1. Introduction<br />

1.1 Background<br />

The London Borough of <strong>Islington</strong> wishes to develop the Highbury Roundhouse Community<br />

Centre site, including rebuilding the Centre itself. Atkins has been commissioned by the London<br />

Borough of <strong>Islington</strong> to carry out a geotechnical desk study and topographical survey of the site,<br />

together with a condition survey of the existing retaining structures present on site<br />

The geotechnical desk study has reviewed existing available geotechnical information to allow<br />

the key issues to be identified and their implications to be assessed for further investigation.<br />

In addition, some environmental issues have been included in this report. However, it is proposed<br />

that a Phase 1 environmental desk study will be produced at a later date which will include a<br />

detailed assessment of potential sources of contamination from previous land uses.<br />

This desk study has been undertaken in a limited time scale and covers only the main aspects of<br />

the site and should not be considered exhaustive. The advice contained in this report should not<br />

be taken as definitive and may be subject to revision during further investigation works.<br />

1.2 Scope of Work<br />

The scope of work comprises:<br />

• Topographical survey to establish the topography of the site area and to determine the exact<br />

site boundaries;<br />

• Undertake a site visit to provide an assessment on what involvement will be needed by<br />

Network Rail to provide clarification on the use of the land above the tunnel for a<br />

development;<br />

• Prepare a geotechnical desk study of the site recommending scope of an appropriate<br />

investigation;<br />

• Undertake a condition survey of the existing retaining structures around the site and<br />

recommend preliminary options for the repair or replacement and a preliminary cost<br />

associated with the works.<br />

• Search of the underground utilities within the site boundaries.<br />

2. Sources of Information<br />

Information on the geology, hydrogeology, hydrology, site history and contamination within the area<br />

has been gathered. This has involved contacting various organisations, to obtain existing information<br />

as summarised in Table 2.1.<br />

3. Site Conditions<br />

3.1 Site Description<br />

The site is elongated, irregular in shape and generally flat. The site is bounded on the northern<br />

side by Nos. 1 to 8 Whistler Street, on the eastern side by Nos. 1a to 31 Battledean Road, on the<br />

southern side by Ronalds Road and on the western side by a railway cutting. The site is narrower<br />

in the central area where there is a constriction formed by the top of the railway cutting and the<br />

properties along Battledean Road.<br />

The Highbury Roundhouse Youth and Community Centre is located at the northern end of the site<br />

backing onto the properties of Nos. 1 to 8 Whistler Street. Another property, No. 71 Ronalds<br />

Road, is owned by Highbury Roundhouse and is located at the entrance to the site. The site also<br />

includes an area above and immediately to the west of the railway tunnel at the southern end of<br />

the site, the ownership of which is currently uncertain. The majority of the remainder of the site is<br />

covered with tarmac.<br />

On the western side of the railway cutting, the cutting slopes are used for allotments. On the<br />

eastern side of the cutting, the cutting slopes are used as a recreational area (woodland walk) and<br />

to the north by a gardening group.<br />

3.2 Topography<br />

As stated above the site is generally flat. Bench marks near the entrance to the site indicate the<br />

ground level to be around 41mOD. The ground falls away on the western side of the site as a<br />

result of the slope to the railway cutting. The ground rises away from the eastern side of the site<br />

towards Highbury Fields. A retaining wall forms the boundary on the eastern side of the site which<br />

retains the gardens of Nos. 1 to 31 Battledean Road with a retained height of around 2m.<br />

3.3 Site Boundaries<br />

Atkins has made initial enquiries with Network Rail (York office) in relation to the outstanding issue<br />

of land boundaries/ownership, particularly with regard to the area of land above the CE of<br />

Canonbury Tunnel. It is believed that NR have existing access rights over the D/S cutting slope,<br />

particularly adjacent to the CE tunnel portal and LE elevation of Drayton Park Bridge (at the North<br />

end of the site), for the purposes of undertaking structure examinations and maintenance works.<br />

3.4 Underground Services<br />

Atkins has made preliminary enquires to key statutory service providers which may have<br />

plant/apparatus located within the site. Details of these statutory providers are summarised in<br />

