Austria defines human rights as the basic freedoms to which all humans should be entitled, the right to life, liberty, freedom of thought and expression, equality before the law, choice of job, etc… Austria feels that these basic human rights should be universal for everyone, regardless of race, stature, and especially regardless of age. The issue of children in armed conflict (more specifically child soldiers) has been and continues to be a large problem for the United Nations because children are often denied the afore-mentioned rights. Austria has joined the SC’s Working Group which was established to advance the protection of children in armed conflict, but since its inception in 2005 it has made very little headway with the issue. Since the issue of the Rights of Children in Armed Conflict was first brought to the UN’s attention Austria has been a supporter. On November 20 th , 1989 Austria attended with 120 other countries the Convention on the Rights of the Child and ratified the treaty in 1992. Between 1989 and the present, Austria has ratified other resolutions that have been drawn up. More currently a resolution adopted by the SC on July 25, 2005 includes member parties stating their concern over the lack of progress that has been made on this issue, concerns which Austria shares. Although this has been an ongoing issue, Austria notes that the issue of children involved in armed conflict is currently the most pressing in Chad, Sri Lanka, and Nepal. Since individual countries are not following through on the treaties they sign to release child soldiers, Austria suggests concentrating instead on protecting displaced children, who would be easier to protect if registration of new-borns became mandatory. Many children in LEDC’s are never registered and therefore if kidnapped and forced to become child soldiers, there is no record of their existence and therefore the kidnappers are not persecuted. Austria believes that by creating a UN agency with the mandate to register births throughout the world would be a good start in protecting children from this abuse. Austria suggests that this be handled on the model set by the WHO in their successful inoculation campaign against small pox. Writing a Resolution: A resolution is similar to a policy statement in that it contains the same information, however its focus is on the last paragraph of the policy statement; the solution to the problem. The entire resolution should be read like one long sentence, where any phrase from the first part put together with any phrase from the second part is a full sentence. The first part of a resolution is made up of information phrases called preambulatory phrases or preambs. These preambs are phrases which set up the second part of the resolution, made up of operatice clauses or simply ops. Instead of using the name of your country, you will now use the name of your committee which will only be stated once at the beginning of your resolution. In the preambulatory clauses you can put all of the information of your first and second paragraphs of the policy statement you have completed, however, focusing less on the description of the problem, what has already been done or defining terms relevant to the issue. In the operative clauses, you describe step by step, the actions which you want to see taken. It is often best to focus on one or two solutions to the issue by explaining clearly every detailed step 6
involved in formation and procedures, rather than having numerous different solutions which have no relation to each other. Formatting your resolution presents the greatest challenge: i) Note all pre-ambulatory clauses end with a comma, while all operatve clauses end with a semi-colon. The last operative clause ends with a full stop. ii) It is very important to use line numbering so that there is no confusion during the debate on the resolution. It is much easier to direct the speaker to the specifically numbered clause in discussion rather than wasting valuable time directing the committee or speaker to “the line beginning with”. iii) Note the italics used at the beginning of each pre-amb clause iv) Note the spacing used throughout v) Note the underlining of the initial word of each operative clause vi) Note the indentation and lettering of secondary or conditional information in each clause *Please follow the formatting shown in the sample below.
