An Air Commando who died<br />

when his C-123 flare ship was shot<br />

down over Ahn Khe, Vietnam, was<br />

laid to rest Friday, Oct. 26, at Fort<br />

Sam Houston National Cemetery,<br />

Texas.<br />

The 310th Air Commando<br />

Squadron loadmaster, Airman 1st<br />

Class Jerry Mack Wall, 24, was<br />

killed when his plane was hit by<br />

enemy fire and crashed into the<br />

central highlands, May 18, 1966.<br />

Until recently Wall, who was one<br />

of five crew members, was listed<br />

as Missing in Action.<br />

In an intense recovery operation,<br />

three of the other Airmen’s<br />

remains were recovered shortly<br />

after the crash by Soldiers of the<br />

7th Cavalry Regiment. The flight<br />

engineer, Bill Moore, remains<br />

missing.<br />

“I thought there was a possibility<br />

Jerry and Bill were still alive,”<br />

said retired Senior Master Sgt.<br />

Gary Thomas, a volunteer with<br />

Wall’s unit. “That situation stuck<br />

with me for my whole life.”<br />

That situation involved a small,<br />

tight-knit group of aircrew volunteers<br />

from various backgrounds.<br />

Thomas, a first sergeant with the<br />

14th Munitions and Maintenance<br />

Squadron, spent a few months with<br />

Wall. Wall trained Thomas and several<br />

others as “flare kickers” loading<br />

the 200 or so, 27 lb. flares.<br />

“Jerry was so cool and calm, he<br />

was one heck of a guy,” Thomas<br />

said. “He had already been into<br />

battle and was highly trained.<br />

When I first trained with him, it<br />

really shocked me to go into battle,<br />

and when he started going over<br />

how those flares could blow up and<br />

kill us... There’s a lot of heroism in<br />

the 310th Air Commandos.”<br />

The night of the fateful crash,<br />

Thomas was scheduled to fly, but<br />

was sidelined due to an ear infection.<br />

The lead scheduler, Master<br />

Sgt. Raymond C. Jajtner took his<br />

place.<br />

Thomas said everyone knew<br />

the danger of flying those missions,<br />

loaded with highly flammable magnesium<br />

flares. Wall’s flight was hit<br />

with a 40mm round according to<br />

“When you’re in combat and<br />

when you make friends, even if<br />

it’s for a very short time, it’s a real<br />

brotherhood,” Thomas said. “It<br />

never goes away.”<br />

Air Commandos provided combat<br />

air patrol and airlift to the<br />

Soldiers, delivering ammo, food,<br />

supplies and troops. They also flew<br />

out wounded and killed in action<br />

GI’s, as well as prisoners, but one<br />

of the most harrowing jobs was<br />

the “candlestick” mission. During<br />

those missions, loadmasters and<br />

flare kickers would load, unload<br />

and drop hundreds of flares from<br />

the skies over southern Vietnam,<br />

illuminating the enemy.<br />

“It was a firefight, the Vietcong<br />

loved to attack,” he said. “We had<br />

B-52s dropping bombs right outside<br />

our wings, ground artillery<br />

coming up, everybody is unloading.<br />

It got to be like the 4th of July,<br />

but of course you were scared.”<br />

Graham Siegel, an aerospace<br />

propulsion apprentice<br />

with 1st SOAMXS, 20,<br />

passed away Oct. 21 during a<br />

boating mishap in the Santa<br />

Rosa Sound.<br />

remarked on the life<br />

and legacy he left behind.<br />

“We’re lucky to have met<br />

and to have known Colby,”<br />

said Lt. Col. Matt Gamblin,<br />

commander of 1st SOAMXS.<br />

“In his passing, we lost a<br />

brother-in-arms, a son, a<br />

friend and a husband, but<br />

we will continue to celebrate<br />

his life as he lived it - taking<br />

care of each other and enjoying<br />

each moment.”<br />

Siegel, a native of Winter<br />

Haven, became an Eagle<br />

Scout at 13 and served in<br />

