Charles Funk, Department <strong>of</strong> Missouri. May I suggest, that number ten be added and that<br />

basically would be in reference to that, since <strong>the</strong> <strong>Sons</strong> <strong>of</strong> <strong>Union</strong> <strong>Veterans</strong> <strong>of</strong> <strong>the</strong> <strong>Civil</strong> <strong>War</strong> by being<br />

members are not required to wear a period uniform that <strong>the</strong>y may fall in at <strong>the</strong> rear <strong>of</strong> <strong>the</strong> uniform<br />

gentlemen and still be able to participate? It has been noted that this is an affair not just <strong>of</strong> reserve or <strong>of</strong><br />

re-enactors but it is an affair where <strong>the</strong> procession includes all men <strong>of</strong> <strong>the</strong> <strong>Civil</strong> <strong>War</strong> <strong>Sons</strong> <strong>of</strong> <strong>Union</strong><br />

<strong>Veterans</strong> <strong>of</strong> <strong>Civil</strong> <strong>War</strong>. I propose that a ten paragraph in <strong>the</strong>re that would open up <strong>the</strong> policy that <strong>the</strong>se<br />

people could also join in and that possibly ano<strong>the</strong>r number eleven, in that anybody else, for instance,<br />

we’ve got a gentlemen that just came back from Iraq, he will be here Saturday at <strong>the</strong> banquet. That<br />

<strong>the</strong>se people also may be able to join in after we have done this with Sherman Day where those people<br />

who are in civilian clo<strong>the</strong>s <strong>of</strong> <strong>Sons</strong> <strong>of</strong> <strong>Union</strong> <strong>Veterans</strong> <strong>of</strong> <strong>the</strong> <strong>Civil</strong> <strong>War</strong> also join a procession but after<br />

<strong>the</strong> uniform people. Thank you.<br />

I support Bro<strong>the</strong>r Powell’s motion that this should not be adopted in <strong>the</strong> form that it is. That<br />

people should be permitted to march in that parade in appropriate attire but not necessarily historic<br />

uniforms.<br />

Okay I mean I’m not being a villain here. I would like to see all <strong>the</strong> members <strong>of</strong> <strong>the</strong> organization<br />

in uniform but being Provost Marshall for <strong>the</strong> parade creates a real nightmare. I had Boy Scouts show<br />

up last year. I had o<strong>the</strong>r civilian groups show up. I saw a guy in a Confederate uniform totally in red<br />

dressed like Santa Claus with bells on his feet walking around. Okay, and that is <strong>the</strong> truth, <strong>the</strong> gospel<br />

truth. Eric stood out at <strong>the</strong> angle and he said, “Look at that going <strong>the</strong>re.” Where does this end, if we<br />

don’t set a line here? Where does it end? We say that we are allowing modern business attire for <strong>the</strong><br />

Commander-in-Chief and <strong>the</strong> heads <strong>of</strong> <strong>the</strong> Allied Orders. Now <strong>the</strong> women will want to be in <strong>the</strong> parade<br />

too. Are we going to allow <strong>the</strong>m in <strong>the</strong> parade and maybe next, we are going to allow patriotic<br />

individuals or organizations to participate, like <strong>the</strong> JROTC. The Boy Scouts were <strong>the</strong>re and <strong>the</strong>y were<br />

told that <strong>the</strong>y could march with a re-enactment unit that was <strong>the</strong>re. Okay, somebody told <strong>the</strong>m <strong>the</strong>y<br />

could march with <strong>the</strong>m and in reality this is a unique parade. There is nothing like it anywhere else in<br />

<strong>the</strong> world. We have <strong>the</strong> distinction <strong>of</strong> having that parade and I’ll tell you what, folks, if you stand at <strong>the</strong><br />

bottom <strong>of</strong> Baltimore Hill and watch <strong>the</strong> <strong>Union</strong> Units come over <strong>the</strong> top with <strong>the</strong> flags flying, you will<br />

think you see a division <strong>of</strong> <strong>the</strong> Army <strong>of</strong> <strong>the</strong> Potomac coming down <strong>the</strong> street. I mean it is just so<br />

unbelievable and like I say, I don’t object to <strong>the</strong> fact that people wish to have members <strong>of</strong> <strong>the</strong><br />

organization. I feel strongly that at some point, we have to say enough is enough, because if we allow<br />

<strong>the</strong>m, what about in six months from now or six years from now? Somebody comes from <strong>the</strong> K.K.K.<br />

and <strong>the</strong>y want to be in or from <strong>the</strong> Neo-Nazis and <strong>the</strong>y want to be in. I had a guy that wanted to pull a<br />

hearse last year. You know you have to set a line and you got to stand firm. I hate to say that, but this is<br />

<strong>the</strong> only way we are going to get around it so it’s got to be period.<br />

I think we are loosing sight <strong>the</strong> fact that Remembrance Day is four distinct events. The Parade is<br />

an SVR activity. Who marches in it, is up to <strong>the</strong> SVR, That is not a National Organization activity. The<br />

ceremony involving <strong>the</strong> monument is <strong>the</strong> National Organization program and activity. And <strong>the</strong>re is <strong>the</strong><br />

Past Commander’s and Past President’s <strong>of</strong> South Central Pennsylvania banquet. And <strong>the</strong> Military Ball,<br />
