0 Introducti<strong>on</strong><br />

This publicati<strong>on</strong> c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>s the results of the project ‘Review of knowledge development <str<strong>on</strong>g>for</str<strong>on</strong>g> multiple and<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>tensive land use outside the Netherlands’ (Verkenn<str<strong>on</strong>g>in</str<strong>on</strong>g>g kennis<strong>on</strong>twikkel<str<strong>on</strong>g>in</str<strong>on</strong>g>g meervoudig ruimtegebruik<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g> het buite<strong>nl</strong>and). The project was commissi<strong>on</strong>ed by a c<strong>on</strong>sortium c<strong>on</strong>sist<str<strong>on</strong>g>in</str<strong>on</strong>g>g of <str<strong>on</strong>g>Habi</str<strong>on</strong>g><str<strong>on</strong>g>for</str<strong>on</strong>g>um, the<br />

Innovati<strong>on</strong> Network Rural Areas and Agricultural systems (Innovatienetwerk Groene Ruimte) and the<br />

Advisory Council <str<strong>on</strong>g>for</str<strong>on</strong>g> Research <strong>on</strong> Spatial Plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, Nature and the Envir<strong>on</strong>ment (RMNO). It was<br />

carried out between February 2001 and October 2002.<br />

The materials presented here focus <strong>on</strong> the urban areas and are the <str<strong>on</strong>g>in</str<strong>on</strong>g>itial results of a review of<br />

<str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al expertise and experience with multiple and <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive land use (MILU), <str<strong>on</strong>g>in</str<strong>on</strong>g> Dutch:<br />

meervoudig ruimtegebruik. The choice of countries to be <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> the review was based <strong>on</strong> a quick<br />

scan which was completed <str<strong>on</strong>g>in</str<strong>on</strong>g> October 2001. 1 and a study by T<strong>on</strong> Kreukels and Mar<str<strong>on</strong>g>in</str<strong>on</strong>g>ka van Vliet.<br />

Broadend Perspective (Verruimd Perspectief) 2 These countries are Germany, France, the United<br />

K<str<strong>on</strong>g>in</str<strong>on</strong>g>gdom, the United States, Japan and H<strong>on</strong>g K<strong>on</strong>g. Un<str<strong>on</strong>g>for</str<strong>on</strong>g>tunately, <str<strong>on</strong>g>in</str<strong>on</strong>g> the time that was available no<br />

suitable <str<strong>on</strong>g>partners</str<strong>on</strong>g> could be found <str<strong>on</strong>g>in</str<strong>on</strong>g> the United K<str<strong>on</strong>g>in</str<strong>on</strong>g>gdom and Japan. Clearly, there<str<strong>on</strong>g>for</str<strong>on</strong>g>e, these results<br />

should be viewed as the first stage <str<strong>on</strong>g>in</str<strong>on</strong>g> the review. Further study will be needed to obta<str<strong>on</strong>g>in</str<strong>on</strong>g> a more<br />

complete picture.<br />

Despite this limitati<strong>on</strong>, the supervisory committee c<strong>on</strong>sidered that the material now available from the<br />

countries <str<strong>on</strong>g>in</str<strong>on</strong>g>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> the study is highly relevant and of value to the debate <strong>on</strong> multiple and <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive<br />

land use <str<strong>on</strong>g>in</str<strong>on</strong>g> the Netherlands. The committee decided, there<str<strong>on</strong>g>for</str<strong>on</strong>g>e, to make the <str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>for</str<strong>on</strong>g>mati<strong>on</strong> available via<br />

this publicati<strong>on</strong>. Moreover, when this stage of the study was c<strong>on</strong>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g> 2002, the future of<br />

<str<strong>on</strong>g>Habi</str<strong>on</strong>g><str<strong>on</strong>g>for</str<strong>on</strong>g>um was uncerta<str<strong>on</strong>g>in</str<strong>on</strong>g>, throw<str<strong>on</strong>g>in</str<strong>on</strong>g>g doubt <strong>on</strong> the possibility of follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g the study up. This was a further<br />

reas<strong>on</strong> to publish the results to date.<br />

The objective of the <str<strong>on</strong>g>research</str<strong>on</strong>g> project was to explore the opportunities <str<strong>on</strong>g>for</str<strong>on</strong>g> Dutch organizati<strong>on</strong>s active <str<strong>on</strong>g>in</str<strong>on</strong>g><br />

the field of multifuncti<strong>on</strong>al use of space, to profit from knowledge available outside the Netherlands<br />

and, if feasible, to cooperate with <str<strong>on</strong>g>for</str<strong>on</strong>g>eign and <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al organizati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g> develop<str<strong>on</strong>g>in</str<strong>on</strong>g>g, adapt<str<strong>on</strong>g>in</str<strong>on</strong>g>g and<br />

apply<str<strong>on</strong>g>in</str<strong>on</strong>g>g new c<strong>on</strong>cepts to the Dutch c<strong>on</strong>text.<br />

In the absence of an absolute yardstick, multifuncti<strong>on</strong>ality can <strong>on</strong>ly be addressed <str<strong>on</strong>g>in</str<strong>on</strong>g> relative terms.<br />

Given this state of affairs, the work<str<strong>on</strong>g>in</str<strong>on</strong>g>g def<str<strong>on</strong>g>in</str<strong>on</strong>g>iti<strong>on</strong> of MILU <str<strong>on</strong>g>for</str<strong>on</strong>g> the purpose of the <str<strong>on</strong>g>research</str<strong>on</strong>g> project<br />

c<strong>on</strong>ta<str<strong>on</strong>g>in</str<strong>on</strong>g>s four elements: 3<br />

- More <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive use of space; <str<strong>on</strong>g>in</str<strong>on</strong>g> other words, a more efficient use of space <str<strong>on</strong>g>for</str<strong>on</strong>g> the allotted functi<strong>on</strong>.<br />

- Mixed use of space, <str<strong>on</strong>g>in</str<strong>on</strong>g> which more than <strong>on</strong>e functi<strong>on</strong> is present <str<strong>on</strong>g>in</str<strong>on</strong>g> the same space.<br />

- Vertical use of space, above and below ground level (the third dimensi<strong>on</strong> of space).<br />

- The use of space <str<strong>on</strong>g>in</str<strong>on</strong>g> time (the fourth dimensi<strong>on</strong> of space).<br />

We speak of multifuncti<strong>on</strong>al and <str<strong>on</strong>g>in</str<strong>on</strong>g>tensive land use when a project addresses <strong>on</strong>e or more of the<br />

above menti<strong>on</strong>ed elements.<br />

The review of <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al experience with MILU was <str<strong>on</strong>g>in</str<strong>on</strong>g>itiated by the <str<strong>on</strong>g>Habi</str<strong>on</strong>g><str<strong>on</strong>g>for</str<strong>on</strong>g>um Foundati<strong>on</strong>, the<br />

Dutch Advisory Council <str<strong>on</strong>g>for</str<strong>on</strong>g> Research <strong>on</strong> Spatial Plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g, Nature and the Envir<strong>on</strong>ment (RMNO) and<br />

the Innovati<strong>on</strong> Network <str<strong>on</strong>g>for</str<strong>on</strong>g> Rural Areas and Agricultural Systems (INGRA). These Dutch actors are<br />
