Nhim hydropower station, require forest protection as a key management strategy, and there is therefore no conflict with the function of the national park. Forest compartment 77, 78, 85, 102, 103, 128, 27, 51 which the park management staff have identified as being of high potential for development of non-timber forest product exploitation are located in the south-west part of the national park, with a few isolated forest compartments identified elsewhere. In these areas they correspond to the distribution of broadleaved evergreen forest, and consequently there is considerable overlap with the distribution of forest of high value for biodiversity. These areas need to be managed sensitively, and not all forest compartments with potential for non-timber forest product exploitation ought to be used for this purpose. Forest of high value for communities Since Bidoup Nui Ba National Park is a Special Use Forest, the value of forest for local communities (Criteria 5, see Appendix I) was not assessed during the zoning process. Note: See Map 18 is showing the zonation plan for Bidoup Nui Ba National Park 4.2 Zoning plan for Da Nhim Watershed Protection Forest The following characterize the zoning plan of Da Nhim Watershed Protection Forest: • Significant areas of high value for biodiversity; • Forest of high landscape value • Large areas of forest with high protection value; • High potential for obtaining payment for environmental services; • Potential for exploitation of non-timber forest products; • Areas of broadleaved evergreen forest which protect water sources for local communities. Forest of high value for biodiversity: Map 19 Of the three unconnected sectors of Da Nhim Watershed Protection Forest, only the northwestern one contains significant areas of forest of high value for biodiversity. In this sector, forest compartments 40, 42, 61, 62, 63, 75 and 103, which are situated adjacent to Bidoup Nui Ba National Park, form a large contiguous block of broadleaved evergreen forest. Small areas of forest of high value for biodiversity are found along the northern edge of the largest section of Da Nhim Watershed Protection Forest, along the southern border with Bidoup Nui Ba National Park, and a small finger of forest of high value for biodiversity in forest compartment 138 joins the southern edge of compartment 127 of the national park. Although these forests are suitable for Gymnosperms, very few were found during the field survey. Ease of accessibility and more lax law enforcement compared with adjacent parts of Bidoup Nui Ba National Park may be influencing the current distribution of these trees. Similarly, few primates and ungulates of conservation concern were found in Da Nhim Watershed Protection Forest, even in large areas of suitable habitat. In contrast, the broadleaved evergreen forest of the north-west sector of Da Nhim Watershed Protection Forest is of global importance owing to the population of Grey-crowned Crocias which it supports. Forest of high landscape value: Map 20 56
Da Nhim Watershed protection Forest contains two forest compartments which contain forest surrounding features of national beauty certified at national level, namely forest compartments 111A, 110, 227A, 112A in the north-west sector of the Forest Management Unit and 145B and 99 in the south-east sector. Forest compartment 111A is located in protection forest. There is no conflict of land-use between managing this forest compartment for its protection value and managing it for its landscape value. Forest of high protection value: Map 21 Unsurprisingly, Da Nhim Watershed Protection Forest contains a large area of forest which fulfils the criteria for forest of high protection value. Much of this is forest which protects dams, reservoirs and other facilities of national importance, located in the south-west and south-east sectors of the Forest Management Unit. These dams are namely Da Nhim, Suoi Vang, Da Khai, Yann Tann Sien and upper Da Nhim II. This land encompasses both protection forest and production forest. There is relatively little forest of high protection value in the parts of the Forest Management Unit which support forest of high biodiversity value. No part of the north-west sector of Da Nhim Watershed Protection Forest is classified as forest which protects dams, reservoirs and other facilities of national importance, and owing to the relatively gentle topography, there is relatively little forest along rivers and streams which meets the criteria for forest of high protection value (sub-criterion 3b, Appendix I). Forest of high direct use value: Map 22 Almost all of the forest compartments of Da Nhim Watershed Protection Forest met the criteria for forest of high direct use value, under various sub-criteria. Most of the south-east section and the southern part of the north-west section met the sub-criterion for forest which could provide environmental services following Decision 380/QD-TTg dated 10 April 2008. In the south-east section this means that there is substantial overlap between this zone and that for forest which protects dams, reservoirs and other facilities of national importance. This is unsurprising, since these two zones have a similar function. A small number of forest compartments have been designated as forest which forms part of a research programme; these compartments are located along the northern edge of the southeast sector and in forest compartments 42 and 138. In all three of these areas there is some overlap with forest of high value for biodiversity. Three areas have been designated as forest compartments with high potential for non-timber forest product exploitation. These are the northern and north-eastern part of the north-western sector, the northern part of the south-east section and forest compartment 110 in the southwest section. These areas need to be managed sensitively, since most of them either contains forest of high value for biodiversity or is adjacent to parts of Chu Yang Sin National Park or parts of Bidoup Nui Ba National Park with high value for biodiversity. Not all forest compartments with potential for non-timber forest production ought to be used for this purpose, and those whose use might increase the risk of illegal exploitation in the national parks should not be developed for non-timber forest production. Forests of high value to local communities: Map 23 Forest compartment 63, 75 145B, 96A, 97, 123, 93, 98 và 99 have been designated by the management of Da Nhim Watershed Protection Forest as forest of high value to local communities because it protects a critical water source.
