Terms of reference & scope of services for MGNREGS State Resource Centre
Context of the Proposal:
The MGNREG Scheme has been implemented in Gujarat State since February 2006 . The objective of
the Scheme is to provide 100 days of guaranteed wage employment to the rural household whose adult
members volunteer to do unskilled manual work. The Rural Development Department, Government of
Gujarat is responsible for the planning, implementation, supervision and monitoring of the scheme. The
Department recognizes that ,while the MGNREG Scheme is primarily a safety net for the poor, it is also an
effort to create durable assets which, in turn can trigger rural growth, leading to sustainable development
and rural employment.
The scale of the MGNREG Scheme has expanded rapidly in the State from a modest beginning in six
districts in 2006. During 2009-10, the scheme was implemented in all districts providing a total of 585.11
lakh mandays, and incurring a total expenditure of Rs.738 cr. The estimated Labour Budget of MGNREGS
for 2010-11 is Rs. 1386 cr.
Given the scale of the scheme, it is critical that programme implementation be managed as a professional
activity, integrating social mobilization, capacity building, quality financial management, technical
supervision , quality MIS and use of modern technology
Scope of Services:
In order to meet the challenges envisaged in implementing MGNREGS in the State, it is proposed to
set up a State Resource Centre for MGNREGS with professional assistance. The Commissionerate of
Rural Development, Government of Gujarat, therefore seeks services in the areas of Monitoring and
Evaluation, Financial Management , Capacity Building, IEC and BCC. An indicative scope for each of the
listed areas is outlined below. However applicant agencies are requested to explore the full potential of
each area while submitting their proposed action plan to the Commissionerate of Rural Development .
Monitoring and Evaluation:
The Centre will ensure robust implementation of the online NREGASoft MIS of the Ministry of Rural
Development. It will ensure:
• Technical oversight for ongoing monitoring and documentation of day to day activities and
reporting to various levels.
• Analysis of data on monthly basis and formulating recommendations.
• To address gender mainstreaming in NREGS implementation .
• To generate quality reports and documentation on the progress of MGNREGS in the State.
• To conduct impact evaluation of NREGS on periodical basis.
Financial Management:
Financial management is key to the implementation of MGNREGS. The Centre will facilitate:

• Availability & smooth flow of funds at district level and taluka level
• Real time expenditure tracking to ensure that activities are implemented as scheduled and
discrepancies trigger immediate corrective steps.
• Support maintenance of accounts as per GOI and State government guidelines
• Undertake analysis of variance between physical and financial progress to enable appropriate
action by senior officials
• Enable timely mandatory audit process at all levels (GP, Block, and District & State) and
compliance.
• To ensure transparency in financial transaction at all levels.
IEC and BCC:
The Centre shall:
• Formulate an effective state wide IEC campaign on MGNREGA, and prepare modules for its
dissemination.
• Develop relevant, attractive and suitable IEC materials and reports
• Devise and implement an effective action plan for propagating the rights of NREGA workers and
generating demand among masses for work under MGNREGS .
• Develop appropriate advocacy tools to sensitise all categories of stakeholders in support of the
scheme
• To monitor the implementation of IEC / BCC campaign and ensure the midcourse corrections if
needed.
Capacity Building :
• To design effective training modules for each category of stakeholder of MGNREGS, with the help
of SIRD,NIRD.
• To organize ToT Training programmes at District & Block level to create a pool of resource persons
in the field
• To plan training and refresher training calendar for different locations in the State for all categories
of stakeholders of the Scheme.
• To monitor the effectiveness of ongoing training programmes.
• To incorporate the lessons learnt during implementation for improvement of training modules.
Request for Proposals:
The Comissionerate of Rural Development, Government of Gujarat, hereby invites professionally
competent agencies individually or in consortium to provide services covering inter alia ,the above scope of
work for the financial years 2010-11 and 2012-13.
The applicant agency/agencies are required to furnish their proposed strategy for the above areas which
should include the following:

Approach Paper to clearly establish the nature of tasks proposed to be undertaken under the
project.
The deliverables for each component along with the necessary milestones and timelines.
Estimates of the total time effort to be provided for the project, supported by bar/ chart
diagrams showing the time proposed for the implementation of each component with
necessary milestones.
Full particulars of the constitution, ownership, organizational structure and main activities of the
prospective agencies , including details such as :-;
Unabridged annual reports or audited financial accounts for the last three years.
Names and short CVs of the full time & part time professionals proposed to be involved in the
work (the CVs would need to be backed by written commitment of the persons of availability of
their service.)
Details of major assignments undertaken of a similar nature, during the last ten years. Detail of
partnerships and supporting document for the same.
Fee structure and rationale for the same.
Necessary documents required to be furnished along with the proposals:
1. Proposal document signed and sealed (with official seal) in Original on all pages with all pages
duly numbered.
2. In case applicant firm is a company- Certified copy of Certificate of incorporation for
companies & Memorandum and Articles of Associations,
Or
3. In case the applicant firm is a society- Certified copy of registration deed with objects of
constitution of society
Or
4. In case applicant firm is a corporation- Authenticated copy of the parent statute
Or
5. In case of Trust- Certified copy of the Trust Deed
Or
6. In case of Firm- Certified copy of the Registration Deed Certified copies of documents
submitted, as above, must be signed and carry the seal of the authorized signatory.
7. List of present Directors/owners/executive council members/trustees/ Board members as
applicable.
Eligibility:
Reputed organizations having an experience of at least 3 years in providing services in the
designated areas listed above. Organisations having sector specific experience and in house
capability to manage the entire assignment will be an added advantage.

