Beyond The Walls: A Combined Approach to Overnight Respite Care<br />
BANYULE CITY COUNCIL—<br />
Banyule City Council, in partnership with Eltham Community <strong>Health</strong> Centre PAG in<br />
the Shire <strong>of</strong> Nillumbik, operates an overnight stay program, which is funded by the<br />
Commonwealth National Respite for Carers Program. In conjunction with this<br />
program, we run a full day Saturday program, funded by the Victorian Aged Care<br />
Program Carer Initiatives. Clients may attend a Friday program at either Banyule’s<br />
regular PAG or the MultiCultural Dementia Specific Program, or Eltham Community<br />
Centre’s program, which is also funded by National Respite for Carers. They may<br />
then stay overnight at Banyule City Council’s Binnak Park Overnight Respite facility,<br />
and remain at the centre for the Saturday program. These programs <strong>of</strong>fer clients and<br />
their caregivers a respite opportunity which is flexible and which can be tailored to<br />
meet their individual needs.<br />
In setting up a partnership with Eltham Community <strong>Health</strong> Centre, we found that<br />
there were four key elements on which an agreed perspective was required.<br />

1. Due to the nature and level <strong>of</strong> staff and the physical limitations <strong>of</strong> our service,<br />
we are unable to <strong>of</strong>fer respite to clients who require complex medical or<br />
physical assistance such as that <strong>of</strong>fered by residential respite facilities.<br />
We therefore <strong>of</strong>fer the service to clients who may require assistance with<br />
personal hygiene where one staff member only is required, and no lifting<br />
devices are needed. Assistance with medication is limited to prompting,<br />
as we do not employ nursing staff. All other activities <strong>of</strong> daily living are<br />
accommodated within the program, provided they do not require complex<br />
nursing care.<br />
2. We have an agreed set <strong>of</strong> assessment forms, which provide information on the<br />
client and their carer(s). The CIARR form includes data on the clients personal<br />
care abilities and needs, living arrangements, relevant health information,<br />
contact details and General Practitioner, reasons for referral and other services<br />
currently received. Additionally, we complete the ADASS Client Care<br />
Information Record. This provides complementary information on the clients’<br />
health and medication requirements, continence, dietary preferences and<br />
needs, Life history, Interests and Activities. Finally, we ask that caregivers<br />
undertake to provide the names and contact details <strong>of</strong> two people who will<br />
attend the overnight stay to take the client. This would generally be due to<br />
illness or as a result <strong>of</strong> the client’s wishes.<br />
3. The facility for the overnight stay is located in Banyule City Council’s Adult<br />
Day Care Centre, Binnak Park, which is located in Bundoora. Council operates<br />
the Planned Activity Groups from this centre and it is here that the clients are
