its mandate to secure and protect <strong>the</strong> staff, general public and<br />

<strong>Court</strong>’s facilities by monitoring and improving operations as<br />

needed, completing a comprehensive security manual, with a<br />

pertinent Use <strong>of</strong> Force Policy, and facilitating educational drills<br />

and responses to aid in <strong>the</strong> awareness <strong>of</strong> <strong>Court</strong> personnel. In<br />

addition, a comprehensive training schedule will be established<br />

to ensure quarterly firearms training, semiannual firearms<br />

qualifications, and routine defensive tactical and physical<br />

training.<br />

Human Resources. The <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>the</strong> <strong>Virgin</strong> <strong>Islands</strong>’<br />

Human Resources Division was formally staffed on May 3, <strong>2010</strong>,<br />

with <strong>the</strong> hiring <strong>of</strong> <strong>the</strong> <strong>Court</strong>’s first Human Resources Manager. The<br />

Division is responsible for planning, developing, implementing,<br />

administering and evaluating <strong>the</strong> personnel program for <strong>the</strong><br />

<strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>the</strong> <strong>Virgin</strong> <strong>Islands</strong>. Additionally, <strong>the</strong> division<br />

organizes, directs and coordinates all aspects <strong>of</strong> <strong>the</strong> personnel<br />

system, including recruitment, testing, selection and retention,<br />

job classification, compensation administration, training, and<br />

workers compensation.<br />

Staffing. In fiscal year <strong>2010</strong>, <strong>the</strong> <strong>Supreme</strong> <strong>Court</strong> workforce<br />

consisted <strong>of</strong> forty three (43) dedicated personnel, an increase <strong>of</strong><br />

fourteen (14) from fiscal year 2009. As stated in <strong>the</strong> objectives for<br />

fiscal year 2009, <strong>the</strong> <strong>Court</strong> filled <strong>the</strong> following critical positions:<br />

Accounting Clerk I, Administrative Officer I, Building and<br />

Grounds Maintenance Worker, Computer Support Technician,<br />

Custodian, Deputy Marshal, Executive Assistant, Human<br />

Resources Manager, Procurement Manager, Switchboard<br />

Operator/Receptionist, and Staff Attorney.<br />

Despite <strong>the</strong> strides made in filling positions in fiscal year <strong>2010</strong>, <strong>the</strong><br />

<strong>Supreme</strong> <strong>Court</strong> closed <strong>the</strong> fiscal year with twenty (20) vacancies,<br />

with recruitment ongoing for <strong>the</strong> positions <strong>of</strong> Chief Financial<br />

Officer and Facilities Manager.<br />

Employees <strong>of</strong> <strong>the</strong> Year. Each year, <strong>the</strong> <strong>Court</strong> undertakes <strong>the</strong><br />

difficult task <strong>of</strong> selecting one employee from each court location<br />

to be awarded <strong>the</strong> prestigious honor <strong>of</strong> Employee <strong>of</strong> <strong>the</strong> Year.<br />

The two dedicated and exemplary employees chosen as <strong>2010</strong><br />

Employees <strong>of</strong> <strong>the</strong> Year were Mrs. Twana Augustin, Deputy Clerk<br />

I on <strong>the</strong> island <strong>of</strong> St. Croix and Mrs. Kerry Miller, Accounting<br />

Clerk II on St. Thomas. Both <strong>of</strong> <strong>the</strong>se individuals were chosen<br />

based on <strong>the</strong>ir exceptional service and pr<strong>of</strong>essionalism. The<br />

<strong>Court</strong> is privileged to have <strong>the</strong>se persons on our team.<br />

Pr<strong>of</strong>essional Development. Continual development <strong>of</strong> our<br />

human resources is important to <strong>the</strong> <strong>Supreme</strong> <strong>Court</strong> <strong>of</strong> <strong>the</strong> <strong>Virgin</strong><br />

<strong>Islands</strong>. It includes <strong>the</strong> process <strong>of</strong> enhancing <strong>the</strong> effectiveness <strong>of</strong><br />

our court and <strong>the</strong> well-being <strong>of</strong> staff through planned trainings<br />

and activities that provide <strong>the</strong> necessary skills to meet current<br />

and future job demands.<br />

During fiscal year <strong>2010</strong>, <strong>the</strong> <strong>Supreme</strong> <strong>Court</strong> facilitated attendance<br />

at <strong>the</strong> following conferences: Conference <strong>of</strong> Chief Justices’ Mid-<br />

Winter Meeting, Conference <strong>of</strong> Chief Justices and Conference <strong>of</strong><br />
