2. Recreation Staffing<br />

a. Hire the following staff:<br />

i. Parks <strong>and</strong> Recreation Director<br />

ii. Clerical Support Person<br />

iii. Program <strong>and</strong> maintenance staff<br />

b. Create <strong>and</strong> adopt job descriptions for each position<br />

c. Develop a personnel policy<br />

d. Provide Professional Membership for the Parks <strong>and</strong> Recreation<br />

Director in the Pennsylvania Recreation <strong>and</strong> Parks Society<br />

(PRPS) <strong>and</strong> the National Recreation <strong>and</strong> Parks Association<br />

(NRPA)<br />

e. Provide continual training for Parks <strong>and</strong> Recreation Director<br />

<strong>and</strong> other staff at the - PRPS <strong>and</strong> NRPA Conferences or other<br />

professional training events<br />

3. Finances <strong>and</strong> Business Operation<br />

a. Operate the Commission using sound not-for-profit business<br />

principles.<br />

b. Develop <strong>and</strong> adopt a revenue policy that will serve as a tool for<br />

decision-making in relation to all fees charged <strong>and</strong> revenues<br />

produced. (A sample plan is included in the Appendices.)<br />

c. Utilize the following four DCNR publications to enhance parks<br />

<strong>and</strong> recreation administration <strong>and</strong> operation of the <strong>Titusville</strong><br />

Area Leisure Services Commission.<br />

i. Community Recreation <strong>and</strong> Parks: An essential<br />

Government Service in Pennsylvania<br />

ii. Recreation <strong>and</strong> Parks Board H<strong>and</strong>book<br />

iii. Financing Municipal Recreation <strong>and</strong> Parks<br />

iv. A Guide to Funding Recreation <strong>and</strong> Conservation Project<br />

4. Facilities<br />

a. Determine what facilities fall under the newly formed organization <strong>and</strong> what responsibilities it has over<br />

each.<br />

b. Hire the appropriate maintenance/custodial staff to provide for daily care of the community center <strong>and</strong><br />

other facilities to the highest level of cleanliness, functionality, <strong>and</strong> safety.<br />

c. Ensure that all facilities under the management <strong>and</strong>/or maintenance of the Commission meet current ADA<br />

st<strong>and</strong>ards <strong>and</strong> follow the general recommendations of this plan for facility safety, care, <strong>and</strong> maintenance.<br />

5. Publicity<br />

a. Focus on electronic media outlets to publicize<br />

programs <strong>and</strong> parks – email, website Facebook,<br />

Twitter, Instagram, Blogspot, Issu, <strong>and</strong> others<br />

b. Adopt an email blast system to stay connected with<br />

residents<br />