Junior ROTC in high school<br />

before enlisting in the Air<br />

Force Aug. 2, 20<strong>11</strong>.<br />

“Colby Siegel is an inspiration,”<br />

Gamblin said. “He<br />

didn’t meet strangers — he<br />

made friends. He not only<br />

knew your name, he’d help<br />

you in some way. He was a<br />

role model for his fellow Airmen<br />

— all of us — just as he<br />

was for the younger kids in<br />

his neighborhood.”<br />

‘Carnivores’<br />

run rampant at obstacle course<br />

A<br />

young Airman dodged left and right<br />

through rows and rows of 50-pound,<br />

hanging sandbags as he crossed the<br />

bridge to the Soundside.<br />

He gasped for air as he evaded the last bag only<br />

to look up and see the course wasn’t over yet — he<br />

had many more obstacles to go.<br />

The obstacles were part of the Carnivore Confidence<br />

Course at <strong>Hurlburt</strong> Field Oct. 19.<br />

The course was made by Airmen to boost morale.<br />

The carnivore theme of the course was inspired<br />

by Chief Master Sgt. Ramon Colon-Lopez,<br />

command chief of 1st Special Operations Wing.<br />

“I think it’s great because when I signed up for<br />

command chief duty I brought the whole carnivore<br />

versus herbivore thing and the Airmen have<br />

just taken it to the next level,” said Colon-Lopez.<br />

“It’s just that unit cohesiveness and pride that<br />

creates that healthy competition.”<br />

The Soundside portion of the course involved<br />

Airmen wading under a dock and low crawling<br />

through the sand soaking wet.<br />

“It was awesome,” said Senior Airman Wayne<br />

Stacey, 1st Special Operations Aircraft Maintenance<br />

Squadron. “The water part at the very end<br />

— it felt really good.”<br />

Airmen dodged sand bags, crawled through<br />

tunnels, and tried to escape “raptors” while traversing<br />

the two-mile course.<br />

“Going through the tunnels on the football<br />

field was my favorite part,” said Staff Sgt. Nicholas<br />

Perez, a fuels supervisor from 1st Special<br />

Operations Logistics Readiness Squadron, “It<br />

was pretty cool.”<br />

Twenty-seven different teams competed in<br />

the base-wide event comprised of units from<br />

around <strong>Hurlburt</strong> Field.<br />

“Our group consisted of 10 petroleum, oil and<br />

lubricant Airmen and two guys from vehicle operations,”<br />

Perez said. “It was awesome, lots of<br />

fun and a good time to contribute to the team.”<br />

The event was the culmination of months of<br />

planning and preparation.<br />

“I think it’s really amazing — all the thought,<br />

the logistics and the coordination that took place<br />

by Airmen to go ahead and make this happen,”<br />

Colon-Lopez said. “That’s what I’m really proud<br />

of.”<br />

the safety principles<br />

learned through<br />

overcoming serious or potentially<br />

deadly mishaps,<br />

Hopkins explained.<br />

The reason for using<br />

peers that have experienced<br />

some near fatal or<br />

major mishaps is their<br />

ability to reach the Airmen<br />

on a personal level.<br />

Many Airmen are not going to listen<br />

to someone who hasn’t actually experienced<br />

a mishap and can’t relate to them,<br />

Hopkins said. On the other hand, somebody<br />

that wants to give the message<br />

because they went through a traumatic<br />

mishap and now want to help others<br />

avoid similar accidents from happening<br />

may hit closer to home.<br />

The council delivers their safety message<br />

by using several mediums to get<br />

their message out. Not only do they brief<br />

at bases across the Air Force, they also<br />

have a long list of safety-related video<br />

productions available to help spread the<br />

safety message.<br />

