Participatory rural assessments should be conducted in villages situated close to the Forest Management Units. The results of these assessments can help inform management strategies for the Forest Management Units, and might lead to reassessments of the zoning of forest of high value for local communities. Group 1. management measures for forest protection and conservation 5.1 Strictly protect all broadleaved evergreen forests This management measure is recommended for (1) Bidoup Nui Ba National Park; (2) Da Nhim Watershed Protection Forest; (3) D'Ran Watershed Protection Forest; (4) Don Duong Forest Company; and (5) Lam Vien Landscape Protection Area In the project area, only Forest Seedling Joint Stock Company of Central Highland Region has small area of broadleaved evergreen forests. While, Bidoup Nui Ba National Park has the largest broadleaved evergreen forests, and then the following gradually decreases from Da Nhim Watershed Protection Forest, D'Ran Watershed Protection Forest and Duong Forest Company. Broadleaved evergreen forests have the highest biodiversity value. Together with biodiversity value, broadleaved evergreen forests in the project area also provide environmental servicesunder Decision 380/QD-TTG dated 10 Apr 2008. For Duong Forest Company, the total area of broadleaved evergreen forests is about 9,000 ha (accounts for 50% of the total area of this FMU). Currently, main function of the FMU is to make business with their forests. Sustainable forest exploitation in Duong Forest Company plays an important role because forests there are suitable habitats of many wildlife population of global importance and one of which is Grey-crowned Crocias. Evidence suggests that this species can persist in logged forest, but it is important that the recommended 35 year cycle of logging is closely followed to allow trees time to regenerate. However if possible, it would be desirable to set aside an area of broadleaved evergreen forest which will never be logged, to act as a refuge for mammal and bird species, and a seed-bank for trees. Sustainable logging would also help ensure that the forest retains its potential to provide environmental services following Decision 380/QD-TTg dated 10 April 2008, and fulfil the needs of local communities. Broadleaved evergreen forest is the most important habitat type in Bidoup Nui Ba National Park for most of the threatened mammal, bird and Gymnosperm species. In addition, a significant number of forest compartments which are zoned as forest of high biodiversity value are also zoned as forest which could provide environmental services under Decision 380/QD-TTg dated 10 April 2008. Within Bidoup Nui Ba National Park a substantial amount 64
of Special Use Forest also performs a watershed protection function, much of it along the edge of rivers and streams. There is much overlap between these zones, and no conflict between managing special use forest for biodiversity conservation, and managing key areas for their high watershed protection value or to provide environmental services. Indeed, the argument that forest is performing two or three important functions rather than just one only reinforces the need to adequately protect it. Although some of the threatened ungulates which the national park supports prefer a mosaic of broadleaved evergreen and coniferous forest, areas of coniferous forest are not threatened by the processes that threaten broadleaved evergreen forest, therefore resources do not need to be used to protect them. It is the patches of broadleaved evergreen forest in such a mosaic landscape that are under threat, primarily from burning and clearance for agriculture. Neither of these activities is permitted under the laws and regulations for the core zones of national parks and nature reserves. Large areas of broadleaved evergreen forest located on the eastern side of the national park and in the south-west are also at risk from fragmentation owing to fire and forest clearance. As two of the largest blocks of contiguous broadleaved evergreen forest in the Da Lat Plateau, these are of global importance owing to the population of Collared Laughingthrush which they support. Efforts should be made to ensure they are not reduced in size. The greatest concentration of forest of high watershed protection value in the national park is also located in the north-east, one of the most important parts of the national park for biodiversity. Protecting broadleaved evergreen forest from clearance and burning is the best way to ensure it retains its watershed protection value. In addition, it also enables it to provide environmental services. National park staff should ensure that no more broadleaved evergreen forest is lost to burning or clearance, through ranger patrols and their presence in communities surrounding the national park. 65
