Col. James Slife takes over 1st SOW<br />

It took only 35 minutes June<br />
29, for Col. Michael Plehn to turn<br />
over command <strong>of</strong> more than 5,000<br />
Airmen.<br />
In a brief ceremony th<strong>at</strong> included<br />
all <strong>of</strong> <strong>the</strong> age-old traditions, Col.<br />
James C. Slife took command <strong>of</strong> <strong>the</strong><br />
1st Special Oper<strong>at</strong>ions Wing.<br />
Slife thanked “friends, mentors,<br />
heroes and role models” for <strong>at</strong>tending<br />
<strong>the</strong> event.<br />
“To <strong>the</strong> men and women <strong>of</strong> <strong>the</strong><br />
1st SOW, I’m happy to be back,”<br />
said Slife who had been st<strong>at</strong>ioned<br />
<strong>at</strong> <strong>Hurlburt</strong> twice previously during<br />
his career.<br />
Most recently he was <strong>at</strong> Cannon<br />
Air Force Base, N.M., where<br />
he commanded <strong>the</strong> 27th Special<br />
Oper<strong>at</strong>ions Group.<br />
He holds a Bachelor <strong>of</strong> Science<br />
degree in Aerospace Engineering<br />
from Auburn University; a Master<br />
<strong>of</strong> Aerospace Science in Aeronautics<br />
from Embry-Riddle Aeronautical<br />
University; and a Master <strong>of</strong><br />
Administr<strong>at</strong>ive Science in Organiz<strong>at</strong>ional<br />
Management from George<br />
Washington University.<br />
Plehn served as commander <strong>of</strong><br />
<strong>the</strong> 1st SOW for a little more than<br />
a year. He is headed to MacDill<br />
Air Force Base, where he will be<br />
<strong>the</strong> deputy director <strong>of</strong> <strong>the</strong> The<strong>at</strong>re<br />
Plans and Synchroniz<strong>at</strong>ion element<br />
<strong>at</strong> U.S. Central Command.<br />
He thanked <strong>the</strong> airmen and<br />
praised <strong>the</strong> wing.<br />
“I can’t tell you how incredibly<br />
proud I am <strong>of</strong> you,” he said.<br />

