Yim describes this c<strong>on</strong>nective architecture as the 'Aesthetics of C<strong>on</strong>necti<strong>on</strong>', as seen <str<strong>on</strong>g>in</str<strong>on</strong>g> over 90<br />
number of office build<str<strong>on</strong>g>in</str<strong>on</strong>g>gs <str<strong>on</strong>g>in</str<strong>on</strong>g> the Central Bus<str<strong>on</strong>g>in</str<strong>on</strong>g>ess District, which are all c<strong>on</strong>nected <str<strong>on</strong>g>in</str<strong>on</strong>g> an efficient and<br />
elegant manner. An <str<strong>on</strong>g>in</str<strong>on</strong>g>terview with the Senior Management Group by the author brought up the po<str<strong>on</strong>g>in</str<strong>on</strong>g>t<br />
about the susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ability of MILU <strong>on</strong> the changes <str<strong>on</strong>g>in</str<strong>on</strong>g> use over time. In the case of the Exchange Square,<br />
there has been a cyclic act of overhaul<str<strong>on</strong>g>in</str<strong>on</strong>g>g to upgrade the <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructure of the office towers <str<strong>on</strong>g>in</str<strong>on</strong>g> order to<br />
handle new demands <str<strong>on</strong>g>for</str<strong>on</strong>g> technology to meet the present and the future needs of the tenants.<br />
C<strong>on</strong>clusi<strong>on</strong><br />
M.I.L.U. <str<strong>on</strong>g>in</str<strong>on</strong>g> H<strong>on</strong>g K<strong>on</strong>g presents a complimentary tool <str<strong>on</strong>g>for</str<strong>on</strong>g> optimiz<str<strong>on</strong>g>in</str<strong>on</strong>g>g land-use resources via compact<br />
urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m that is made possible by a high-density and high-rise approach, served by an efficient<br />
public transportati<strong>on</strong> system. For H<strong>on</strong>g K<strong>on</strong>g, the occurrence of a high-density and high-rise urban<br />
<str<strong>on</strong>g>for</str<strong>on</strong>g>m was probably due to extreme pressure from a shortage of land supply versus the demand <str<strong>on</strong>g>for</str<strong>on</strong>g><br />
hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g and other human activities. As po<str<strong>on</strong>g>in</str<strong>on</strong>g>ted out, urban density <str<strong>on</strong>g>in</str<strong>on</strong>g> H<strong>on</strong>g K<strong>on</strong>g today achieved a<br />
world record. In retrospect, such ultra high urban density is caused by social and ec<strong>on</strong>omic hardship<br />
experienced <str<strong>on</strong>g>in</str<strong>on</strong>g> the early days of the mid-sixties of the last millennium that sparked off exodus of<br />
refugees from Ma<str<strong>on</strong>g>in</str<strong>on</strong>g>land Ch<str<strong>on</strong>g>in</str<strong>on</strong>g>a <str<strong>on</strong>g>in</str<strong>on</strong>g>to H<strong>on</strong>g K<strong>on</strong>g. The Government then had no choice but to improvise<br />
it with mass hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g schemes by means of ec<strong>on</strong>omical and land resources with<str<strong>on</strong>g>in</str<strong>on</strong>g> shortest possible<br />
time. In the <str<strong>on</strong>g>for</str<strong>on</strong>g>ty years that followed, the mad-like rush was to meet the hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g demand of a milli<strong>on</strong><br />
populati<strong>on</strong>s <str<strong>on</strong>g>in</str<strong>on</strong>g>creases every decade. So<strong>on</strong>, it became apparent that low-cost public hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g al<strong>on</strong>e was<br />
<str<strong>on</strong>g>in</str<strong>on</strong>g>sufficient to cope with the <str<strong>on</strong>g>in</str<strong>on</strong>g>cessant demand <str<strong>on</strong>g>for</str<strong>on</strong>g> hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g, and the private sector so<strong>on</strong> began<br />
c<strong>on</strong>struct<str<strong>on</strong>g>in</str<strong>on</strong>g>g speculative hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g c<strong>on</strong>sisted of residential towers with saleable flats targeted <str<strong>on</strong>g>for</str<strong>on</strong>g> mid<str<strong>on</strong>g>in</str<strong>on</strong>g>come<br />
families. The Government resp<strong>on</strong>ded by a regulatory land sales policy that <str<strong>on</strong>g>in</str<strong>on</strong>g> no time became<br />
