There are two types: procedural and substantive.<br />

Voting bloc – This is <strong>the</strong> period <strong>at</strong> <strong>the</strong> end <strong>of</strong> a committee session during<br />

which deleg<strong>at</strong>es vote on proposed amendments and draft resolutions. Nobody may enter<br />

or leave <strong>the</strong> room during voting bloc.<br />
