Jamie Gardiner
Jamie is a human rights advocate. He has
long been on the executive of Liberty
Victoria, of which he is now a Vice-
President. Since 2000 he has been a parttime
Equal Opportunity Commissioner, and
a Member of the Mental Health Review
Board. As a gay activist Jamie has been
campaigning for an end to discrimination,
both in the law and under the law, for over
30 years. He was a founding member of the
Victorian AIDS Council, and took part in
the mostly successful campaign in the
1980s to have a health policy for HIV/AIDS
that respected human rights, in a public
health model.
Ms Susan Healy
On retirement from the State Library Sue
decided that her efforts should be devoted
to a positive view of ageing. She became
chair of Residential Care Rights (now Elder
Rights Advocacy) and joined the Consumers
Health Forum (CHF). With CHF she was
involved in a review of hospital quality and
safety, a campaign for the safe use of
medicines and the creation of software
standards for General Practitioners
medication management. She is currently
involved in a pilot project of e-health records
and in the use of online health information
through HealthInsite.
Dr Paul Nisselle AM
Paul has been a provider representative on
the Health Services Review Council since
1994. He was in general practice in Elwood
for 18 years before entering the medical
indemnity industry in 1989. He is now
General Manager, Clinical Risk
Management for the Avant Mutual Group
Limited. He is a past President, past
Chairman and past Federal Councillor of
AMA Victoria and has served on the Medical
Practitioners Board of Victoria.
Dr Roslyn Glow OAM
Roslyn joined the Council in 2008 as an
independent member. She is a retired
Clinical and Child Psychologist with
interests in practice, research and teaching.
She was a member of the Psychologists’
Registration Board of South Australia, for
twelve years, and was the Volunteer
Researcher for Palliative Care Victoria for
eleven years. Currently she is a member of
the Research Ethics Committee of the
Department of Justice.
Dr Geoff Markov
Geoff is a Consultant Physician and
Rheumatologist working in both private
practice and public hospital settings in
suburban Melbourne. Having trained in
Australia and the United States, he has
considerable experience in issues
concerning patient care, medico-legal
affairs and clinical governance. He is a
member of the Medicare Participation
Review Committee, the Social Security
Appeals Tribunal and Hearing Panels
established under the Victorian Health
Practitioners Registration Act 2005.
He has provided expert opinion on cases
brought before courts in Federal and
State jurisdictions, and is a lecturer and
examiner for the Medical School at the
University of Melbourne.
Dr Penny Weller
Penny is currently the Postdoctoral
Research Fellow with the Rethinking Mental
Health Laws project in the Faculty of Law
at Monash University. She previously
lectured in Human Rights Law at Victoria
University, and has a background in primary
health care nursing and public health
practice. As an academic she has continued
research and teaching in health law, public
health law and human rights. She has
contributed a socio-legal perspective to
projects in public health law and policy
including research ethics for young people,
young people in the criminal justice system,
national prevention policy for drug related
harm, and public health emergency powers.
