br />
called for tax cuts for lower and<br />
mkidle income groups Bill Ford and<br />
Esch both felt their differences could<br />
be worked out since all had bought<br />
the principle of cutting taxes to stimulate<br />
consumer demand<br />
ESCH SAID he is drafting his own<br />
plan for a tax rebate for persons who<br />
purchase cars this year. He declined<br />
to go into specifics until his staff had<br />
completed work.<br />
Esch added he has asked House<br />
Speaker Carl Albert to "do away with<br />
our February recess of about 10 days,<br />
when Republicans have their Lincoln<br />
Day dinners and Democrats their Jefferson-Jackson<br />
dinners."<br />
Now in his fifth term, Esch is ranking<br />
Republican on the manpower committee<br />
of the House Education and<br />
Labor Committee, adding: "It looks<br />
like I'll be ranking member on the<br />
subcommittee dealing with research<br />
and development on environmental<br />
standards." The latter body is a subcommittee<br />
of the House Science and<br />
Technology Committee.<br />
BILL FORD, IN HIS sixth term,<br />
was gleeful at the new rules about<br />
electing committee chairmen "Now<br />
that we're electing chairmen, you'd<br />
be surprised how many senior members<br />
are calling me by my first name<br />
now."<br />
In another move, Ford got an office<br />
in the Rayburn Building, newest and<br />
most luxurious of the three office<br />
buildings used by U.S. representatives<br />
Ford said the president's proposals<br />
showed "he finally understands what<br />
we were trying to say last fall about<br />
sliding.into a recession." He and Esch<br />
agreed, however, that the economic<br />
proposals of the administration would<br />
do little to help alleviate Michigan's<br />
biggest problem — auto industry layoffs<br />
On one point, Bill Ford has changed<br />
his views: "Six months ago. I was<br />
against the investment tax credit<br />
route;" Now he says that "if we (Democrats)'have<br />
to buy that to get the<br />
rest of the package, I think we'd buy<br />
it."<br />
IN GROSS TERMS, President Ford<br />
and congressional Democrats are fairly<br />
close on the total size of projected<br />
tax cuts.<br />
