Overview:<br />

ExxonMobil Canada Properties, a partnership (EMCP) is in the process of prequalifying companies who can<br />

provide services to undertake and report on an Environmental Effects Monitoring Program associated with<br />

the construction of the gravity based structure at the Bull Arm Fabrication Facility in support of the <strong>Hebron</strong><br />

<strong>Project</strong>.<br />

There is no guaranteed minimum amount of work.<br />

Canada-Newfoundland and Labrador Benefits:<br />

EMCP strongly supports providing opportunities to Canadian and, in particular Newfoundland & Labrador<br />

(NL) companies and individuals on a commercially competitive basis. Vendors expressing interest in<br />

providing services or materials, if they are selected to bid, will be required to complete a Canada /<br />

Newfoundland and Labrador Benefits Questionnaire at the Invitation to Tender (ITT) Stage.<br />

Diversity:<br />

Consistent with our commitments as outlined in our Diversity Plan, EMCP encourages the participation of<br />

members of designated groups, and corporations or cooperatives owned by them, in the supply of goods and<br />

services.<br />

Scope of Work – Overview:<br />

EMCP committed to undertaking a marine-based environmental effects monitoring (EEM) program in Bull<br />

Arm, Trinity Bay, NL.. The EEM program is designed based on the potential environmental interactions<br />

associated with project activities related to the construction of the <strong>Hebron</strong> <strong>Project</strong> platform at the Nalcor<br />

Energy - Bull Arm Fabrication Facility.<br />

The EEM program is focused on potential effects to the marine environment and may include water and<br />

sediment sampling, fish tissue analysis (mussels) in the Great Mosquito Cove and adjacent Bull Arm area of<br />

Trinity Bay. The program will likely be conducted annually for a period of 5 years, commencing in 2012.<br />

Activities associated with this scope of work are anticipated to include:<br />

• Travel to and from Bull Arm<br />

• Marine sediment sampling<br />

• Marine water quality sampling<br />

• Fish tissue sampling (mussels)<br />

• Providing a geographically referenced database of the sampling results<br />

• Annual Reports on EEM data collection<br />

• Final Report summarizing all years of data collection<br />

• Preparation of briefing material<br />

• Participation in EMCP meetings and/or meetings with regulatory authorities<br />

The Scope of Work – Overview is, as suggested, only an overview. A detailed Scope of Work will be<br />

provided as part of the bid package associated with this Expression of Interest<br />

Vendor Qualifications:<br />

Responding vendors must be qualified to conduct the work outlined in the Scope of Work - Overview. All<br />

vendors responding must have resources necessary to effectively execute the above scope of work and, in<br />

addition, well documented experience in the implementation and reporting of marine environmental effects<br />

monitoring programs.<br />

Additionally, the selected vendor will be required to meet all technical and Safety, Health, Environmental, and<br />

Security (SHE&S) specifications and safe work practices of ExxonMobil, <strong>Hebron</strong>, and IOL and their affiliates<br />

as appropriate.<br />

A Pre-Qualification review will be undertaken upon review of the responses to the Expression of Interest.<br />

Submission Requirements:<br />

Vendor submissions in response to this Expression of Interest must include the afore-mentioned reference<br />

number as well as the following information:<br />

Information demonstrating that vendor can meet minimum technical requirements detailed in the Scope<br />

of Work – Overview above and other information demonstrating qualification for the Scope of Work.<br />

This Expression of Interest is not a pre-qualification of vendors for other EMCP /<strong>Hebron</strong> work but is limited to<br />

the scope aforementioned. Participation in this Expression of Interest, including any statements whether oral<br />

or written between EMCP and your company shall not create or be deemed to create any binding legal<br />

relationship or contract, or be construed to do so between EMCP and your company. All costs associated<br />

with the preparation of your response to this Expression of interest/Prequalification shall be at your expense.<br />

Finally, it should be clearly understood that this Expression of Interest may or may not result in the issuance<br />

of an ITT and may or may not result in the award of a contract. Further, it should be clearly understood that<br />

if you respond to this Expression of Interest and your company is selected to be on the bidders list that your<br />

company name and contact information may be posted on public websites. Similarly, if you are selected for<br />

award, the same information may also be posted indicating that the work has been awarded to your<br />

company.<br />