Table 3.1<br />

4. Site History<br />

4.1 Historical Maps<br />

The Envirocheck Report obtained from Landmark Information Group includes historical Ordnance<br />

Survey maps of the area ranging in scale from 1:1,250 to 1:10,560. The maps have been<br />

summarised in Table 4.1 in order to present the site history. A selection of the historical Ordnance<br />

Survey maps together with the current Ordnance Survey map showing the site location are<br />

included in Appendix A.<br />

The railway (GNR Canonbury Branch) cutting and tunnel<br />

have been constructed through the site. A three-sided<br />

building appears to have been constructed on the<br />

northern end of the site; one side along the top of the<br />

Whistler Street properties (Nos. 1 to 8) and the other side<br />

adjacent to the gardens of the properties on the western<br />

5. Geology, Hydrogeology and Hydrology<br />

5.1 Geology<br />

5.1.1 Published Geology<br />

The British Geological Survey (BGS) Sheet 256 North London dated 1994 shows the site to be<br />

underlain by London Clay. However, the earlier published map dated 1904 shows an area of Boyn<br />

Hill Terrace Gravel on the eastern side of the site and either underlying the footprint of the Youth<br />

and Community Centre or immediately adjacent to it. The justification for the re-mapping of the<br />

geology on the later map is unknown.<br />

5.1.2 Previous Investigations<br />

The BGS was contacted to locate any existing boreholes in the vicinity of the site. Details of two<br />

previous ground investigations were identified as discussed below. The borehole logs are<br />

provided in Appendix B.<br />

GLC ILEA – Whistler Street<br />

A ground investigation comprising nine boreholes was carried out by the GLC ILEA in 1974. Four<br />

of these boreholes (BHs 5, 6, 7 and 8) are located on the railway cutting slope adjacent to the site,<br />

with BH7 located on the slope close to No. 1 Whistler Street and the Youth and Community<br />

Centre building. BHs 3 and 4 are located on the area currently occupied by the Community<br />

Garden at the top of the railway cutting. BH9 is located on the south side of Ronalds Road<br />

opposite No. 71, occupied by the Highbury Roundhouse. The remaining two boreholes are more<br />

remote from the site. The boreholes were taken to depths of between 15 and 20m.<br />

All the boreholes encountered London Clay below either topsoil or a thin layer of Made Ground<br />

Proposed Victoria Line Underground Railway<br />

A borehole (BH118) is located immediately to the north of the railway cutting in Whistler Street.<br />

The borehole was taken to a depth of 90 feet (27.4m) and encountered London Clay over its<br />

whole depth.<br />

5.2 Hydrogeology<br />

The site is underlain by a non-aquifer, ie the London Clay.<br />

5.3 Hydrology<br />

An aqueduct, the New River, which was commissioned in 1613 to bring drinking water to London<br />

from Hertfordshire is located approximately 1km to the south-east of the site. There are no other<br />

water courses within 1km of the site.<br />

6. Ground Conditions<br />

The ground conditions at the site, based on the closest existing boreholes and the published data,<br />

are likely to comprise the following:<br />

Made Ground<br />

Weathered London Clay<br />

London Clay<br />

6.1 Made Ground<br />

The Made Ground is likely to be around 0.5m thick comprising brown clay with ash and brick.<br />

6.2 Weathered London Clay<br />

The weathered top of the London Clay is firm becoming stiff brown fissured silty clay. The depth of<br />

the weathered layer was found to be between 9.8m and 11.2m below ground level. No in situ tests<br />

were carried out in the boreholes, however, based on the borehole descriptions of the clay, an<br />

undrained strength of 50kPa can be assumed at the top of the stratum increasing with depth.<br />

6.3 London Clay<br />

The London Clay comprises very stiff grey-brown fissured silty clay and was found to the<br />

termination of the boreholes at a depth of 20m. Based on the borehole descriptions, an undrained<br />

strength of 150kPa can be assumed at the top of the unweathered London Clay.<br />

