k<str<strong>on</strong>g>in</str<strong>on</strong>g>d of approaches are most likely to succeed when they are escorted by an active relati<strong>on</strong>ship<br />

between politicians and <str<strong>on</strong>g>in</str<strong>on</strong>g>habitants, by communicati<strong>on</strong> and acti<strong>on</strong>s which give vitality to all realms of<br />

public life. Such approaches are part of a trend called 'urban projects', which is used to c<strong>on</strong>duct global<br />

and l<strong>on</strong>g-last<str<strong>on</strong>g>in</str<strong>on</strong>g>g urban renewal processes. These are at work <str<strong>on</strong>g>in</str<strong>on</strong>g> certa<str<strong>on</strong>g>in</str<strong>on</strong>g> parts of Paris, Rennes, Nantes<br />

and Marseille (urban project 'Euroméditerranée'). Lets hope numerous other cities will follow.<br />

The legislative documents focus <strong>on</strong>:<br />

1 - targets <str<strong>on</strong>g>for</str<strong>on</strong>g> development, to def<str<strong>on</strong>g>in</str<strong>on</strong>g>e and study <str<strong>on</strong>g>in</str<strong>on</strong>g> projects, after hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g fixed the relevant perimeter of<br />

the metropolitan area. The c<strong>on</strong>tracts, <str<strong>on</strong>g>in</str<strong>on</strong>g>volv<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>vestment <str<strong>on</strong>g>for</str<strong>on</strong>g> five years (f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial costs be<str<strong>on</strong>g>in</str<strong>on</strong>g>g shared<br />

between State and communities) are to be based <strong>on</strong> the projects. Urban centres and rural<br />

municipalities of the outl<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g are to be c<strong>on</strong>sidered as a whole, endur<str<strong>on</strong>g>in</str<strong>on</strong>g>g together the stresses of the<br />

chang<str<strong>on</strong>g>in</str<strong>on</strong>g>g patterns <str<strong>on</strong>g>in</str<strong>on</strong>g> urban growth.<br />

2- more spatial plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>for</str<strong>on</strong>g> these new urban perimeters. A new type of structure plan (the 'SOOT'<br />

Schema <str<strong>on</strong>g>for</str<strong>on</strong>g> coherence of the territory, issued <str<strong>on</strong>g>in</str<strong>on</strong>g> law SRU) Will be required and is presented as a<br />

matter of priority. A new local plan (PLU : plan local d'urbanisime) complete the disposal urban areas<br />

should have. For small towns a simplified procedure is <str<strong>on</strong>g>for</str<strong>on</strong>g>eseen, called municipal plan ('carte<br />

communale'),<br />

3- improvement of the social and spatial quality <str<strong>on</strong>g>in</str<strong>on</strong>g> urban areas : urban regenerati<strong>on</strong>, comb<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g uses<br />

of land, social equity and safeguard of natural land, are required. To promote these legislatives<br />

objectives, municipalities can benefit of str<strong>on</strong>gly <str<strong>on</strong>g>in</str<strong>on</strong>g>creased f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial endowment but shall decide of<br />

shar<str<strong>on</strong>g>in</str<strong>on</strong>g>g substantive f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial resources.<br />

The law <strong>on</strong> spatial plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g and susta<str<strong>on</strong>g>in</str<strong>on</strong>g>ability (LOADDT) is <str<strong>on</strong>g>for</str<strong>on</strong>g> equity, social progress, ec<strong>on</strong>omical<br />

efficiency and <str<strong>on</strong>g>in</str<strong>on</strong>g>tegrat<str<strong>on</strong>g>in</str<strong>on</strong>g>g o envir<strong>on</strong>mental c<strong>on</strong>cerns. Strategic choices are made at the nati<strong>on</strong>al level<br />

with n<str<strong>on</strong>g>in</str<strong>on</strong>g>e schemes <str<strong>on</strong>g>for</str<strong>on</strong>g> comm<strong>on</strong> services, and <str<strong>on</strong>g>for</str<strong>on</strong>g> regi<strong>on</strong>al and local levels the law stresses the need<br />

<str<strong>on</strong>g>for</str<strong>on</strong>g> relevant units to be c<strong>on</strong>structed as actors <str<strong>on</strong>g>in</str<strong>on</strong>g> development.<br />

Law SRU : Solidarity and urban regenerati<strong>on</strong>, promote a shift from c<strong>on</strong>cepti<strong>on</strong>s of the previous Land-<br />

Use Act (Loi d'orientati<strong>on</strong> f<strong>on</strong>cibre, issued <str<strong>on</strong>g>in</str<strong>on</strong>g> 1967) to cohesi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> urban physical plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g.<br />

Municipalities <str<strong>on</strong>g>in</str<strong>on</strong>g> a circle of 15 km from the limit of an urban centre of more of 15000 people (such a<br />

circle does, most of the time, harm<strong>on</strong>ize with the built-up area) are not allowed to open land to<br />

urbanisati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> some c<strong>on</strong>diti<strong>on</strong>s. land supply less than 15 kms from the sea-shore is also c<strong>on</strong>cerned.<br />

Furthermore a f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial mechanism to have fr<strong>on</strong>tagers pay<str<strong>on</strong>g>in</str<strong>on</strong>g>g their part <str<strong>on</strong>g>for</str<strong>on</strong>g> l<str<strong>on</strong>g>in</str<strong>on</strong>g>e open<str<strong>on</strong>g>in</str<strong>on</strong>g>g of new roads<br />

Municipalities be<str<strong>on</strong>g>in</str<strong>on</strong>g>g more than 1500 people <str<strong>on</strong>g>in</str<strong>on</strong>g> parisian regi<strong>on</strong> and elsewhere <str<strong>on</strong>g>35</str<strong>on</strong>g>00 or more, if their<br />

hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g stock under the average of 20 % dedicated to social hous<str<strong>on</strong>g>in</str<strong>on</strong>g>g, will lose 152 euros a year <str<strong>on</strong>g>for</str<strong>on</strong>g><br />