Selection Process
The proposals will be evaluated on a quality and cost based selection (QCBS) basis. Technically
acceptable proposals will be ranked according to their combined technical and financial scores.
The Commissionerate of Rural Development is not bound in any manner to select any of the
agency submitting proposals or to select the agency offering the lower price. The agency achieving
the highest combined technical and financial score will get the highest rank, followed by others.
The firm/firms obtaining the highest number scores will be invited for presentations with a view to
clarify any outstanding points, to finalize technical and financial arrangements and, in case of
successful negotiations, to sign a Contract Agreement.
Proposal Evaluation Committee
The above evaluation shall be carried out by an Evaluation Committee to be designated by the
Rural Development Department , Govt. of Gujarat. The Committee shall determine the approach
and methodologies for the evaluation and the issues, which may arise during the above referred
evaluation exercise and have not been addressed in this Document. The decision of the
Committee shall be final and binding on all the participating agencies .
Minimum General Criteria for evaluation:
The applicant agencies would be assessed broadly on the following criteria :
1. Efficiency and effectiveness, timelines and deliverables of the services proposed to be
provided.
2. Methodology and work programme for the proposed assignment.
3. Credentials of the organization (Financial and Physical) and constitution,
4. Technical and managerial capability of the organization,
5. Performance record of the last two years, and
6. Experience in the field of assignment and qualification of key team members to be
deployed (full time & part time ,separately).
Proposal Due date :
The EOI must be received by the Rural Development Department, Block No 16/3 Dr. Jivraj Mehta
Bhavan before 15 /8/2010 17.00 HRS by speed /Registered Post . The proposal received after
due date and time will not accepted by the Department and no communication shall be entertained
in this regard.
Right of change and modifications of the assignment:
Commissioner & Pr. Secretary, Rural Development will reserve the right to
change/terminate/modify the conditions of this document or the scope of work at any time.

Payment terms:
Appropriate proportion of the Total Accepted Project Value, due to the agency on completion of
each Quarter for which the agency has rendered his service under this project shall be payable to
the agency at the end of each Quarter. All the payments shall be released on certification of
satisfactory completion of work from the Rural Development Department.
Penalty clause:
The Commissionerate of Rural Development will levy a maximum of 10% penalty of the Total
Accepted Project Value of the services to be provided by the agency in case the agency fails to
provide the services specified by the CRD in the pre-confirmed time schedule. The quantum of
penalty shall be decided by the CRD and it shall be binding and final. On the agency failing to
rectify the faults, the CRD may get them attended/rectified by any other agency at the risk and
cost of the agency and the same will be recovered from the agency . The CRD shall terminate the
contract on evidence of persistent non-performance by the agency by giving one month notice.
The CRD also reserves the right to award the contract to one or more than one agency and split
the work among different agencies.
Contract period:
This service shall commence within 15 days from the date of issuance of work order and shall
continue thereafter for a period of two years based on the monthly review and results of the
services. The services provided by the agency/ies shall be reviewed by the CRD periodically .
The contract may be extended for further period as may be mutually decided. The terms and
conditions for extension of the contract may be negotiated.
Termination of Contract:
The CRD will have the right to cancel the contract if the agency commits breach of any or all
conditions of the contract. Breach of Contract includes, but not limited to, the following:
It is found that the schedule of implementation of the project is not being adhered to.
The agency stops work and such stoppage has not been authorized by the CRD.
The agency may become bankrupt or goes into liquidation other than for project or
amalgamation.
The CRD gives notice to correct a particular defect/irregularity and the agency fails to
correct such defects/irregularity within a reasonable period of time determined by the CRD.
If the contract is terminated by the CRD Government of Gujarat unilaterally, the Government will
pay to the agency remaining amount, if any, for the payment for service charges for the period for
which the service has been rendered and all other claims through mutually agreeable settlement.
Confidentiality:
The information supplied by Commissionerate of Rural Development and/or, the data collected
during this assignment and final report shall remain the sole property of the Commissionerate of
Rural Development and the agency is not authorized to divulge the information or publish findings
in any form without the prior written permission from the Commissioner & Pr. Secretary, Rural
Development Department , Gandhinagar.

Restriction on transfer of Rights :
The agency shall not transfer the Contract/assignment , partially or fully to anybody except with
the prior permission of the Commissionerate of Rural Development