6.4 Contamination<br />

The presence of any contamination from previous land uses has not been considered in this desk<br />

study.<br />

7. Fieldwork<br />

7.1 Walkover Survey<br />

A walkover survey was carried out by a geotechnical engineer on 16 February 2009 and the<br />

findings are given in Appendix C and summarised below.<br />

The tarmac or concrete surfacing, in particular near to the Youth and Community Centre is uneven<br />

and cracked. There is an area along the length of the west side retaining wall that has been<br />

fenced off and has pronounced cracking approximately parallel to the wall. The west side retaining<br />

wall only retains a small height of fill (less than 0.5m), although the wall is around 2m high. A<br />

telegraph pole within this area close to the wall is leaning towards the cutting.<br />

The east side retaining wall is greater than 2m in height, is cracked and leaning and has been<br />

buttressed. This wall retains the gardens of the properties along Battledean Road; assumed<br />

retained height of 1.5 to 2m.<br />

The condition of the retaining walls is discussed further in Section 7.3.<br />

The Youth and Community Centre shows signs of cracking in the walls which is likely to be as a<br />

result of subsidence. Trees are located immediately adjacent to the west wall of the Centre along<br />

the top of the railway cutting.<br />

The walls of No. 1 Whistler Street, No. 71 Ronalds Road and the railway tunnel have all been<br />

anchored or tied back as a result of structural displacement.<br />

The railway cutting has a gradient of between 1:2.5 and 1:3. The surface of the cutting slope is<br />

cohesive with evidence of a small amount of orange-brown granular fill below the west side<br />

retaining wall. No evidence of slope instability was observed. An embayment has been cut into the<br />

slope for a seating area below the west side retaining wall. The slopes are covered with semimature<br />

trees. The toe of the cutting is supported by a sheet piled retaining wall.<br />

A greenhouse has been constructed on a terrace cut into the slope near to the top of the sheet<br />

piled wall. The brick wall retaining the cut is cracked and is displaced towards the railway.<br />

A new brick wall is currently under construction along the west side of Whistler Street which ends<br />

at the north side of the Youth and Community Centre.<br />

7.2 Topographical Survey<br />

A topographic survey of the site has been carried out excluding the area above the tunnel. The<br />

survey plan is given in Appendix E.<br />

7.3 Condition Survey of Retaining Structures<br />

The site consists of an area of land at the top (crest) of the D/S railway cutting slope, known as<br />

‘Highbury Roundhouse’, the graded cutting slope down to the railway line (Olden Gardens) and<br />

area of land of the over the CE of Canonbury Tunnel (between Ronalds Road and the CE tunnel<br />

portal) – refer to site plan in Appendix A.<br />

Within the site are a number of retaining wall structures, which provide support to the cutting<br />

slope material, allowing the development of the land at the top of the slope for commercial<br />

premises, and later use by the local community.<br />

The retaining wall structures inspected as part of this desk study are:<br />

West Side Retaining Wall – Formed of mass brickwork construction with flat concrete coping<br />

stones, approx 2.2 metres in height, with an approx. thickness of 330mm (above retained ground<br />

level), is situated at the top of the cutting slope, adjacent to the surfaced car park area in front of<br />

the Community Centre building<br />

East Side Boundary Retaining Wall - Predominately of mass brickwork construction, but<br />

punctuated with sections of insitu concrete walls, The wall is of a constant height of approx 2.2<br />

metres above the adjacent car park surface, originally constructed vertically, with brickwork<br />

buttress walls, retaining the rear garden material of the properties fronting Battledean Road<br />

Olden Garden Retaining Wall – A low level, brickwork retaining wall, providing a recess area at<br />

the foot of the D/S cutting slope for the erection of a community greenhouse<br />

Community Centre End Wall – Forming part of the ‘original’ building construction, and providing<br />

support to the gable end of the main roof structure. The wall appears to be 225mm thick at roof<br />

level increasing to a thickness of 330mm at the base, with an arched window at ground floor level<br />

and 3 No. further window openings at first floor level.<br />

Representative views of the site, along with the retaining wall structures are given by photos in<br />

Appendix C.<br />

7.4 Summary of Site Condition Survey<br />

The site Condition Survey was undertaken by Atkins on 20.02.09, using a ladder, where<br />

necessary, noting the visual defects within the retaining walls. A series of plumb readings were<br />

taken to determine the approx verticality of the walls at varies locations.<br />