wing has had in <strong>the</strong> last 10 years<br />

AFPAAS<br />

part four in a five-part series<br />
on hurricane preparedness.<br />
For approxim<strong>at</strong>ely half<br />
<strong>the</strong> year, hurricanes have<br />
<strong>the</strong> potential to dram<strong>at</strong>ically<br />
affect <strong>the</strong> lives <strong>of</strong> every<br />
<strong>Hurlburt</strong> Field Airman,<br />
making prepar<strong>at</strong>ion highly<br />
important.<br />
However, even <strong>the</strong> most<br />
prepared Air Commando<br />
cannot fully account for <strong>the</strong><br />
chaos and unpredictability<br />
brought on by a hurricane.<br />
So how are Airmen expected<br />
to inform <strong>the</strong>ir chain<br />
<strong>of</strong> command <strong>of</strong> <strong>the</strong>ir whereabouts<br />
when <strong>the</strong> base is <strong>at</strong><br />
hurricane condition 1, and<br />
<strong>the</strong>y have been evacu<strong>at</strong>ed<br />
more than 100 miles away?<br />
The Air Force Personnel<br />
Accountability and Assessment<br />
System is <strong>the</strong> answer.<br />
AFPAAS provides Air<br />
Force personnel (active duty,<br />
reservists, DoD civilians<br />
and <strong>the</strong>ir families,) a tool to<br />
report vital inform<strong>at</strong>ion such<br />
as <strong>the</strong>ir current loc<strong>at</strong>ion and<br />
upd<strong>at</strong>ed emergency contact<br />
inform<strong>at</strong>ion during n<strong>at</strong>ural<br />
or man-made disasters.<br />
By accur<strong>at</strong>ely and regularly<br />
reporting inform<strong>at</strong>ion<br />
in AFPAAS, users provide<br />
commanders and supervisors<br />
<strong>the</strong> ability to correctly<br />
account for <strong>the</strong>ir personnel<br />
during an emergency.<br />
According to Robert Phillips,<br />
1st Special Oper<strong>at</strong>ions<br />
Force Support Squadron<br />
chief <strong>of</strong> Inform<strong>at</strong>ion Personnel<br />
Management, AF-<br />
PAAS is highly dependent<br />
on <strong>the</strong> user upd<strong>at</strong>ing <strong>the</strong>ir<br />
inform<strong>at</strong>ion.<br />
“It’s sort <strong>of</strong> like <strong>the</strong> emergency<br />
d<strong>at</strong>a card,” said Phillips.<br />
“We tell everybody to<br />
keep <strong>the</strong> emergency d<strong>at</strong>a<br />
card upd<strong>at</strong>ed, but do <strong>the</strong>y?<br />
A lot <strong>of</strong> times, <strong>the</strong>y are reluctant<br />
or <strong>the</strong>y don’t do it or<br />
<strong>the</strong>y forget to do it.”<br />
The system also enables<br />
users in affected areas to<br />
request assistance. When<br />
individuals log on to AF-<br />
PAAS to verify and upd<strong>at</strong>e<br />
<strong>the</strong>ir inform<strong>at</strong>ion, <strong>the</strong>y will<br />
be asked to complete an assessment<br />
survey.<br />
The survey inquires if<br />
Airmen and <strong>the</strong>ir dependents<br />
need help during an<br />
emergency and asks questions<br />
regarding <strong>the</strong>ir st<strong>at</strong>us,<br />
lodging and transport<strong>at</strong>ion.<br />
At any point, <strong>the</strong> user can<br />
provide comments to leave<br />
fur<strong>the</strong>r inform<strong>at</strong>ion. Once<br />
<strong>the</strong> needs assessment is<br />
completed, an Airman &<br />
Family Readiness Center<br />
represent<strong>at</strong>ive is notified to<br />
contact <strong>the</strong> individuals needing<br />
assistance.<br />
According to Master Sgt.<br />
N<strong>at</strong>alie Sockman, A&FRC<br />
Readiness NCO in charge,<br />
during <strong>the</strong> afterm<strong>at</strong>h <strong>of</strong> <strong>the</strong><br />
March 11 earthquake and<br />
tsunami in Japan, her <strong>of</strong>fice<br />
received three AFPAAS<br />
notific<strong>at</strong>ions from individuals<br />
who reloc<strong>at</strong>ed to <strong>the</strong><br />
area around <strong>Hurlburt</strong> Field<br />
during a volunteer civilian<br />
evacu<strong>at</strong>ion.<br />
“I called to find out how<br />
<strong>the</strong>y were doing and to make<br />
sure <strong>the</strong>y were doing all<br />
right,” Sockman said. “They<br />
were fine and didn’t need any<br />
help, but <strong>the</strong>y knew where to<br />

we do. We make contact, and<br />
if <strong>the</strong>y don’t need help right<br />
away, we <strong>at</strong> least give <strong>the</strong>m<br />
our inform<strong>at</strong>ion so <strong>the</strong>y can<br />
use it.”<br />
AFPAAS requires <strong>the</strong><br />
user to have access to an<br />
internet connection. However,<br />
during a hurricane, access<br />
may be limited. In case<br />
<strong>of</strong> this event, <strong>the</strong> AFPAAS<br />
<strong>of</strong>ficial website has <strong>the</strong>se<br />
suggestions:<br />
• Try contacting family<br />
members or friends and ask<br />
<strong>the</strong>m to upd<strong>at</strong>e your inform<strong>at</strong>ion<br />
for you. They will require<br />
<strong>the</strong> military sponsor’s<br />
Social Security number and<br />
his or her d<strong>at</strong>e <strong>of</strong> birth.<br />
• Keep a look out<br />
for public computer<br />
access th<strong>at</strong> may be<br />
available <strong>at</strong> community centers,<br />
emergency shelters,<br />
airports, schools, libraries<br />
and local businesses.<br />
• Request assistance<br />
from relief agencies, local<br />
authorities and o<strong>the</strong>r<br />
community service organiz<strong>at</strong>ions<br />
to help relay your<br />
st<strong>at</strong>us to your chain <strong>of</strong><br />
command.<br />

