THE COUNTY COMMIS- SION OF STONE COUNTY, MIS- SOURI February 14, 2013 STATE OF MISSOURI | COUNTY OF STONE | Be it remembered that a session of the County Commission of Stone County was held in the courthouse at Galena, on February 14, 2013. Those in attendance today were Presiding Commissioner Dennis Wood, Southern Commissioner Jerry Dodd and Northern Commissioner Mark Maples. Morning Session: 9:00 AM Presiding Commissioner Dennis Wood opened the meeting with the pledge of allegiance to the flag. Those present for this meeting today are as follows: Brad Hudson, Assessor; Stan Potter, Southern Road Commissioner; Richard Fredrick, South R&B Foreman; Carl Freeman, South R&B Administrative Assistant; Dennis Carr, Central R&B Foreman; Tom Hudson, Northern R&B Foreman; Captain Tim Gideon; Sheriff Doug Rader; Liz Jones, PA office; Vicki May, Collector; Wendy Metcalf, Public Administrator; Deb Scobee, Circuit Clerk; Amy Larson, Recorder of Deeds; Judy Berkstresser, County Clerk; Joy Wilson, P&Z Director; Sue Tichenor, Treasurer’s office; Tim Schnakenberg, Extension; Dave Abner, Stone County Gazette; Jenny Farenbaugh, US Forest Service; Darlen Rein, US Forest Service; Earl Johnson, IT; Denise Dickens, Commission Secretary, and Kathy Hass, County Clerk’s office. Approval of Commission Minutes The matter to approve the minutes for Stone County Commission meeting dated February 12, 2013 was brought to decision by a roll call vote: Dodd – yes; Maples – yes; Wood – yes. Minutes ordered approved. Schedule of Bills - 1 Presiding Commissioner Dennis Wood presented a schedule of bills that have been submitted to him from the County Clerk’s office in the amount of $46,888.35. This matter to accept the bills for payment was brought to decision by a roll call vote: Stone County Commission Dodd – yes; Maples – yes; Wood - yes. Order to pay carried. Schedule of Bills - 2 Presiding Commissioner Dennis Wood presented a schedule of bills that have been submitted to him from the County Clerk’s office in the amount of $5,768.06. This matter to accept the bills for payment was brought to decision by a roll call vote: Dodd – yes; Maples – yes; Wood - yes. Order to pay carried. Elected Officials / Department Heads Monthly Meeting Tim Schnakenberg, Program Director of the Stone County Extension Center presented an overview of duties, programs and responsibilities of the Extension Center and answered questions at the end of his presentation. Stan Potter, Southern Road Commissioner, is scheduled to give a presentation regarding Stone County Road and Bridge in March and Vicki May, Collector, will give a presentation regarding her office in April. The monthly sales tax report showed General Revenue up 23.92% for the month and up 12.31% for the year. Law Enforcement and Capital Improvement were each up 23.07% for the month and each up 12.13% for the year. County Clerk Judy Berkstresser noted that the Local Use Tax is also up substantially so far this year. Expenditure lines were reviewed and found within budget guidelines. Vicki May, Collector, came before the Commission as spokesperson for a committee of elected officials. Ms. May asked that a request regarding giving employees a personal day be reconsidered. Vicki May stated that she and the committee feel that a personal day would be a morale booster, adding that the elected officials would oversee granting use of the personal day and that a personal day would be used in the calendar year and not be allowed to be carried over. Vicki May stated that the next committee meeting will be on February 27, 2013 at 9:00 AM. The Committee will be looking at minimum wages for employees with 10 and 20 years of service to Stone County. Southern Commissioner Jerry Dodd asked that all departments conserve electricity by turning off lights whenever possible. Presiding Commissioner Dennis Wood reported that he has arranged for motivational speaker Terri Tucker to address approximately 50 employees on Monday April 8, 2013 from 9:00 AM to 12:00 noon. Presiding Commissioner Wood asked that each department’s elected official and deputy attend and that the remaining seats be filled with volunteers. The cost will be $1500.00. Denise Dickens will have a sign-up sheet for those wishing to attend. TIF Payment The matter to sign an order directing TIF payment to Herschend Family Entertainment Corporation in the amount of $2,207.99 and directing bookkeeping entries of $1,471.98 concerning Branson/Lakes Area Tourism Community Enhancement District was brought to decision by a roll call vote: Dodd – yes; Maples – yes; Wood – yes. Matter carried, order signed. EEZ Board Appointment The matter to accept Ken Smith’s resignation and to appoint Dave Liebenow as a replacement for the unexpired term on the Enhanced Enterprise Zone (EEZ) Board was brought to decision by a roll call vote: Dodd – yes; Maples – yes; Wood – yes. Matter carried. Big Bay Campground Update Jenny Farenbaugh, District Forest Ranger, came before the Commission to report that due to low attendance, and condition of water and sewer facilities, the campground at Big Bay will be closed. The day use area, picnic and boat launch will remain open. The county will receive an official letter of notification. County Computer Anti-Virus Earl Johnson, IT, came before the Commission to discuss options and solutions for virus protection on the county’s computer system, suggesting that one anti-virus program be installed, allowing the county to be uniform in protection. The matter to approve the County’s IT department to install and monitor one antivirus protection program on all county computers was brought to decision by a roll call vote: Dodd – yes; Maples – yes; Wood – yes. Matter carried. Earl Johnson suggested that due to updates and backups, county computers should remain on. Public Time: Time was extended to anyone who wanted to speak to the commission at this time. Adjournment: The adjournment of the Stone County Commission meeting was brought to decision by roll call vote: Dodd – yes; Maples – yes; Wood – yes. Meeting adjourned. Two More Suspects In Porter Case Granted Change Of Venue By: Kathee Sanchez-Baird Two more suspects in the murders of Rusty and Becky Porter have been granted changes of venue. Judge Mark Orr ruled that the trials of Tony Friend, 44, and his uncle Robert Campbell, 67, will try the case in Taney County but import a jury from a county from outside the region. Dusty Hicks and Phillip Friend, who are also facing murder charges connected to the double homicide, have already been granted similar motions. Tony Friends wife, Windy, is facing charges of conspiracy to commit murder. All five of the suspects were indicted by a grand jury. The Porters went missing from their home near Willard in April of 2011 and their skeletal remains were found in rural Taney County three months later. Prior to her marriage to Rusty Porter, Becky had lived in Stone County. STONE COUNTY COMMISSION AGENDA Mondays The County Commission meets on Mondays to conduct routine county business, informally holds meetings and discussions with officeholders, employees, the general public, and others. Tuesdays and Thursdays The County Commission conducts public hearings and receives public input on Tuesdays and Thursdays, usually beginning at 9:00 a.m. and, after a lunch recess, reconvening at 1:00 p.m. At the conclusion of the scheduled agenda, the public is offered an opportunity to address the County Commission. On Tuesdays and Thursdays the County Commission also considers and approves accounts payable, conducts routine county business, informally holds meetings and discussions with officeholders, employees, the general public, and others.
