Year No. 6, Edition No. 45
An Air Commando who died
when his C-123 flare ship was shot
down over Ahn Khe, Vietnam, was
laid to rest Friday, Oct. 26, at Fort
Sam Houston National Cemetery,
Texas.
The 310th Air Commando
Squadron loadmaster, Airman 1st
Class Jerry Mack Wall, 24, was
killed when his plane was hit by
enemy fire and crashed into the
central highlands, May 18, 1966.
Until recently Wall, who was one
of five crew members, was listed
as Missing in Action.
In an intense recovery operation,
three of the other Airmen’s
remains were recovered shortly
after the crash by Soldiers of the
7th Cavalry Regiment. The flight
engineer, Bill Moore, remains
missing.
“I thought there was a possibility
Jerry and Bill were still alive,”
said retired Senior Master Sgt.
Gary Thomas, a volunteer with
Wall’s unit. “That situation stuck
with me for my whole life.”
That situation involved a small,
tight-knit group of aircrew volunteers
from various backgrounds.
Thomas, a first sergeant with the
14th Munitions and Maintenance
Squadron, spent a few months with
Wall. Wall trained Thomas and several
others as “flare kickers” loading
the 200 or so, 27 lb. flares.
“Jerry was so cool and calm, he
was one heck of a guy,” Thomas
said. “He had already been into
battle and was highly trained.
When I first trained with him, it
really shocked me to go into battle,
and when he started going over
how those flares could blow up and
kill us... There’s a lot of heroism in
the 310th Air Commandos.”
The night of the fateful crash,
Thomas was scheduled to fly, but
was sidelined due to an ear infection.
The lead scheduler, Master
Sgt. Raymond C. Jajtner took his
place.
Thomas said everyone knew
the danger of flying those missions,
loaded with highly flammable magnesium
flares. Wall’s flight was hit
with a 40mm round according to
“When you’re in combat and
when you make friends, even if
it’s for a very short time, it’s a real
brotherhood,” Thomas said. “It
never goes away.”
Air Commandos provided combat
air patrol and airlift to the
Soldiers, delivering ammo, food,
supplies and troops. They also flew
out wounded and killed in action
GI’s, as well as prisoners, but one
of the most harrowing jobs was
the “candlestick” mission. During
those missions, loadmasters and
flare kickers would load, unload
and drop hundreds of flares from
the skies over southern Vietnam,
illuminating the enemy.
“It was a firefight, the Vietcong
loved to attack,” he said. “We had
B-52s dropping bombs right outside
our wings, ground artillery
coming up, everybody is unloading.
It got to be like the 4th of July,
but of course you were scared.”
According to the Defense Prisoner
we will continue to celebrate
his life as he lived it - taking
“Colby Siegel is an inspiration,”
Gamblin said. “He
didn’t meet strangers — he
made friends. He not only
knew your name, he’d help
you in some way. He was a
‘Carnivores’
run rampant at obstacle course
By Airman 1st Class Hayden K. Hyatt
1st Special Operations Wing
Public Affairs
A
young Airman dodged left and right
through rows and rows of 50-pound,
hanging sandbags as he crossed the
bridge to the Soundside.
He gasped for air as he evaded the last bag only
to look up and see the course wasn’t over yet — he
had many more obstacles to go.
The obstacles were part of the Carnivore Confidence
Course at Hurlburt Field Oct. 19.
The course was made by Airmen to boost morale.
The carnivore theme of the course was inspired
by Chief Master Sgt. Ramon Colon-Lopez,
command chief of 1st Special Operations Wing.
“I think it’s great because when I signed up for
command chief duty I brought the whole carnivore
versus herbivore thing and the Airmen have
just taken it to the next level,” said Colon-Lopez.
“It’s just that unit cohesiveness and pride that
creates that healthy competition.”
The Soundside portion of the course involved
Airmen wading under a dock and low crawling
through the sand soaking wet.
“It was awesome,” said Senior Airman Wayne
Stacey, 1st Special Operations Aircraft Maintenance
Squadron. “The water part at the very end
— it felt really good.”
Airmen dodged sand bags, crawled through
tunnels, and tried to escape “raptors” while traversing
the two-mile course.
