b. Three percent Feeder list
i. Identify whether any feeders appear on the 3% listing more than once
within a consecutive 5-yr. period and any actions implemented to
improve feeder performance.

ii. The process used to identify and select the actions to improve the
performance of feeders in the 3% feeder list, if any.
P EF prioritizes the reliability improvement action plan for 3% Feeder List by
balancing historical and current year performance. Feeders are evaluated
based on the number of interruptions, customers interrupted (CI), and
customer minutes of interruption (CMI). In addition, current year
performance is monitored monthly to identify emergent and seasonal issues
including load balancing for cold weather and the need for foot patrols of
feeders experiencing multiple interruptions.
iii. 2013 activities and budget levels directed at improving feeder
performance.
Feeders are prioritized for maintenance and replacement work based on
several criteria including customer minutes of interruption (CMJ), number of
interruptions, interruption cause code, and CEMI repeat outage performance.
This process results in a work plan targeted atfeeders and devices having the
greatest impact on reliability indices and customer satisfaction. This process
has resulted in consistent and sustained reliability performance.
The 3% feeder list is based solely on number of interruptions and does not
take into consideration any of the additional criteria above. While all feeders
on the 3% list are patrolled for corrective action, the possibility exists that
they could appear on the list more than once due to their relative impact on
system reliability indices.
