Onsite Sewage System and General Sewage Sanitation Regulations<br />

stringent sections <strong>of</strong> these regulations when it is determined that public<br />

health will not be put at risk by the proposal and the intent <strong>of</strong> these<br />

regulations will be met.<br />

6. The <strong>Health</strong> Officer may, at their discretion, allow the application <strong>of</strong> the<br />

marine shoreline expansion provisions <strong>of</strong> WAC 246-272A-0290 (2) when it is<br />

determined that the intent <strong>of</strong> these regulations can be met by such<br />

application.<br />

7. The <strong>Health</strong> Officer may develop the application and design information<br />

required for a development proposal, as allowed under WAC 246-272A-0200<br />

(3) and WAC 246-272A-0230(1)(b), as needed to protect public health.<br />

B. General and Application Requirements:<br />

1. Onsite sewage systems shall only be designed by persons meeting the<br />

definition <strong>of</strong> “designer” under WAC 246-272A-0<strong>01</strong>0(2), except as specified in<br />

Section 10.A.7.<br />

2. Project proposals shall meet the minimum land area requirements specified<br />

in Section 15.<br />

3. Project proposals shall be submitted to the <strong>Health</strong> Officer for review and<br />

consideration through a completed Building Site Application form, and shall<br />

address both onsite sewage system and water supply requirements.<br />

4. Unless otherwise approved by the <strong>Health</strong> Officer, each onsite sewage system<br />

proposal shall have a separate Building Site Application prepared and<br />

submitted for review unless a shared dispersal component (i.e., community<br />

system) is proposed.<br />

5. When a shared onsite sewage system or dispersal component is proposed,<br />

the <strong>Health</strong> Officer may require a Building Clearance Application be prepared<br />

and submitted for each additional connection to the shared system.<br />

6. Property owners and/or their authorized agent shall:<br />

a) Contract with a designer, as specified in Section 10.B.1., to complete and<br />

submit a Building Site Application form, for water supply and onsite<br />

sewage treatment, to the <strong>Health</strong> Officer prior to beginning the<br />

construction process;<br />

b) Obtain Building Site Application approval from the <strong>Health</strong> Officer prior<br />

to beginning the construction process;<br />

c) Obtain a Onsite Sewage System Installation Permit prior to constructing a<br />

new onsite sewage system, or connecting to an existing and permitted<br />

onsite sewage system;<br />