“Going through the tunnels on the football
field was my favorite part,” said Staff Sgt. Nicholas
Perez, a fuels supervisor from 1st Special
Operations Logistics Readiness Squadron, “It
was pretty cool.”
Twenty-seven different teams competed in
the base-wide event comprised of units from
around Hurlburt Field.
“Our group consisted of 10 petroleum, oil and
lubricant Airmen and two guys from vehicle operations,”
Perez said. “It was awesome, lots of
fun and a good time to contribute to the team.”
The event was the culmination of months of
planning and preparation.
“I think it’s really amazing — all the thought,
the logistics and the coordination that took place
by Airmen to go ahead and make this happen,”
Colon-Lopez said. “That’s what I’m really proud
of.”
first sergeant of 1st Special Operations
Comptroller Squadron, crawls
Course at Hurlburt Field, Oct. 19.
MSgt. Poulin is in one of many teams
participating in the morale building
exercise.
mental and physical skills.
also known as A2A, for a
two-year term.
As an AFSOC representative,
he briefs young
Airmen about how personal
protective equipment
saved his own life during
a motorcycle crash.
“The day before my
accident, a truck kicked
up sand [while riding my
motorcycle to work] so
I decided to put on my
jacket and all my PPE,”
said Hopkins, the unit deployment
manager with
1st Special Operations
L ogistics Readiness
Squadron.
“When the accident
happened I didn’t get any
road rash, I hit head first,
tumbled and my body contorted,”
Hopkins said. “I
know without my PPE I
would’ve died because my
initial hit was head first.”
According to Natalie
Eslinger, Air Force Safety
Center Representative
for the A2A program, A2A
was established by the Air
Force Chief of Safety as
an initiative to increase
26. The program provides
commanders and safety
offices with an additional
tool to enhance their mishap
prevention and reduction
programs.
The A2A is composed of
10 Airmen who have experienced
a personal safety
mishap and were nominated
by their commanders.
The panel meets four
times per year to discuss
methods of disseminating
their individual safety
experiences.
The council demonstrates
the safety principles
learned through
overcoming serious or potentially
deadly mishaps,
Hopkins explained.
The reason for using
peers that have experienced
some near fatal or
major mishaps is their
ability to reach the Airmen
on a personal level.
Many Airmen are not going to listen
to someone who hasn’t actually experienced
a mishap and can’t relate to them,
Hopkins said. On the other hand, somebody
that wants to give the message
because they went through a traumatic
mishap and now want to help others
avoid similar accidents from happening
may hit closer to home.
The council delivers their safety message
by using several mediums to get
their message out. Not only do they brief
at bases across the Air Force, they also
have a long list of safety-related video
productions available to help spread the
safety message.
Safety videos are available on Youtube
and the Air Force Safety Center home
page. The videos relate the accounts
of A2A members that have overcome
several hazardous situations involving
motorcycle safety, ladder safety and even
flood safety.
Staff Sgt. Hopkins is available to
brief the stories of all A2A council members.
Safety briefs include motorcycle
dogs were available for pats before a
For some people, the open house
let them see other parts of the base
Duncan, Capt. Karl Bituin, and Capt.
Brad Hoffman are medics, and said
they wanted to show support for their
fellow airmen. Hoffman was amazed at
how each plane had a different purpose
and a different crew of people who work
He wasn’t the only one curious about the Osprey. Despite wanting to join the Navy, Jake
and Luke Maggiore inspected the plane with their dad, Bob.
“You don’t get to see these every day,” said 13-year-old Jake, indicating toward the
Osprey.
As an architect, Bob designed some of the buildings at Hurlburt. He said he thought the
open house would be a good chance to show his work to his sons.
“They don’t really ever get to come down here,” Bob said. “This was a good opportunity
for them to see all of this. It’s a great family event.”
‘EBenefits’ boom helps vets, current forces, families
Conceived in the wake of
the Walter Reed scandal as
a way for wounded warriors
and their families to understand
and access benefits,
the “eBenefits” web portal
has become an online gateway
of enormous value and
convenience to 2 million
registered users.
