CITES (<strong>the</strong> Convention on International Trade in<br />

Endangered Species <strong>of</strong> Wild Fauna and Flora) is an<br />

international agreement between Governments. Its aim<br />

is to ensure that international trade in specimens <strong>of</strong><br />

wild animals and plants does not threaten <strong>the</strong>ir<br />

Land under community or o<strong>the</strong>r ownership that is managed by<br />

a community committee for conservation protection. The Prime<br />

Minister declares a <strong>Conservation</strong> Area on recommendation <strong>of</strong><br />

<strong>the</strong> Minister for Environment and <strong>the</strong> landowners. It should<br />

have “ particular biological, topographical, geological, historical,<br />

scientific or social significance or o<strong>the</strong>r special value for <strong>the</strong><br />

present community or future generations”. <strong>Conservation</strong> areas<br />

are to be managed by a committee including landholder<br />

representatives but do not provide exclusive landholder control<br />

as in <strong>the</strong> case with WMAs. The <strong>Conservation</strong> Area committee<br />

prepares a management plan that sets out <strong>the</strong> restrictions on<br />

<strong>the</strong> use <strong>of</strong> <strong>the</strong> rules. [ <strong>Conservation</strong> Areas Act 1978].<br />

A voluntary agreement between a landowner and an authorised<br />

body to help <strong>the</strong> landowner protect and manage <strong>the</strong><br />

environment on <strong>the</strong>ir land.<br />

An intergovernmental treaty which provides <strong>the</strong> framework for<br />

national action and international cooperation for <strong>the</strong><br />

conservation and wise use <strong>of</strong> wetlands and <strong>the</strong>ir resources.<br />

A taxon is Data Deficient when <strong>the</strong>re is inadequate information<br />

to make a direct, or indirect, assessment <strong>of</strong> its risk <strong>of</strong> extinction<br />

based on its distribution and/or population status. A taxon in<br />

this category may be well studied, and its biology well known,<br />

but appropriate data on abundance and/or distribution are<br />

lacking. Data Deficient is <strong>the</strong>refore not a category <strong>of</strong> threat.<br />

Listing <strong>of</strong> taxa in this category indicates that more information<br />

is required and acknowledges <strong>the</strong> possibility that future<br />

research will show that threatened classification is appropriate.<br />

It is important to make positive use <strong>of</strong> whatever data are<br />

available. In many cases great care should be exercised in<br />

choosing between DD and a threatened status. If <strong>the</strong> range <strong>of</strong><br />

a taxon is suspected to be relatively circumscribed, and a<br />

considerable period <strong>of</strong> time has elapsed since <strong>the</strong> last record <strong>of</strong><br />

<strong>the</strong> taxon, threatened status may well be justified.<br />

This Directory aims to provide an essential database as a basis<br />

for action. It provides an inventory <strong>of</strong> wetlands <strong>of</strong> international<br />

importance in <strong>the</strong> Oceania region, including 25 political entities<br />

from Palau, Guam and <strong>the</strong> Solomon Islands in <strong>the</strong> west to<br />

Easter Island in <strong>the</strong> east, and from <strong>the</strong> Marianas and Hawaiian<br />

islands in <strong>the</strong> north to New Caledonia and French Polynesia in<br />

<strong>the</strong> south.<br />