Sound. They also partook<br />
in <strong>the</strong> various food booths<br />
manned by local booster<br />
clubs th<strong>at</strong> <strong>of</strong>fered holiday<br />
staples like cheeseburgers,<br />
barbecue and ice cream.<br />
The <strong>Hurlburt</strong> Field First<br />
Sergeants Associ<strong>at</strong>ion<br />
sported a different twist on<br />
fundraising by challenging<br />
passers-by to toss a football<br />
into a target to win hot<br />
dogs, nachos and drinks.<br />
“We use <strong>the</strong> money for<br />
people in need and help<br />
<strong>the</strong>m out like if <strong>the</strong>ir house<br />
burns down or a de<strong>at</strong>h in<br />
<strong>the</strong> family,” said Master<br />
Sgt. Larry Vasquez, Special<br />
Tactics Training Squadron<br />
first sergeant. “This is<br />
a family event and we’re<br />
here to have a good time,<br />
but we’re also about giving<br />
something back.”<br />
And next to <strong>the</strong> food<br />
vendors, children roamed<br />
<strong>the</strong> activity center where<br />
1st Special Oper<strong>at</strong>ions<br />
Support Squadron Airmen<br />
volunteered to help sign<br />
<strong>the</strong>m up before <strong>the</strong>y played<br />
in <strong>the</strong> variety <strong>of</strong> infl<strong>at</strong>able<br />
castles.<br />
“We’ve probably signed<br />
up a hundred kids so far,”<br />
said Capt. Woodrow Bell,<br />
1st SOSS intelligence analyst.<br />
“This is a gre<strong>at</strong> idea to<br />
get <strong>the</strong> family toge<strong>the</strong>r and<br />
have a good time for those<br />
who support us.”<br />
The celebr<strong>at</strong>ion ended<br />
with a p<strong>at</strong>riotic fireworks<br />
display illumin<strong>at</strong>ing <strong>the</strong><br />
summer evening sky and<br />
drawing fascin<strong>at</strong>ed reactions<br />
from various spect<strong>at</strong>ors.<br />
The pyrotechnic<br />
spectacle’s conclusion<br />
served as <strong>the</strong> start <strong>of</strong> a<br />
three-day weekend for<br />
many.<br />
But for some, <strong>the</strong> wrapup<br />
<strong>of</strong> this year’s Sound <strong>of</strong><br />
Independence symbolized<br />
not only months <strong>of</strong> hard<br />
work, but a meaningful effort<br />

have said “Autobots,<br />
roll out,” but it<br />
was <strong>Hurlburt</strong> Field<br />
Air Commandos,<br />
who rolled out<br />
<strong>the</strong> red carpet when <strong>the</strong> third<br />
installment <strong>of</strong> <strong>the</strong> Hollywood<br />
blockbuster asked to film here<br />
in September, 2010.<br />
Close to 50 Airmen, from<br />
Headquarters Air Force Special<br />
Oper<strong>at</strong>ions Command and <strong>the</strong><br />
1st Special Oper<strong>at</strong>ions Wing,<br />
as well as a few servicemembers<br />
st<strong>at</strong>ioned in <strong>the</strong> local area<br />
answered a casting call to take<br />
part in Transformers: Dark <strong>of</strong><br />
<strong>the</strong> Moon.<br />
“The Air Force and Department<br />
<strong>of</strong> Defense approved<br />
particip<strong>at</strong>ion because it <strong>of</strong>fered<br />
<strong>the</strong> unique opportunity to<br />
highlight Air Force capabilities<br />
and to showcase Airmen to a<br />
worldwide audience,” said Lt.<br />
Col. Francisco Hamm, U.S. Air<br />

