6. HCV5 <strong>Forest</strong> areas fundamental to meeting basic<br />

needs <strong>of</strong> local communities (e.g. subsistence, health)<br />

and critical to local communities’ traditional cultural<br />

identity (areas <strong>of</strong> cultural, ecological, economic or<br />

religious significance in cooperation with such local<br />

communities)<br />

Description<br />

The HCVF <strong>National</strong> Working Group has combined HCV5 and 6 because <strong>of</strong> <strong>the</strong> shared requirement <strong>of</strong><br />

consultation for <strong>the</strong>se two values.<br />

Many conservation designations view humans as purely prejudicial to forests. The definition <strong>of</strong> HCVFs<br />

is different because it recognises that some forests are essential to human well-being. This value is<br />

designed to protect <strong>the</strong> basic subsistence and security <strong>of</strong> local communities that are derived from<br />

forests – not only for “forest-dependent communities”, but also for any communities that get<br />

substantial and irreplaceable amounts <strong>of</strong> income, food or o<strong>the</strong>r benefits from <strong>the</strong> forest.<br />

Rationale<br />

1. If <strong>the</strong> community derives >50% <strong>of</strong> <strong>the</strong>ir needs for water, building materials,food,<br />

medicine, firewood, craft materials, cash NTFP’s, cultural materials from <strong>the</strong> forest, this<br />

(part <strong>of</strong> <strong>the</strong>) forest shall be HCV for this particular need. Social assessment is necessary<br />

to determine individual community needs.<br />

2. Any cultural and heritage significance (ples tambu), or historical sites within <strong>the</strong> forest<br />

will be regarded as HCV.<br />

3. Areas identified as important and incorporated into <strong>the</strong> property list in <strong>the</strong> Incorporated<br />

Land Groups be regarded as a HCV.<br />

HCV5 applies to basic needs and maintaining cultural identity. For example, for a community that<br />

derives a large part its protein from hunting and fishing in forests where <strong>the</strong>re is no alternative source<br />

<strong>of</strong> meat or fish, <strong>the</strong> forests would constitute a HCV. If, in ano<strong>the</strong>r forest, people hunted largely for<br />

recreational purposes (even if <strong>the</strong>y did eat <strong>the</strong>ir catch) and where <strong>the</strong>y were not dependent upon<br />

hunting, <strong>the</strong>n this would not constitute a HCV. As well as being essential for subsistence and<br />

survival, forests can be critical to societies and communities for <strong>the</strong>ir cultural values. This value is<br />

designed to protect <strong>the</strong> traditional culture <strong>of</strong> local communities where <strong>the</strong> forest is critical to <strong>the</strong>ir<br />

identity, <strong>the</strong>reby helping to maintain <strong>the</strong> cultural integrity <strong>of</strong> <strong>the</strong> community.<br />

A forest may be designated a HCVF if it contains or provides values without which a local community<br />

would suffer a drastic loss <strong>of</strong> a basic need or cultural change and for which <strong>the</strong> community has no<br />

alternative. A forest may have HCV status if local communities obtain essential fuel, food, fodder,<br />

medicine, or building materials from <strong>the</strong> forest, without readily available alternatives. In such cases,<br />

<strong>the</strong> <strong>High</strong> <strong>Conservation</strong> <strong>Value</strong> is specifically identified as one or more <strong>of</strong> <strong>the</strong>se basic needs.<br />

Identifying HCV5 will require consultation.<br />
