All gazetted PAs, <strong>Conservation</strong> Deeds and proposed 6 areas with forest cover should be considered<br />

HCVFs. This should include PAs with forest plantations, if any exists, and marine protected areas that<br />

include mangroves.<br />

Rationale<br />

There is no unifying procedure that determines <strong>the</strong> goals and functions <strong>of</strong> Protected Areas (PAs) in<br />

Papua New Guinea. Based on <strong>the</strong> Rapid Assessment <strong>of</strong> Parks and Protected Areas Management<br />

(RAPPAM, in press) study for PNG, recently conducted by WWF, about 18 different categories <strong>of</strong> PAs<br />

have been identified. Although some <strong>of</strong> <strong>the</strong>se categories are directly useful to determine a HCVF<br />

(e.g., sanctuaries or Ramsar sites), <strong>the</strong> percentage <strong>of</strong> areas covered by PAs in PNG is very small<br />
