If this venture is successful, will it cause further forest clearance in the project area? Broadleaved evergreen forest is the most important habitat type in Da Nhim Watershed Protection Forest. Even though it currently does not support particularly high populations of mammals or Gymnosperms of conservation concern, the population of Grey-crowned Crocias it supports is of global importance, and the broadleaved evergreen forest block which, together with Bidoup Nui Ba National Park, it protects, is large. The forest of high biodiversity value on the eastern edge of the north-west sector of Da Nhim Watershed Protection Forest is being gradually cleared for coffee plantations along Route 722, and to make way for the construction of the Da Nhim hydropower station. This dam, which is situated in an area with little altitudinal gradient, and the associated conduit, are likely to destroy a large amount of forest and increase access to remaining forest, facilitating hunting and encouraging further land clearance. Improvements to the road, which are inevitable, are likely to increase immigration to the area and increase the pressure on the forest. Photo 6. Route 722 through Da Nhim Watershed Protection Forest is currently in a poor condition. However, if it is improved, immigration to the area is likely to increase and clearance of forest for coffee plantations, such as that visible in the background of the photo, is also likely to increase. There is relatively little overlap between parts of the Forest Management Unit which are zoned for high value for biodiversity and those zoned for high protection value. However, two of the three forest compartments (63 and 75) which are of high value to local communities because they protect a water source contain large areas of broadleaved evergreen forests. In order for them to fulfill their function to local communities, the forest in these compartments must be effectively protected. This creates an opportunity for involving local people as community rangers to prevent encroachment into forested land. 66
5.2 Strictly prohibit illegal timber exploitation This management measure is recommended for all FMUs in the project sites. Currently, illegal timber exploitation focuses on some species of high commercial value for meeting timber market demand. Protection of timber species of high conservation value like Fokienia hodginsii, Taxus wallichiana, Pinus Kremfii and Pinus dalatensis is the first priority. Concrete management activities are as follows: Create maps showing distribution of gymnosperms species based on supplementary field surveys in all FMUs (except Pinus kesiya); Design monitoring programme in the areas of potential for illegal gymnosperm timber exploitation Design monitoring programme for Gymnosperms with plots and transect methods, prioritized for Fokienia hodginsii, Taxus wallichiana , Pinus Kremfii and Pinus dalatensis; For Bidoup Nui Ba National Park, although large areas of broadleaved evergreen forest suitable for Gymnosperms still exist on the eastern side of the national park and in the southwest, many large, high-value timber trees have been logged from these areas. Many small saplings of these species were found during the field survey, so with protection of the broadleaved evergreen forest these large species can regenerate. Nonetheless, it is important to protect the remaining large trees of conservation concern, particularly Fokienia hodginsii and Taxus wallaciana. Where it has not been done already, remaining individuals should be mapped with GPS and regularly monitored. Patrols should regularly visit those areas to create a noticeable ranger presence in locations with stands of high value timber trees, and therefore deter illegal loggers. Key forest compartments in which this activity should be focussed are: 59, 89, 90, 102A and 124 which support populations of mature Fokienia hodginsii and forest compartments 102 and 128, which support populations of mature Taxus wallaciana. 5.3 Strictly prohibit hunting and trapping and snaring of wildlife, especially of globally threatened birds and mammals This management measure is recommended for all FMUs in the project sites. Hunting of wildlife in all FMUs is carried out by native people and outsiders. For mitigation of illegal hunting, following activities are recommended: Strictly prohibit hunting and trapping and snaring of wildlife and promote laws enforcement in all FMUs Regularly patrolling activities and remove traps and snares in the areas of extensive hunting activity; In corporation with Chu Yang Sin National park in Dac Lac province, conduct joint patrol in adjacent areas of two national parks; Increase a number of ranger who is ethnic minority people. Priority is given for recruitment of local professional hunters to work as ranges, particular Bidoup Nui Ba National Park. Survey and research on hunting and wildlife trading in the buffer zones of all FMUs are very necessary for conservation management plan. 67
