Rur16: States that proposals for outdoor recreational developments in rural areas will<br />

only be permitted if the open nature of the landscape is retained, the best agricultural<br />

land is protected from irreversible development, there are no new access points to<br />

the main roads, the local road network is adequate, the amount of new building is<br />

limited and appropriately designed, sited and landscaped, there is no disturbance to<br />

nearby occupiers, countryside users or nature conservation interest and adequate<br />

car parking can be provided. Within the Tees Forest area, planning conditions and<br />

obligations may be used to ensure planting of trees and hedgerows where<br />

appropriate.<br />

Rur7: Sets out the criteria for the approval of planning permissions in the open<br />

countryside including the development's relationship to other buildings, its visual<br />

impact, its design and use of traditional or sympathetic materials, the operational<br />

requirements qgriculture and forestry and viability of a farm enterprise, proximity ot<br />

intensive livestock units, and the adequacy of the road network and of sewage<br />

disposal. Within the Tees Forest area, planning conditions and obligations may be<br />

used to ensure planting of trees and hedgerows where appropriate.<br />

To10: States that proposals for touring caravan sites will only be approved where<br />

they do not intrude into the landscape and subject to highway capacity<br />

considerations, the provision of substantial landscaping and availability of adequate<br />

sewage disposal facilities.<br />

Tra15: States that new access points or intensification of existing accesses will not<br />

be approved along this road. The policy also states that the <strong>Borough</strong> <strong>Council</strong> will<br />

consult the Highways Agency on proposals likely to generate a material increase in<br />

traffic on the A19 Trunk Road.<br />

Planning Considerations<br />

3.9 The main planning considerations in this instance are the appropriateness of the<br />

proposal in terms of the policies and proposals contained within the adopted<br />

<strong>Hartlepool</strong> Local Plan outlined above and in particular the impact of the proposals<br />

upon neighbouring properties and surrounding area in terms of its affect on the local<br />

highway network and noise and disturbance.<br />

3.10 Planning Policy Statement 7 (Sustainable Development in Rural Areas) is<br />

supportive of tourism development in countryside areas providing that this is not to<br />

the detriment of the area. In this instance it is considered that the operating of the<br />

site for an additional 2 months of the year would not have an adverse affect on the<br />

surrounding area, this is expanded on in the remainder of the report.<br />

Highways Issues<br />

3.11 The Traffic and Transportation team have confirmed that there are no major<br />

highway implications with this application; therefore there are no objections on<br />

highway grounds to the variation of the conditions.<br />