That still leaves a pool of
35 million eligible veterans
and military community
members wondering what
all the “eBenefits” fuss is
about. Robert Reynolds,
a former Special Forces
soldier and former National
Commander of Disabled
American Veterans, is
happy to explain.
with the Department of Defense
brainstorming ways
to make eBenefits more
valuable. Hired in 2009 in
part to breathe life into the
e-concept recommendation
of the Dole-Shalala
Commission for wounded
warriors, Reynolds immediately
saw the potential to
help anyone in service or
with veterans’ benefits and
families and survivors.
If a self-service portal
could deliver information
and benefits faster to the ill
and injured veteran, “why
couldn’t we do it for any
veteran and provide them
that same level of access,”
Reynolds said. Not every
vet is eligible for Vocational
and Rehabilitation training,
he reasoned, but most
qualify for the GI Bill or can
use the guaranteed home
loan benefit.
Today, 30,000 veterans a
day use eBenefits to track
progress on VA compensation
and pension claims
through VA’s eight-step process.
When more information
is needed, an electronic
message alerts claimants a
week or more before letters
can. Every month 780,000
veterans use the portal to
view their payment and
reimbursement history to
confirm online what money
is headed into their accounts
and why.
Those two most popular
features now are accessible
through smart phones
and other mobile devices.
But there’s so much more,
Reynolds said.
Taking one month as an
example, last July veterans
used eBenefits to order,
modify and instantly print
or transfer 80,000 letters
verifying eligibility for VA
benefits; 27,000 letters affirming
veterans’ preference
for civil service jobs;
24,000 letters verifying
military service; and 3,400
letters verifying 100-percent
permanent disability for
military IDs to shop in base
commissaries.
Monthly, about 10,000
veterans, active duty
members and Reserve and
National Guard personnel
use eBenefits to print out
or send to lenders copies of
their home loan guaranty
certificate of eligibility.
The automatic letters
are available instantly to
qualified users because of
the integration of eBenefits
with computer files holding
personal and vet status
information. Users are
delighted to find that most
forms they call up to apply
for new benefits get “autopopulated”
with their name,
address, date-of-birth and
other personal information,
which makes the process
easy and usually error free.
Vets who entered service
since the 1990s have
access to electronic military
records through eBenefits.
Users with smart phones
can download a special app
showing every VA and DOD
installation in their area,
with full contact information,
a feature prized by
“snowbird” retirees who
head south for the winter,
Reynolds said.
VA and DOD use focus
groups of veterans, service
members and family members
to critique eBenefits to
upgrade features and introduce
new ones.
When users are about
to age into or out of benefit
eligibility, or when
benefits will be impacted
by a change in status, the
system sends reminders.
For example, if a current
service member with Post-
9/11 GI Bill education benefits
will separate or retire
soon, the member will get
an electronic reminder that
the option to transfer GI
Bill benefits to family members
must be taken before
they leave active duty or the
option is lost.
EBenefits users, Reynolds
said, can get up to
65 different “early coms”
messages like that, so they
can take full advantage of
earned benefits based on
individual circumstances.
One reminder recently
added for wounded, ill or
injured members on active
duty advises them and
Social Security simultaneously
that they might be
eligible for Social Security
disability benefits.
Veterans, active-duty
members, Reserve and
Guard members, their families
and survivors are all
eligible for eBenefits. Access
is through www.ebenefits.va.gov.
Users must be
registered in the Defense
Enrollment Eligibility Reporting
System (DEERS)
and obtain a DOD Self-Service
(DS) Logon. Those not
in DEERS should call 1 800-
827-1000 and select option 7.
New recruits are being
registered automatically,
and they will have lifetime
access given that eBenefits
is the access point for the
Virtual Lifetime Electronic
Record. By November
2013, every active-duty
member will be required
to register. Through eBenefits
they can access their
Official Military Personnel
Record. By next year they
also will be able to access
their full health records,
Reynolds said.
The portal is such a
powerful tool because it is
jointly run and designed by
VA and DOD as a one-stop
shop for access of servicerelated
benefits. A joint
executive benefits committee
oversees eBenefits. Ultimate
oversight is shared
between the departments’
deputy secretaries.
The portal went live
three years ago, but multiple
features have been
added every three months
through partnerships with
TRICARE, the Veterans
Health Administration, VA
pensions and compensation,
education services and
many other offices.