Safety videos are available on Youtube<br />

and the Air Force Safety Center home<br />

page. The videos relate the accounts<br />

of A2A members that have overcome<br />

several hazardous situations involving<br />

motorcycle safety, ladder safety and even<br />

flood safety.<br />

Staff Sgt. Hopkins is available to<br />

brief the stories of all A2A council members.<br />

Safety briefs include motorcycle<br />

safety, drinking and driving, texting and<br />

driving.<br />

“He had so much energy and so much dedication,” Cole<br />

said. “He was one of those Airmen who kept us focused and<br />

kept us entertained at all times, and we will miss him a lot.<br />

I want all of you guys to remember this time and this moment<br />

to think about Siegel and remember his old fallback<br />

response: ‘It’ll be all right. We’ll get through it.’ Always remember:<br />

Siegel will always be a Ghostrider. He will never<br />

be forgotten.”<br />

Siegel’s funeral service took place Oct. 29 in Dundee, Fla.<br />

He is survived by his wife, his mother and his father.<br />

the Vietnam War have been<br />

identified and returned to<br />

their families for burial with<br />

full military honors.<br />

Joint POW/MIA Accounting<br />

Command conducted<br />

an investigation mission in<br />

June 2007 and identified a<br />

site that was recommended<br />

for recovery. In March<br />

20<strong>11</strong> and March <strong>2012</strong> JPAC<br />

conducted recovery operations<br />

at the site and recovered<br />

human remains and<br />

material evidence at the<br />

site, according to the press<br />

release.<br />

For more than a decade<br />

the United States has conducted<br />

joint field activities<br />

with the governments of<br />

Vietnam, Laos, and Cambodia<br />

to recover the remains<br />

of missing Americans, according<br />

to their website.<br />

Throughout those countries,<br />

teams continue to investigate<br />

crash and burial<br />

sites, as well as interview<br />

locals to gain additional<br />

knowledge. Today, more<br />

than 1,600 Americans remain<br />

unaccounted for from<br />

the conflict.<br />

““I’m so very proud of<br />

my nation that persevered<br />

for so long in searching for<br />

my father’s remains,” said<br />

Lea Ann Wall McCann. “It’s<br />

been a long journey home.”<br />

Thomas and several<br />

of Wall’s family members<br />

greeted the flag draped casket<br />

when it arrived to San<br />

Antonio Wednesday, aboard<br />

American Airlines Flight<br />

497. Passengers on the<br />

plane watched from their<br />

windows as the fire department<br />

honored the flight with<br />

a water cannon salute and<br />

as the Joint Base San Antonio-Lackland<br />

Honor Guard<br />

carried Wall’s remains to an<br />

awaiting hearse.<br />

“Everyone involved in<br />

making this happen has<br />

been wonderful to our family,<br />

from the sergeant who<br />

escorted his body to San<br />

Antonio, to the VA and the<br />

VFW, to the color guard,”<br />

Wall said.

turned their attention to their dad,<br />

buttons and knobs in front of them.<br />

“I think they’re more interested in<br />

the bounce house,” Marney confessed<br />

with a laugh.<br />

Visitors to <strong>Hurlburt</strong> Field’s first open<br />

house in years enjoyed games, food,<br />

military demonstrations and of course,<br />

aircraft on Saturday, Oct. 27.<br />

They learned about military equipment,<br />

from guns to packs, with Airmen<br />

As an architect, Bob designed some of the buildings at <strong>Hurlburt</strong>. He said he thought the<br />

open house would be a good chance to show his work to his sons.<br />

“They don’t really ever get to come down here,” Bob said. “This was a good opportunity<br />

