Adopt a policy to maintain <strong>and</strong> manage the<br />
<strong>Titusville</strong> <strong>City</strong> Parks under the three tiered system<br />
described in The Comprehensive Recreation Plan.<br />
Create a maintenance management plan that<br />
establishes st<strong>and</strong>ards to ensure all parks will<br />
be maintained to a high level of quality <strong>and</strong><br />
safety. Include a safety <strong>and</strong> risk management<br />
component.<br />
Implement preventative maintenance practices<br />
that reduce continual labor intensive tasks.<br />
Construct <strong>and</strong> upgrade facilities in ways that<br />
reduce on-going maintenance.<br />
Retain a sufficient maintenance staff that is<br />
trained in methods of caring for parks <strong>and</strong><br />
facilities. Staffing should include, at a minimum, a<br />
Park Maintenance Manager; 1-2 full-time, yearround<br />
staff; 1-3 supplemental staff from PW crew<br />
or hired as seasonal workers. Additional staff will<br />
be needed for maintenance <strong>and</strong> custodial care of<br />
the community center.<br />