Office director <strong>of</strong> Public Affairs.<br />
“The franchise has been a gre<strong>at</strong><br />
vehicle to showcase our aircraft,<br />
our Airmen and our mission capabilities,<br />
all within a canvass <strong>of</strong><br />
joint oper<strong>at</strong>ions.”<br />
Members <strong>of</strong> <strong>the</strong> 1 SOW had<br />
a big role in <strong>the</strong> film by providing<br />
director, Michael Bay, a<br />
critical special oper<strong>at</strong>ions CV-<br />
22B Osprey in flight and on <strong>the</strong><br />
flightline. After an early morning<br />
shoot <strong>of</strong> <strong>the</strong> CV-22 over <strong>the</strong><br />
Gulf <strong>of</strong> Mexico, <strong>the</strong> production<br />
moved to <strong>the</strong> Northwest Florida<br />
Regional Airport and <strong>the</strong>n to<br />
<strong>Hurlburt</strong> Field, using every bit<br />
<strong>of</strong> light from dawn to dusk.<br />
In addition to providing U.S.<br />
Air Force aircraft, loc<strong>at</strong>ions and<br />
Airmen extras, AFSOC helped<br />
develop and refine one <strong>of</strong> <strong>the</strong><br />
film’s primary characters, who<br />
portrayed a comb<strong>at</strong> controller.<br />
Tyrese Gibson’s character,<br />
Robert Epps, now a retired chief<br />
master sergeant in <strong>the</strong> third<br />
movie, leads a team <strong>of</strong> Special<br />
Oper<strong>at</strong>ors as part <strong>of</strong> his role.<br />
Comb<strong>at</strong> controllers are trainev<br />
Federal Avi<strong>at</strong>ion Administr<strong>at</strong>ion<br />
air traffic controllers who deploy<br />
first into hostile or denied territory<br />
to survey and secure assault<br />
and landing zones.<br />
The background characters<br />
<strong>at</strong> <strong>Hurlburt</strong> Field played <strong>the</strong><br />
roles <strong>of</strong> some <strong>of</strong> <strong>the</strong> ‘NEST’ or<br />
‘Networked Elements: Supporters<br />
and Transformers’ soldiers<br />
in <strong>the</strong> movie. Filming also took<br />
place <strong>at</strong> Edwards Air Force<br />
Base, Calif. and Cape Canaveral<br />
Air Force St<strong>at</strong>ion.<br />
Present <strong>at</strong> <strong>the</strong> filming were<br />
Bay, producer Ian Bryce and<br />
actor Josh Duhamel. Seeing<br />
Duhamel was a particular highlight<br />
for ano<strong>the</strong>r North Dakota<br />
n<strong>at</strong>ive. A chaplain with <strong>the</strong> 1<br />
SOW, Capt. Jon<strong>at</strong>han Hurt, grew<br />
up, played sports and went to<br />
school with him. The two had a<br />
chance Minot High School Class<br />
<strong>of</strong> 1991 reunion between acting<br />
takes.<br />
“Even talking for those few<br />
minutes felt like we picked up<br />
right where we left <strong>of</strong>f, waiting<br />
for our parents to pick us up<br />
after basketball practice,” Chaplain<br />
Hurt said. “I am very happy<br />
for his success...it really couldn’t<br />
happen to a nicer guy. It is a<br />
blessing to see people like him<br />
who seem to be able to handle<br />
<strong>the</strong> limelight and still keep <strong>the</strong>ir<br />
feet on <strong>the</strong> ground.”<br />
As Lt. Col. William Lennox,<br />
Duhamel’s character does everything<br />
but keep his feet on <strong>the</strong><br />
ground in action-packed scenes,<br />
including ‘wingsuit flying’ out <strong>of</strong><br />
a CV-22.<br />
The movie opened locally<br />
June 29, and for <strong>the</strong> first time,<br />
fans will get to see <strong>the</strong> Autobots,<br />
Decepticons and even Air Commandos<br />
in 3-D action.

Commissary savings <strong>at</strong> risk to help ill Camp Lejeune vets<br />
In <strong>the</strong>se tight budget<br />
times, <strong>the</strong> Sen<strong>at</strong>e Veterans<br />
Affairs Committee has<br />
learned it must cut current<br />
spending to fund new initi<strong>at</strong>ives<br />
for veterans.<br />
For example, committee<br />