for them to see all of this. It’s a great family event.”<br />

‘EBenefits’ boom helps vets, current forces, families<br />

Conceived in the wake of<br />

the Walter Reed scandal as<br />

a way for wounded warriors<br />

and their families to understand<br />

and access benefits,<br />

the “eBenefits” web portal<br />

has become an online gateway<br />

of enormous value and<br />

convenience to 2 million<br />

registered users.<br />

That still leaves a pool of<br />

35 million eligible veterans<br />

and military community<br />

members wondering what<br />

all the “eBenefits” fuss is<br />

about. Robert Reynolds,<br />

part to breathe life into the<br />

e-concept recommendation<br />

of the Dole-Shalala<br />

Commission for wounded<br />

warriors, Reynolds immediately<br />

saw the potential to<br />

help anyone in service or<br />

with veterans’ benefits and<br />

families and survivors.<br />

If a self-service portal<br />

could deliver information<br />

and benefits faster to the ill<br />

and injured veteran, “why<br />

couldn’t we do it for any<br />

veteran and provide them<br />

that same level of access,”<br />

Reynolds said. Not every<br />

vet is eligible for Vocational<br />

and Rehabilitation training,<br />

he reasoned, but most<br />

qualify for the GI Bill or can<br />

use the guaranteed home<br />

loan benefit.<br />

Today, 30,000 veterans a<br />

day use eBenefits to track<br />

progress on VA compensation<br />

and pension claims<br />

through VA’s eight-step process.<br />

When more information<br />

is needed, an electronic<br />

message alerts claimants a<br />

week or more before letters<br />

can. Every month 780,000<br />

veterans use the portal to<br />

view their payment and<br />

reimbursement history to<br />

confirm online what money<br />

is headed into their accounts<br />

and why.<br />

Those two most popular<br />

features now are accessible<br />

through smart phones<br />

and other mobile devices.<br />

But there’s so much more,<br />

Reynolds said.<br />

Taking one month as an<br />

example, last July veterans<br />

used eBenefits to order,<br />

modify and instantly print<br />

or transfer 80,000 letters<br />

verifying eligibility for VA<br />

benefits; 27,000 letters affirming<br />

veterans’ preference<br />

for civil service jobs;<br />

24,000 letters verifying<br />

military service; and 3,400<br />

letters verifying 100-percent<br />

permanent disability for<br />

military IDs to shop in base<br />

commissaries.<br />

Monthly, about 10,000<br />

veterans, active duty<br />

members and Reserve and<br />

National Guard personnel<br />

use eBenefits to print out<br />

or send to lenders copies of<br />

their home loan guaranty<br />

certificate of eligibility.<br />

The automatic letters<br />

are available instantly to<br />

qualified users because of<br />

the integration of eBenefits<br />

with computer files holding<br />

personal and vet status<br />

information. Users are<br />

delighted to find that most<br />

forms they call up to apply<br />

for new benefits get “autopopulated”<br />

with their name,<br />

address, date-of-birth and<br />

other personal information,<br />

which makes the process<br />

easy and usually error free.<br />

Vets who entered service<br />

since the 1990s have<br />

access to electronic military<br />

records through eBenefits.<br />

Users with smart phones<br />

can download a special app<br />

showing every VA and DOD<br />

installation in their area,<br />

with full contact information,<br />

a feature prized by<br />

“snowbird” retirees who<br />

head south for the winter,<br />

Reynolds said.<br />

VA and DOD use focus<br />

groups of veterans, service<br />

members and family members<br />

to critique eBenefits to<br />

upgrade features and introduce<br />

new ones.<br />

When users are about<br />

to age into or out of benefit<br />

eligibility, or when<br />

benefits will be impacted<br />

by a change in status, the<br />

system sends reminders.<br />

For example, if a current<br />

service member with Post-<br />

9/<strong>11</strong> GI Bill education benefits<br />

will separate or retire<br />

soon, the member will get<br />

an electronic reminder that<br />

the option to transfer GI<br />

Bill benefits to family members<br />

must be taken before<br />

they leave active duty or the<br />

option is lost.<br />

EBenefits users, Reynolds<br />

said, can get up to<br />

65 different “early coms”<br />

messages like that, so they<br />

can take full advantage of<br />

earned benefits based on<br />

individual circumstances.<br />

One reminder recently<br />

added for wounded, ill or<br />

injured members on active<br />

duty advises them and<br />

Social Security simultaneously<br />

that they might be<br />

eligible for Social Security<br />

disability benefits.<br />

Veterans, active-duty<br />

members, Reserve and<br />

Guard members, their families<br />

and survivors are all<br />

eligible for eBenefits. Access<br />

is through www.ebenefits.va.gov.<br />

Users must be<br />

registered in the Defense<br />

Enrollment Eligibility Reporting<br />

System (DEERS)<br />

and obtain a DOD Self-Service<br />

(DS) Logon. Those not<br />

in DEERS should call 1 800-<br />

827-1000 and select option 7.<br />

New recruits are being<br />

registered automatically,<br />

and they will have lifetime<br />

access given that eBenefits<br />

is the access point for the<br />

Virtual Lifetime Electronic<br />

Record. By November<br />

