REPORT OF RESOLUTIONS COMMITTEE<br />

February 16, 2013<br />

Your Committee on Resolutions<br />

has carefully considered the<br />

Resolutions offered in the First<br />

Session of the House of Delegates<br />

on Saturday, February 16, 2013.<br />

We are happy to report that a<br />

number of interested physicians<br />

appeared at the meeting of the<br />

Committee on Saturday and<br />

discussed in detail the Resolutions<br />

pending before the Committee.<br />

The cooperation of those<br />

physicians present was most<br />

helpful to the Committee in<br />

reaching decisions and we express<br />

appreciation to those who took the<br />

time to attend the opening hearing.<br />

Mr. Speaker, your Committee<br />

assures the members of the<br />

<strong>Association</strong> that the one and only<br />

consideration that has guided the<br />

Committee in its deliberations has<br />

been the criteria as to whether each<br />

of the resolutions was or would<br />

be in the best interest of the entire<br />

medical profession in <strong>West</strong> <strong>Virginia</strong><br />

in giving its patients the best of care.<br />

Mr. Speaker, your Committee<br />

considered Resolution 1,<br />

pertaining to Honoring<br />

Charles A. Hoffman, MD.<br />

Mr. Speaker, your<br />

Committee recommends that<br />

Resolution 1 be adopted:<br />

THEREFORE, BE IT RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> <strong>Medical</strong><br />

<strong>Association</strong> prominently and<br />

publicly recognize the leadership,<br />

accomplishments and dedicated<br />

service of Charles ‘Carl’ A. Hoffman,<br />

M.D., and the 40th Anniversary<br />

(2012) of his service as President of<br />

the American <strong>Medical</strong> <strong>Association</strong>.<br />

Mr. Speaker, your Committee<br />

moves the adoption of Resolution 1.<br />

Mr. Speaker, your Committee<br />

considered Resolution 2,<br />

pertaining to Physician Led Patient<br />

Centered <strong>Medical</strong> Homes.<br />

Mr. Speaker, your<br />

Committee recommends that<br />

the Resolution 2 be adopted.<br />

THEREFORE, BE IT RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> <strong>Medical</strong><br />

<strong>Association</strong> support a Patient<br />

Centered <strong>Medical</strong> Home model in<br />

which a primary care physician (MD/<br />

DO) leads an interdisciplinary team<br />

of health care providers to ensure that<br />

all facets of a patient’s health care<br />

needs, whether preventative, acute<br />

or chronic, are addressed in the most<br />

effective and efficient manner possible<br />

utilizing the best evidence, technology<br />

and resources available, and<br />

BE IT FURTHER RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> <strong>Medical</strong><br />

<strong>Association</strong> assert that each patient<br />

should have an ongoing relationship<br />

with a personal physician (MD/<br />

DO) who should lead the medical<br />

home interdisciplinary team and<br />

assume ultimate accountability<br />

for each patient’s care.<br />

Mr. Speaker, your Committee<br />

moves the adoption of Resolution 2.<br />

Mr. Speaker, your Committee<br />

considered Resolution 3, pertaining<br />

to <strong>West</strong> <strong>Virginia</strong> Sunrise Law and<br />

Scope of Practice Expansion.<br />

Mr. Speaker, your<br />

Committee recommends that<br />

Resolution 3 be adopted.<br />

THEREFORE, BE IT RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> <strong>Medical</strong><br />

<strong>Association</strong> strongly support<br />

the state’s Sunrise Law, and<br />

BE IT FURTHER RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong> <strong>Medical</strong><br />

<strong>Association</strong> strongly advocate for the<br />

mandatory application of the Sunrise<br />

Law in each and every case in which a<br />

non-physician group or organization<br />

proposes legislation or rules to revise<br />

or expand their scope of practice.<br />

Mr. Speaker, your Committee<br />

moves the adoption of Resolution 3.<br />

Mr. Speaker, your Committee<br />

considered Resolution 4,<br />

Coordination of Information.<br />

Mr. Speaker, your Committee<br />

recommends that Resolution<br />

4 be adopted as amended:<br />

THEREFORE, BE IT RESOLVED,<br />

that the <strong>West</strong> <strong>Virginia</strong> <strong>State</strong><br />

<strong>Medical</strong> <strong>Association</strong> actively<br />

promote the need to enhance and<br />

improve the coordination of patient<br />

information across governmental<br />

agencies to reduce or eliminate<br />

redundancy and duplication.<br />

Mr. Speaker, your Committee<br />

moves the adoption of<br />

Resolution 4 as amended.<br />

Mr. Speaker, we wish to thank<br />

the members of the WVSMA<br />

who appeared before the<br />

Committee for their participation,<br />

patience, enthusiasm, wisdom,<br />

endurance, and time devoted to<br />

the study of the resolutions.<br />

In addition to me, as Chairman,<br />