Murray, D-Wash., would<br />
pay for her Hiring Heroes<br />
Act <strong>of</strong> 2011 (S 951) by extending<br />
by three years, to<br />
2014, a higher fee on veterans<br />
who reuse <strong>the</strong>ir VA<br />
home loan authority. So <strong>the</strong><br />
committee agreed th<strong>at</strong> current<br />
fee <strong>of</strong> 3.3 percent for<br />
“subsequent” home loan<br />
usage, set to fall to 2.15<br />
percent Oct. 1, should only<br />

percent down payments, by<br />
three years and one year,<br />
respectively. The fees in<br />
question are 1.5 percent for<br />
loans with 5 percent down<br />
payments and 1.25 percent<br />
for 10 percent.<br />
But ano<strong>the</strong>r trade<strong>of</strong>f<br />
agreed to Wednesday will<br />
anger base shoppers.<br />
To free up billions <strong>of</strong><br />
dollars for <strong>the</strong> cost <strong>of</strong><br />
providing VA health care<br />
to veterans and family<br />
members exposed to contamin<strong>at</strong>ed<br />
w<strong>at</strong>er over three<br />
decades <strong>at</strong> Camp Lejeune,<br />
N.C., Sen. Richard Burr,<br />
R-N.C., won approval<br />
— without deb<strong>at</strong>e — to<br />
consolid<strong>at</strong>e all base exchanges<br />
and commissary<br />
oper<strong>at</strong>ions worldwide into<br />
a single for-pr<strong>of</strong>it retailing<br />
system.<br />
The Congressional<br />
Budget Office flo<strong>at</strong>ed a<br />
similar deficit-reduction<br />
idea last January, projecting<br />
savings to <strong>the</strong> Department<br />
<strong>of</strong> Defense <strong>of</strong> $200<br />
million <strong>the</strong> first year after<br />
consolid<strong>at</strong>ion and $9.1 billion<br />
over <strong>the</strong> first 10 years.<br />
A large part <strong>of</strong> <strong>the</strong> savings<br />
is derived from reducing<br />
<strong>the</strong> value <strong>of</strong> commissary<br />
shopping, where groceries<br />
now are sold <strong>at</strong> cost plus a<br />
small surcharge.<br />
A spokeswoman for<br />
Burr said his store consolid<strong>at</strong>ion<br />
plan would be<br />
different but she could not<br />
provide full details.<br />
“No, this is not <strong>the</strong> same<br />
plan,” said Chandler Smith.<br />
“Sen. Burr intends for<br />
DOD to merge duplic<strong>at</strong>ive<br />
management functions<br />
without impacting service<br />
delivery for personnel and<br />
families. The potential cost<br />
savings in <strong>the</strong> first year<br />
would be $267 million.”<br />
The CBO plan would<br />
have s<strong>of</strong>tened <strong>the</strong> effect <strong>of</strong><br />
selling food <strong>at</strong> exchange<br />
prices by phasing in a<br />
tax-free grocery allowance<br />
for service members.<br />
Exchanges, or base department<br />
stores, earn pr<strong>of</strong>it on<br />
items sold and <strong>the</strong> pr<strong>of</strong>its<br />
<strong>the</strong>n are used fund base<br />
morale, welfare and recre<strong>at</strong>ional<br />
activities such as<br />
gyms and libraries.<br />
CBO estim<strong>at</strong>ed th<strong>at</strong><br />
base shoppers would pay<br />
7 percent more for groceries<br />
under a consolid<strong>at</strong>ed<br />
system. Burr’s bill would<br />
need only half <strong>of</strong> CBO’s<br />
projected savings to cover<br />
care <strong>of</strong> ill Camp Lejeune<br />
veterans.<br />