2013, every active-duty<br />

member will be required<br />

to register. Through eBenefits<br />

they can access their<br />

Official Military Personnel<br />

Record. By next year they<br />

also will be able to access<br />

their full health records,<br />

Reynolds said.<br />

The portal is such a<br />

powerful tool because it is<br />

jointly run and designed by<br />

VA and DOD as a one-stop<br />

shop for access of servicerelated<br />

benefits. A joint<br />

executive benefits committee<br />

oversees eBenefits. Ultimate<br />

oversight is shared<br />

between the departments’<br />

deputy secretaries.<br />

The portal went live<br />

three years ago, but multiple<br />

features have been<br />

added every three months<br />

through partnerships with<br />

TRICARE, the Veterans<br />

Health Administration, VA<br />

pensions and compensation,<br />

education services and<br />

many other offices.<br />

EBenefits grants two<br />

levels of access. Level one<br />

is limited to certain self-service<br />

features like obtaining<br />

an eligibility certificate for<br />

VA home loans. A veteran<br />

needs only to enroll<br />

in DEERS to register for<br />

basic access.<br />

Level two access is the<br />

“premium eBenefits account.”<br />

For that, veterans<br />

and family members need<br />

to verify their identification<br />

either by answering<br />

security questions online<br />

or through an “in-person<br />

proofing” visit to a VA regional<br />

office or TRICARE<br />

service center.<br />

Military retirees also<br />

can verify their identity<br />

online using their Defense<br />

Finance and Accounting<br />

Service logon.<br />

With a premium account,<br />

Reynolds said, users<br />

gain access to 45 self-service<br />

features for managing<br />

benefits — for education,<br />

employment, health, housing,<br />

insurance or compensation<br />

— and the number is<br />

climbing.<br />

AF officials eliminate civilian skill code requirements<br />

— Air Force officials have<br />

rescinded the manual used<br />

to define civilian position<br />

skill codes in one of several<br />

ongoing administrative<br />

actions geared toward<br />

transforming civilian hiring,<br />

determining employee<br />

training and development<br />

needs, and selecting employees<br />

for training under<br />

competitive procedures,<br />

Air Force Personnel Center<br />

officials said.<br />

Skill codes were a foundation<br />

of the previous civilian<br />

hiring system, under<br />

which applicant eligibility<br />

was dependent on knowledge,<br />

skills and abilities<br />

documented in the Air<br />

Force civilian career brief.<br />

Those skills were tied to<br />

skill codes defined in Air<br />

Force Manual 36-505, Skill<br />

Coding, which was rescinded<br />

Oct. 3, said Albert Marshall,<br />

AFPC classification<br />

program oversight advisor.<br />

Coded skills are no<br />

longer used in the hiring<br />

process or to identify past<br />

experience, so the skill<br />

coding manual is no longer<br />

necessary, Marshall<br />

explained.<br />

In 2010, AFPC officials<br />

worked alongside USA<br />

Staffing to begin the transition<br />

to a single staffing<br />

process; all vacancy announcements<br />

were posted<br />

on www.USAJobs.gov.<br />

Coded skills are no longer used in the hiring<br />

process or to identify past experience, so<br />

the skill coding manual is no longer necessary,<br />

Marshall explained.<br />

That transition was completed<br />

earlier this year<br />

when Luke Air Force Base,<br />

Ariz., transitioned. Today,<br />

hiring officials use applicant<br />

resumes, rather than<br />

employee career briefs, to<br />

make hiring decisions.<br />

The single staffing process<br />

was implemented to<br />

help reduce hiring time and<br />

standardize recruitment<br />

processes across the Department<br />

of Defense, and<br />

it benefits hiring officials<br />

as well, said Nancy Tackett,<br />

AFPC supervisory human<br />

resources specialist.<br />

Under the previous<br />

system, vacancies open to<br />

internal and external applicants<br />

required staffing<br />

teams to review external<br />

resumes and internal career<br />

briefs for qualification<br />

criteria. Hiring officials<br />

also had to review the different<br />

types of documents<br />

to determine the best<br />

applicant.<br />

“Not only did it take longer<br />

to conduct two different<br />

review processes, internal<br />

applicants were limited to<br />

whatever skill codes were<br />

identified in their career<br />

brief, while external applicants<br />

were able to fully describe<br />

their qualifications<br />

in a resume. This new process<br />

levels the playing field<br />

for all applicants,” Tackett<br />

said.<br />

Current civilian employees<br />

should familiarize<br />

themselves with the USA-<br />

Jobs site and application<br />

process, even if they don’t<br />

plan to apply for a vacancy,<br />

she advised.<br />

“If you were hired under<br />

the old system, you may<br />

not have a resume and<br />

you may not be comfortable<br />

with preparing one,<br />

but USAJobs requires a<br />

resume, and there are tips<br />

to help you prepare one,”<br />

she said. “Even if you don’t<br />

want to apply for a job right<br />

now, it’s better to be prepared<br />

in case your dream<br />

job is announced.”<br />

the myPers website, to<br />

update their past experience,<br />