an <str<strong>on</strong>g>in</str<strong>on</strong>g>expensive and effective tool to generate revenue <str<strong>on</strong>g>for</str<strong>on</strong>g> the Government.<br />
If populati<strong>on</strong>-<str<strong>on</strong>g>in</str<strong>on</strong>g>crease was the <str<strong>on</strong>g>in</str<strong>on</strong>g>itial cause <str<strong>on</strong>g>for</str<strong>on</strong>g> the high-density urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m model, it is undeniable that<br />
ec<strong>on</strong>omic c<strong>on</strong>siderati<strong>on</strong> was a sec<strong>on</strong>dary but equally significant cause resp<strong>on</strong>sible <str<strong>on</strong>g>for</str<strong>on</strong>g> the high-density<br />
urban model. For many decades that followed, land sales revenue account towards as big as 30% of<br />
the Government’s annual budget (10), which facilitates H<strong>on</strong>g K<strong>on</strong>g to be <strong>on</strong>e of the world’s lowest<br />
taxati<strong>on</strong> ec<strong>on</strong>omy and a free capital market (11) that draws <str<strong>on</strong>g>in</str<strong>on</strong>g> huge amount of <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al <str<strong>on</strong>g>in</str<strong>on</strong>g>vestment<br />
funds.<br />
The mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g of high-density and high-rise urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m <str<strong>on</strong>g>in</str<strong>on</strong>g> H<strong>on</strong>g K<strong>on</strong>g is attributed by three factors:<br />
a. Substantiate growth <str<strong>on</strong>g>in</str<strong>on</strong>g> populati<strong>on</strong>.<br />
b. Regulariated supply of land.<br />
c. Ec<strong>on</strong>omic benefits brought by a high land price policy (a low taxati<strong>on</strong> and free capital market).<br />
High-density, high-rise Urban Form and M.I.L.U.<br />
The Paper presented four case studies to trace the development of a high-density and high-rise urban<br />
<str<strong>on</strong>g>for</str<strong>on</strong>g>m from the seventies to the end of the last millennium. It is worthwhile to note that because of the<br />
immense pressure from market demand, real estate developers and government planners adopted an<br />
empirical approach towards the collective search <str<strong>on</strong>g>for</str<strong>on</strong>g> a socially and ec<strong>on</strong>omically viable soluti<strong>on</strong>. These<br />
case studies ended with experiments c<strong>on</strong>cluded dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the N<str<strong>on</strong>g>in</str<strong>on</strong>g>eties that resulted <str<strong>on</strong>g>in</str<strong>on</strong>g> an ultimate model<br />
of an urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m that <str<strong>on</strong>g>in</str<strong>on</strong>g> turn bled a livable city.<br />
The H<strong>on</strong>g K<strong>on</strong>g case study reveals two yardsticks to measure and justify the success of a highdensity,<br />
high-rise urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m.<br />
Firstly, the study attempts to quantify the per<str<strong>on</strong>g>for</str<strong>on</strong>g>mance of such urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m and <str<strong>on</strong>g>in</str<strong>on</strong>g> turn the livability of<br />
such city by <str<strong>on</strong>g>in</str<strong>on</strong>g>dicators such as ec<strong>on</strong>omics, social, health, ecological footpr<str<strong>on</strong>g>in</str<strong>on</strong>g>t and land-use<br />
compatibilities aga<str<strong>on</strong>g>in</str<strong>on</strong>g>st selected cities of developed nati<strong>on</strong>s. (Diagram 1,2,3)<br />
Sec<strong>on</strong>dly, the study attempts to qualify the per<str<strong>on</strong>g>for</str<strong>on</strong>g>mance of a high-density and high-rise urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m by<br />
exam<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g how such urban <str<strong>on</strong>g>for</str<strong>on</strong>g>m operates by means of the M. I.L.U c<strong>on</strong>cept. The paper presents the<br />
H<strong>on</strong>g K<strong>on</strong>g expressi<strong>on</strong> of M.I.L.U., which is translated <str<strong>on</strong>g>in</str<strong>on</strong>g>to the c<strong>on</strong>cept of “3C+P” (C<strong>on</strong>nectivity,<br />
C<strong>on</strong>venience, Com<str<strong>on</strong>g>for</str<strong>on</strong>g>t, and the Podium) (6)<br />
