Washing facilities<br />

To be adequ<strong>at</strong>e <strong>and</strong> suitable, facilities for washing should include running hot <strong>and</strong> cold, or warm, w<strong>at</strong>er<br />

as well as soap <strong>and</strong> clean <strong>to</strong>wels (<strong>the</strong> single <strong>to</strong>wel for use by many should be discouraged) or o<strong>the</strong>r<br />

suitable means of cleaning or drying. Washing facilities should be conveniently loc<strong>at</strong>ed, be near <strong>to</strong> <strong>the</strong><br />

sanitary facilities <strong>and</strong> large enough <strong>to</strong> facilit<strong>at</strong>e washing of face, h<strong>and</strong>s <strong>and</strong> forearms.<br />

Separ<strong>at</strong>e washing facilities <strong>and</strong>/or showers should be provided for men <strong>and</strong> women except when <strong>the</strong><br />

facilities are provided in a room intended <strong>to</strong> be used by only one person, <strong>the</strong> door of which is capable<br />

of being secured from <strong>the</strong> inside. Separ<strong>at</strong>e facilities are not necessary for washing <strong>the</strong> h<strong>and</strong>s, forearms<br />

<strong>and</strong> face only.<br />

Hot w<strong>at</strong>er temper<strong>at</strong>ures must be controlled so as <strong>to</strong> prevent scalding.<br />

Showers are necessary where workers are exposed <strong>to</strong> heavy physical work or <strong>to</strong> offensive/harmful<br />

substances where ongoing skin <strong>and</strong> hair contamin<strong>at</strong>ion must be prevented.<br />

The provision of emergency showers is sometimes required under o<strong>the</strong>r legisl<strong>at</strong>ion for first-aid<br />

purposes such as when h<strong>and</strong>ling acids or alkalis.<br />

Washing facilities should have adequ<strong>at</strong>e lighting, be sufficiently ventil<strong>at</strong>ed, adequ<strong>at</strong>ely protected from<br />

<strong>the</strong> wea<strong>the</strong>r, appropri<strong>at</strong>ely maintained <strong>and</strong> kept clean.<br />

Employers may arrange amongst <strong>the</strong>mselves <strong>to</strong> jointly provide facilities – an example of this would be<br />

<strong>the</strong> sharing of facilities in shopping centres.<br />

Regul<strong>at</strong>ion 21: Changing rooms <strong>and</strong> lockers<br />

21. (1) An employer shall provide or cause <strong>to</strong> be provided—<br />

(a) appropri<strong>at</strong>e changing rooms for persons <strong>at</strong> work if <strong>the</strong>y have <strong>to</strong> wear special work<br />

clo<strong>the</strong>s <strong>and</strong> if, for reasons of health or propriety, <strong>the</strong>y cannot be expected <strong>to</strong> change in<br />

ano<strong>the</strong>r area, which are—<br />

(i) easily accessible,<br />

(ii) of sufficient capacity, <strong>and</strong><br />

(iii) provided with se<strong>at</strong>ing,<br />

(b) separ<strong>at</strong>e changing rooms or separ<strong>at</strong>e use of changing rooms for men <strong>and</strong> women, <strong>and</strong><br />

(c) adequ<strong>at</strong>e provision for drying wet or damp work clo<strong>the</strong>s.<br />

(2) If circumstances so require where work clo<strong>the</strong>s are likely <strong>to</strong> be contamin<strong>at</strong>ed by dangerous<br />

substances, <strong>at</strong>mospheric conditions or <strong>the</strong> conditions of <strong>the</strong> place of work, an employer shall<br />

provide, or cause <strong>to</strong> be provided, facilities in changing rooms <strong>to</strong> enable working clo<strong>the</strong>s <strong>to</strong><br />

be kept in a place separ<strong>at</strong>e from personal clothing <strong>and</strong> effects.<br />

(3) If changing rooms are not required as referred <strong>to</strong> in paragraph (1), <strong>the</strong> employer shall<br />

ensure th<strong>at</strong> every person <strong>at</strong> work is provided with a place <strong>to</strong> s<strong>to</strong>re his or her own clo<strong>the</strong>s <strong>and</strong><br />

personal effects.<br />
