ADMINISTRATIVE AND<br />
SUPPORT DIVISION<br />
The Accounting and Finance Division <strong>of</strong> <strong>the</strong> Superior <strong>Court</strong> is<br />
charged with <strong>the</strong> responsibility <strong>of</strong> <strong>the</strong> direct management <strong>of</strong> <strong>the</strong><br />
<strong>Court</strong>’s finances, which includes budget preparation, payment to<br />
vendors, and <strong>the</strong> preparation <strong>of</strong> <strong>the</strong> myriad <strong>of</strong> mandated fiscal<br />
and financial reports and o<strong>the</strong>r documentation that must be<br />
submitted to <strong>the</strong> various entities <strong>of</strong> <strong>the</strong> government.<br />
Under <strong>the</strong> leadership and guidance <strong>of</strong> <strong>the</strong> CFO, <strong>the</strong> Accounting<br />
and Finance Division continued its efforts in Fiscal Year <strong>2010</strong> to<br />
provide financial accounting, payroll processing, and budgetary<br />
support services to our internal and external customers - namely<br />
<strong>the</strong> employees <strong>of</strong> <strong>the</strong> Superior <strong>Court</strong>, our vendors, and o<strong>the</strong>r<br />
governmental entities, to include <strong>the</strong> enforcement <strong>of</strong> up-front<br />
withholding <strong>of</strong> Gross Receipts Taxes (GRT) - where appropriate -<br />
and <strong>the</strong> related filing <strong>of</strong> <strong>the</strong> GRT return with <strong>the</strong> Internal Revenue<br />
Bureau (IRB).<br />
As a direct result <strong>of</strong> <strong>the</strong> salary increases that were implemented<br />
in FY 09, <strong>the</strong> Accounting and Finance Division managed <strong>the</strong><br />
process and prepared <strong>the</strong> applicable calculations and <strong>the</strong> related<br />
retroactive payments for <strong>the</strong> salary increments - in addition<br />
to <strong>the</strong> related overtime payments for <strong>the</strong> employees <strong>of</strong> <strong>the</strong><br />
Superior <strong>Court</strong>.<br />
An ongoing challenge for this division stems from <strong>the</strong> Enterprise<br />
Resource Planning (ERP) system which has limited baseline<br />
reporting capabilities as compared to its predecessor – <strong>the</strong><br />
Financial Management System (FMS).<br />
The Superior <strong>Court</strong>’s funding for FY10, as appropriated by <strong>the</strong><br />
Legislature and signed into law, totaled $32,536,632. In order<br />
to carry out its mandated functions, <strong>the</strong> <strong>Court</strong> utilized <strong>the</strong> full<br />
amount <strong>of</strong> its allotment as outlined below:<br />
