This generally signals that a state does not support the resolution being voted on, but does not oppose it enough to vote no. Administrative Staff - The assistants of the Chair and deputy in committee. They assist with voting procedures and passing official notes. Agenda - The order in which the issues before a committee will be discussed. The first duty of a committee following the roll call is to set the agenda for the session. This is announced by the chairperson of the committee. Amendment - A change to a draft resolution on the floor. This can be of two types: a "friendly amendment" is supported by the original draft resolution's sponsors, and is passed automatically, while an "unfriendly amendment" is not supported by the original sponsors and must be voted on by the committee as a whole in order to enter into the resolution. Chair/ deputy chair - A member of the dais that moderates debate, keeps time, rules on points and motions, and enforces the rules of procedure. Delegate - A student acting as a representative of a member state or observer in a Model UN committee for the period of the conference. Delegation - The entire group of people representing a member state or observer in all committees at a particular Model UN conference. Draft resolution - A document that seeks to fix the problems addressed by a Model UN committee. If passed by the committee, the draft resolution will become a resolution. Faculty Advisor – Is the faculty member in charge of a Model UN team, class or club. In most cases this person accompanies the delegation to the conference and is referred to then as: MUN director. Gavel - The tool, shaped like a small wooden hammer that the Chair uses to maintain order during the General Assembly. It is struck on the table to signal the official Opening and Closing of the conference.
General Assembly – the General Assembly (or GA) is the main body in which all committees work together in debating resolutions. Not all committees are part of the General Assembly; only those with G.A. in their title take part. Formal debate – This is the "standard" type of debate at a Model UN conference, in which delegates speak in the order shown on the speakers' list. Lobbying – The negotiating concerning resolutions between delegates before the actual debate. Here is where policy statements/ clauses are merged with like-minded countries to form resolutions. It is also the opportunity to have a completed resolution signed by supporting country delegates so it may be submitted to the Approval Panel. Main submitter – This is the delegation submitting the resolution. This delegate reads out the operative clauses when first presenting the resolution, and makes a speech about the resolution. Member State - A country that has ratified the Charter of the United Nations and whose application to join has been accepted by the General Assembly and Security Council. Currently, there are 191 member states. The only internationally recognized state that is not a member state is the Holy See. Merging – The process where several draft resolutions are put together to become one resolution, which then might be discussed in committee. NGO – Non-governmental organization. (ex. Greenpeace) Notepaper – Official notepaper is used by delegates so they can pass notes through the admin while in committee. This notepaper must have some emblem or seal on it that marks it as a specific country’s. On the floor - At a Model UN conference, when a working paper or draft resolution is first written, it may not be discussed in debate. After it is approved by the Approval Panel and introduced by the committee, it is put "on the floor" to be discussed, defended, debated and voted upon. Operative clause - This part of a resolution describes how the UN will address a problem. It begins with an action verb (decides, establishes, recommends, etc.). Placard - A piece of cardstock with a country's name on it that a delegate raises in the air to signal to the Chair that he or she wishes to speak or counts as a single vote during voting procedures. Point of Information – This is a question either to the speaker who has the floor or to the a member of the house who has been duly recognized by the chair. 11