EBenefits grants two
levels of access. Level one
is limited to certain self-service
features like obtaining
an eligibility certificate for
VA home loans. A veteran
needs only to enroll
in DEERS to register for
basic access.
Level two access is the
“premium eBenefits account.”
For that, veterans
and family members need
to verify their identification
either by answering
security questions online
or through an “in-person
proofing” visit to a VA regional
office or TRICARE
service center.
Military retirees also
can verify their identity
online using their Defense
Finance and Accounting
Service logon.
With a premium account,
Reynolds said, users
gain access to 45 self-service
features for managing
benefits — for education,
employment, health, housing,
insurance or compensation
— and the number is
climbing.
AF officials eliminate civilian skill code requirements
By Debbie Gildea
Air Force Personnel Center
Public Affairs
JOINT BASE SAN AN-
TONIO-RANDOLPH, Texas
— Air Force officials have
rescinded the manual used
to define civilian position
skill codes in one of several
ongoing administrative
actions geared toward
transforming civilian hiring,
determining employee
training and development
needs, and selecting employees
for training under
competitive procedures,
Air Force Personnel Center
officials said.
Skill codes were a foundation
of the previous civilian
hiring system, under
which applicant eligibility
was dependent on knowledge,
skills and abilities
documented in the Air
Force civilian career brief.
Those skills were tied to
skill codes defined in Air
Force Manual 36-505, Skill
Coding, which was rescinded
Oct. 3, said Albert Marshall,
AFPC classification
program oversight advisor.
Coded skills are no
longer used in the hiring
process or to identify past
experience, so the skill
coding manual is no longer
necessary, Marshall
explained.
In 2010, AFPC officials
worked alongside USA
Staffing to begin the transition
to a single staffing
process; all vacancy announcements
were posted
on www.USAJobs.gov.
Coded skills are no longer used in the hiring
process or to identify past experience, so
the skill coding manual is no longer necessary,
Marshall explained.
That transition was completed
earlier this year
when Luke Air Force Base,
Ariz., transitioned. Today,
hiring officials use applicant
resumes, rather than
employee career briefs, to
make hiring decisions.
The single staffing process
was implemented to
help reduce hiring time and
standardize recruitment
processes across the Department
of Defense, and
it benefits hiring officials
as well, said Nancy Tackett,
AFPC supervisory human
resources specialist.
Under the previous
system, vacancies open to
internal and external applicants
required staffing
teams to review external
resumes and internal career
briefs for qualification
criteria. Hiring officials
also had to review the different
types of documents
to determine the best
applicant.
“Not only did it take longer
to conduct two different
review processes, internal
applicants were limited to
whatever skill codes were
identified in their career
brief, while external applicants
were able to fully describe
their qualifications
in a resume. This new process
levels the playing field
for all applicants,” Tackett
said.
Current civilian employees
should familiarize
themselves with the USA-
Jobs site and application
process, even if they don’t
plan to apply for a vacancy,
she advised.
“If you were hired under
the old system, you may
not have a resume and
you may not be comfortable
with preparing one,
but USAJobs requires a
resume, and there are tips
to help you prepare one,”
she said. “Even if you don’t
want to apply for a job right
now, it’s better to be prepared
in case your dream
job is announced.”
Employees can submit
an updated resume, via
the myPers website, to
update their past experience,
Marshall said. Go to
https://mypers.af.mil, select
career management, then
self service, and then resume
update.
CANNON AIR FORCE
Stinger II taxied onto the
newest flightline taxiway
addition at Cannon Air
The 27th Special Operations
they could only describe
as a critical stepping
stone toward the future of
Cannon.
The $35 million project
was nearly two years in the
making and drew from two
for completion.
An AC-130W Stinger II is sprayed by fire trucks while taxing down a newly opened flightline
taxiway addition at Cannon Air Force Base, N.M., Oct. 19. The flightline taxiway is
part of the new additions being added to Cannon and will be used to park up to 18 additional
aircraft that will be grafted into the Cannon fleet sometime in the next three years.
building block of many
more to come that will turn
Cannon into the premier
said Steven Hill, 27 SO-