The weather conditions were ‘dry’ at time of inspection.<br />

No archive drawings or historic information is available, showing hidden construction details and<br />

understanding of such details will therefore be relied on the undertaking of trial pit/core survey<br />

work.<br />

The Condition Survey concluded that all 3 No. retaining wall structures including the Community<br />

Centre end wall, are in a poor condition, with the following items noted:<br />

West Side Retaining Wall<br />

i) Significantly forward leaning/rotation of the wall out of vertical ‘plumb’ profile, along the total<br />

length – refer to site sketches in Appendix F for verticality readings.<br />

Mature ‘unchecked’ buddleia growth through mortar joints within brickwork, causing<br />

significant damage and displacement<br />

xii) Diagonal fracture (within the track side elevation) extending from the extrados ring of the<br />

ground floor arch window, down to the corner of the building – visible externally and internally<br />

xiii) Wall constructed along the crest of the cutting slope with evidence of vertical<br />

settlement/slippage of the end wall from the main building. A wide opening has formed<br />

between the front wall elevation and gable end<br />

xiv) It appears that the front wall is not ‘keyed’ into the end wall at gable end suggesting the wall<br />

to be a later construction (perhaps replacing an ‘original’ doorway opening into the main<br />

building during use as commercial premises). However, the front wall has a number of visible<br />

diagonal fractures, again indicating settlement/slippage of cutting slope material below.<br />

In addition to the localised defects highlighted above, it appears that a large percentage of the<br />

visible defects have arisen from foundations movement issues such differential settlement,<br />

foundation rotations and sliding, caused by soil creep or associate ground conditions discussed in<br />

detailed in Section 8.<br />

In view of the orientation and distribution of retaining walls fractures (e.g. East Side Boundary<br />

retaining wall) in conjunction with the actual wall geometry, we can draw the conclusion that the<br />

wall foundation slippage has produced large scale rotation of wall and extensive damage along<br />

the entire length of the structure. The sensitivity of the retaining wall footings to the underlying<br />

ground movement, may be a result of the wall construction details, such as inadequate sizing and<br />

depth of footings in relation to the actual ground conditions. However, this is subject to<br />

confirmation by record drawings or site investigations, as appropriate.<br />

8. <strong>Geotechnical</strong> Considerations<br />

Based on the local boreholes, the ground conditions are indicated to comprise London Clay below<br />

a thin layer of Made Ground which is consistent with site observations of the cutting slopes.<br />

The railway cutting and terrace forming the Highbury Roundhouse site area appear to have been<br />

constructed before 1895. Based on the local borehole evidence from the site, the terrace was<br />

formed by cutting only, ie it was not formed by cut and fill operations. Therefore London Clay can<br />

be anticipated to lie beneath the tarmac or concrete covered area. However, this should be<br />

confirmed by a site specific ground investigation.<br />

Movement of the retaining wall along the western side has occurred and the telegraph pole is<br />

leaning significantly. Longitudinal cracking of the tarmac/concrete surfacing was observed.<br />

However, signs of instability of the slope below this area were not seen. The historical maps show<br />

a building along the top of the cutting perpendicular to the Youth and Community Centre in the<br />

area. Therefore it is unclear whether the cracking and structure movements have been caused by<br />

movement of the slope or as a result of previous structural loading. As stated above, the wall only<br />

retains a low height of material which does not seem to be responsible for the significant wall<br />

movements. As the wall and telegraph pole are likely to have shallow foundations they may have<br />

been affected by swelling and shrinking of the highly plastic London Clay rather than slope<br />

movement. Although, if the foundations are very shallow they may have been affected by soil<br />

creep within the cutting. This wall has suffered extensive structural damage and requires removal.<br />

