General Assembly – <strong>the</strong> General Assembly (or GA) is <strong>the</strong><br />

main body in which all committees work toge<strong>the</strong>r in<br />

deb<strong>at</strong>ing resolutions. Not all committees are part <strong>of</strong> <strong>the</strong><br />

General Assembly; only those with G.A. in <strong>the</strong>ir title take<br />

part.<br />

Formal deb<strong>at</strong>e – This is <strong>the</strong> "standard" type <strong>of</strong> deb<strong>at</strong>e <strong>at</strong> a <strong>Model</strong> UN conference, in<br />

which deleg<strong>at</strong>es speak in <strong>the</strong> order shown on <strong>the</strong> speakers' list.<br />

Lobbying – The negoti<strong>at</strong>ing concerning resolutions between deleg<strong>at</strong>es before <strong>the</strong> actual<br />

deb<strong>at</strong>e. Here is where policy st<strong>at</strong>ements/ clauses are merged with like-minded countries<br />

to form resolutions. It is also <strong>the</strong> opportunity to have a completed resolution signed by<br />

supporting country deleg<strong>at</strong>es so it may be submitted to <strong>the</strong> Approval Panel.<br />

Main submitter – This is <strong>the</strong> deleg<strong>at</strong>ion submitting <strong>the</strong> resolution. This deleg<strong>at</strong>e reads<br />

out <strong>the</strong> oper<strong>at</strong>ive clauses when first presenting <strong>the</strong> resolution, and makes a speech about<br />

<strong>the</strong> resolution.<br />

Member St<strong>at</strong>e - A country th<strong>at</strong> has r<strong>at</strong>ified <strong>the</strong> Charter <strong>of</strong> <strong>the</strong> <strong>United</strong> <strong>N<strong>at</strong>ions</strong> and whose<br />

applic<strong>at</strong>ion to join has been accepted by <strong>the</strong> General Assembly and Security Council.<br />

Currently, <strong>the</strong>re are 191 member st<strong>at</strong>es. The only intern<strong>at</strong>ionally recognized st<strong>at</strong>e th<strong>at</strong> is<br />

not a member st<strong>at</strong>e is <strong>the</strong> Holy See.<br />

Merging – The process where several draft resolutions are put toge<strong>the</strong>r to become one<br />

resolution, which <strong>the</strong>n might be discussed in committee.<br />

NGO – Non-governmental organiz<strong>at</strong>ion. (ex. Greenpeace)<br />

Notepaper – Official notepaper is used by deleg<strong>at</strong>es so <strong>the</strong>y can pass notes through <strong>the</strong><br />

admin while in committee. This notepaper must have some emblem or seal on it th<strong>at</strong><br />

marks it as a specific country’s.<br />

On <strong>the</strong> floor - At a <strong>Model</strong> UN conference, when a working paper or draft resolution is<br />

first written, it may not be discussed in deb<strong>at</strong>e. After it is approved by <strong>the</strong> Approval<br />

Panel and introduced by <strong>the</strong> committee, it is put "on <strong>the</strong> floor" to be discussed, defended,<br />

deb<strong>at</strong>ed and voted upon.<br />

Oper<strong>at</strong>ive clause - This part <strong>of</strong> a resolution describes how <strong>the</strong> UN will address a<br />

problem. It begins with an action verb (decides, establishes, recommends, etc.).<br />

Placard - A piece <strong>of</strong> cardstock with a country's name on it th<strong>at</strong> a deleg<strong>at</strong>e raises in <strong>the</strong> air<br />

to signal to <strong>the</strong> Chair th<strong>at</strong> he or she wishes to speak or counts as a single vote during<br />

voting procedures.<br />

Point <strong>of</strong> Inform<strong>at</strong>ion – This is a question ei<strong>the</strong>r to <strong>the</strong> speaker who has <strong>the</strong> floor or to <strong>the</strong><br />

a member <strong>of</strong> <strong>the</strong> house who has been duly recognized by <strong>the</strong> chair.<br />