(S 277) sailed through with<br />
unanimous support and no<br />
discussion over Burr’s l<strong>at</strong>ehour<br />
plan to pay for it. The<br />
bill would extend health<br />
services to Marine Corps<br />
and Navy veterans and<br />
family members assigned<br />
to Lejeune sometime from<br />
1957 to 1987, a period when<br />
w<strong>at</strong>er <strong>the</strong>re was contamin<strong>at</strong>ed<br />
by “vol<strong>at</strong>ile organic<br />
compounds, including<br />
known carcinogens and<br />
probable carcinogens,” said<br />
<strong>the</strong> committee’s short summary<br />
<strong>of</strong> <strong>the</strong> bill.<br />
“Unaware <strong>of</strong> <strong>the</strong> danger,<br />
service members and <strong>the</strong>ir<br />
families drank, ba<strong>the</strong>d in,<br />
and cooked with th<strong>at</strong> w<strong>at</strong>er,”<br />
Burr told <strong>the</strong> committee<br />
weeks ago.<br />
The Navy Department<br />
dragged its feet in addressing<br />
<strong>the</strong> contamin<strong>at</strong>ion and<br />
acknowledging possible<br />
health effects, which proponents<br />
contend includes<br />
higher incidences <strong>of</strong> rare<br />
cancers. Government-funded<br />
studies are only now being<br />
conducted to gauge <strong>the</strong><br />
effects <strong>of</strong> <strong>the</strong> chemicals.<br />
But one Sen<strong>at</strong>e source,<br />
upset by Burr’s funding<br />
plan, said it likely would<br />
mean an end to <strong>the</strong> annual<br />
$1.3 billion subsidy <strong>of</strong> commissary<br />
oper<strong>at</strong>ions and,<br />
<strong>the</strong>refore, “do away with<br />
commissaries as we know<br />
it.”<br />
The bill would direct<br />
VA to provide <strong>the</strong> care to<br />
Lejeune veterans and families<br />
but collect those costs<br />
from DOD. Burr estim<strong>at</strong>es<br />
<strong>the</strong> size <strong>of</strong> <strong>the</strong> potential<br />
popul<strong>at</strong>ion <strong>at</strong> 600,000, but<br />
VA <strong>of</strong>ficials said it’s 1 million,<br />
and total costs over <strong>the</strong><br />
next a decade could reach<br />
$4.1 billion.<br />
VA opposes Burr’s bill,<br />
citing inadequ<strong>at</strong>e scientific<br />
evidence so far to assess<br />
levels <strong>of</strong> exposure or to confirm<br />
wh<strong>at</strong> health conditions<br />
it caused.<br />
A few weeks ago funding<br />
seemed to be its biggest<br />
hurdle. The Obama administr<strong>at</strong>ion<br />
and congressional<br />
leaders continue to seek<br />
ways to slash federal spending<br />
and lower <strong>the</strong> n<strong>at</strong>ion’s<br />
$14 trillion debt. No new entitlement<br />
programs can be<br />
launched unless lawmakers<br />
find <strong>of</strong>fsets in current direct<br />
spending programs. Burr<br />
and staff struggled to do so<br />
for <strong>the</strong> Lejeune veterans<br />
and finally settled on ordering<br />
DOD to consolid<strong>at</strong>e<br />
base stores.<br />
The bill is being filed<br />
for consider<strong>at</strong>ion <strong>of</strong> <strong>the</strong><br />
full Sen<strong>at</strong>e. But <strong>the</strong> Sen<strong>at</strong>e<br />
Armed Services Committee<br />
is expected to request<br />
“sequential referral” <strong>of</strong> <strong>the</strong><br />
bill so th<strong>at</strong> its members<br />
can weigh <strong>the</strong> merits <strong>of</strong><br />
consolid<strong>at</strong>ing <strong>the</strong> store system.<br />
The armed services<br />
committee has oversight<br />
responsibility for all m<strong>at</strong>ters<br />
under <strong>the</strong> DOD. If<br />
sequential referral doesn’t<br />
occur because it needs <strong>the</strong><br />
unanimous consent <strong>of</strong> <strong>the</strong><br />
Sen<strong>at</strong>e, opponents will try<br />
to derail Burr’s funding<br />
scheme through a floor<br />
amendment.<br />
Commissary and exchange<br />
consolid<strong>at</strong>ion “is not<br />
something we would support,”<br />
said Steve Strobridge,<br />
director <strong>of</strong> government rel<strong>at</strong>ions<br />
for Military Officers<br />
Associ<strong>at</strong>ion <strong>of</strong> America.<br />
“And certainly not without<br />
going through <strong>the</strong> Armed<br />
Services Committee. I hope<br />
it gets <strong>the</strong> kind <strong>of</strong> scrutiny it<br />
deserves.”<br />
One critic said Burr’s<br />
funding plan wasn’t<br />
“thought through by<br />
anybody who knows <strong>the</strong><br />
business models <strong>of</strong> <strong>the</strong> commissaries<br />
and <strong>the</strong> PXs (post<br />
exchanges). They oper<strong>at</strong>e<br />
differently. They charge different<br />
prices for different<br />
reasons … If <strong>the</strong>y’re going<br />
to use <strong>the</strong> PX business<br />
model, <strong>the</strong>y would have to<br />
charge a markup on wh<strong>at</strong>ever<br />
groceries are sold.”<br />