This wall could be replaced by another wall or a suitably founded fence in combination with some<br />

local regrading of the crest of the slope.<br />

The eastern retaining wall has undergone significant movement and requires either remediation or<br />

replacement as discussed in Section 7.4.<br />

The walls of a number of properties have had to be tied back as a result of structural movement<br />

probably resulting from swelling and shrinkage of the clay.<br />

There is a risk of contamination due to previous uses of the terraced area. However, no evidence<br />

of contamination was observed in front of the west side retaining wall at the top of the cutting and<br />

in addition no fly tipping or other piles of material were observed on the cutting slopes. It is<br />

recommended that an assessment is made of the likely contamination that may have been caused<br />

by the glass bottle works and latterly by the packing case factory.<br />

Any new construction on the terraced area would need to be founded sufficiently back from the<br />

top of the cutting so that the loading would not cause instability of the railway cutting. Slope<br />

stability analysis should be carried out to asses this risk using the results of a site specific ground<br />

investigation. However, typically any shallow pad foundations are likely to be required to be<br />

located 3m back from the top of a cutting. The type and size of the footings would be dependent<br />

on the loading of the structure. For a relatively lightweight 2 storey structure, pad foundations are<br />

likely to be acceptable founded at least 1m below ground level in the London Clay or deeper if<br />

trees or other mature vegetation is present. Based on the existing geotechnical data, the allowable<br />

bearing pressure for pad foundations in the London Clay is likely to be 100kPa for a settlement not<br />

exceeding 25mm. For more heavier structures, piled foundations are likely to be required. As the<br />

load is taken on the piles to deeper levels, piled foundations can be located closer to the top of the<br />

cutting. The piled foundations would typically be 15 to 20m in length depending on the loads that<br />

they would be required to carry. The area of any new building would also be constrained by the<br />

eastern retaining wall and the replacement of this wall using piles in front of the existing wall is<br />

recommended (see Section 10.3 and the sketch in Appendix F.2) as this would avoid disruption to<br />

the existing wall.<br />

9. <strong>Geotechnical</strong> Risks<br />

The main geotechnical risks are:<br />

• Instability of the west and east side retaining walls that would affect the scope or layout of<br />

any proposed development.<br />

• Presence of trees or other mature vegetation close to any proposed new development that<br />

would necessitate the structure to be founded on deeper pad foundations or piles taken<br />

below the zone of desiccation.<br />

• Presence of contamination below the tarmac/concrete area that would necessitate removal to<br />

a licensed tip and replacement with imported clean material.<br />

• Cracking of the walls of the Youth and Community Centre requiring stitching or underpinning<br />

if the building is to remain.<br />

• Presence of existing foundations from demolished buildings that would require removal prior<br />

to development of the site.<br />

• Instability of the railway cutting due to loading from any proposed development.<br />

• Unauthorised excavations into the side of the cutting which may cause slope instability. One<br />

embayment has been excavated into the cutting and it is recommended that no further<br />

excavations are permitted.<br />

• Effects of any additional loading on the tunnel should any proposed development extend into<br />

this area.<br />

10. Recommendations for Further Work<br />

10.1 Contamination<br />

It is recommended that a Phase 1 assessment is made of the likely contamination that may have<br />

been caused by the glass bottle works and latterly by the packing case factory.<br />

10.2 Ground Investigation<br />

It is recommended that a ground investigation is carried out within the tarmac/concrete area. This<br />

is primarily required to identify the cause of the longitudinal cracking and provide sufficient data for<br />

foundation design of any new structures. The ground investigation is likely to comprise the<br />

excavation of three trial pits within the cracked area of tarmac and adjacent area at the top of the<br />

railway cutting to investigate the cause of the movement. In addition three boreholes should be<br />

carried out across the site area where new buildings may be constructed. The depth of the<br />

boreholes would be dependent on the layout and loading any proposed structures and the type of<br />

foundations envisaged. It is recommended that the length of the boreholes should be at least 20m<br />

to allow the design of piled foundations if required. If the Phase 1 assessment identifies the<br />

possibility of the presence of significant contamination, the scope of the ground investigation<br />

should be extended to cover the required sampling and chemical testing.<br />

It is also recommended that a series of hand dug trial pits are excavated adjacent to the east side<br />

retaining wall to identify the founding depth of this existing wall. A series of horizontal trial cores<br />

should also be carried out through the (exposed) face of the retaining wall, to determine the wall<br />

geometry and the fill material beyond.<br />

The proposed ground investigation is likely to cost in the order of £15,000 to £20,000.<br />

10.3 Retaining Structures<br />

The discussion in section 7.3 has indicated the poor condition of the existing retaining walls and<br />

the Community Centre end wall, particularly in respect to horizontal and vertical fracturing, along<br />

with lateral movement. Whilst the majority of the retaining wall structures will require replacement,<br />

there are some sections of the East side Boundary Wall and Community Centre end wall, where<br />

local remedial works could be implemented.<br />

Stitch-and-Grout repair of the major fractures in the wall could be employed (using stainless steel<br />

bars criss-crossing the fractures in a random matrix) in an attempt to recreate monolithic action<br />

and a more robust structure.<br />

The remedial works offer a low-cost structural improvement, coupled with the installation of 3D<br />

measuring devices on the exposed wall faces either side of the fracture lines, with survey data<br />

collected at monthly intervals and a review of this data made after 12 months could be employed.<br />

On the other hand, there are a number of limitations or caveats which have to be noted,<br />

particularly as no historical monitoring of the East Side Boundary Retaining Wall is available to<br />

establish the trend in fracture propagation/enlargement or in geometric alignment (horizontally and<br />

vertically):<br />

• The essentially weak form of structure will be only partially relieved by re-establishing a<br />

degree of monolithic action in the wall. Re-emergence of fracturing is likely in due course<br />

• Structural integrity of the wall only partially addressed; in particular, the problem of rotational<br />

movement of the wall about its base and lateral displacement (if this is still occurring)<br />

Complete replacement of the retaining wall structures with a new piled wall, designed to<br />

accommodate the actual site conditions, is a long-term solution.<br />

The new wall, in the case of the East side Boundary Wall, could be erected in front of the existing,<br />

reducing any disruption to the owners of residential properties immediately behind the wall.<br />

Clearly, this is an expensive solution with a number of disadvantages, including:<br />

• Risk to existing structure stability during construction of new piled wall<br />

• Reduction in land area immediately in front of the existing wall<br />

In accordance with our comments presented in Section 7.4, we consider that in advance of<br />

applying local repairs to the East Side Boundary retaining wall, ground stabilisation would be<br />

required. In case of structure replacement with new retaining walls, we propose deep foundations<br />

using steel or concrete piles, which would be less sensitive to the surface ground movement.<br />

11. Summary<br />

The tasks carried out in connection with this geotechnical desk study have included a review of the<br />

existing geotechnical data, a topographical survey of the site, a condition survey of the existing<br />

retaining structures, a search of the underground services within the site boundaries and the<br />

preliminary scoping of an appropriate ground investigation.<br />

The findings of this study are summarised as follows:<br />

• The historical OS maps have shown that the existing site of the Youth Centre was occupied<br />

by a glass bottle works and afterwards by a packing case factory. Another building is also<br />

shown to have been present along the top of the railway cutting where ground movement has<br />

occurred.<br />

• The presence of contamination is not evident but it is recommended that a Phase 1<br />

contamination assessment is carried out to identify the potential effects of the past uses of<br />

the site.<br />

• Based on existing borehole data, the underlying geology is London Clay.<br />

• The walkover survey of the site did not identify any instability of the railway cutting itself.<br />

However, settlement and cracking in the tarmac along the top of the cutting has occurred,<br />

together with horizontal movement of the west side retaining wall, which requires further<br />

investigation.<br />

• Unauthorised excavations into the sides of the railway cutting have been carried out which<br />

may cause slope instability. It is recommended that no further excavations are permitted.<br />

• The condition survey has identified that the majority of the East Side Boundary Retaining<br />

Wall will require replacement, preferably with a new piled wall option (see Appendix F.2).<br />

However, an approx 12.5 linear metre length of the existing retaining wall, extending from the<br />

Community Centre building towards Ronalds Road, could be retained as part of the site<br />

development.<br />

• The existing West Side Retaining Wall should be removed and local regrading of the cutting<br />

slope carried out to a designed profile or it could be replaced with an alternative retaining<br />

structure.<br />

• Removal of the existing greenhouse structure near the toe of the railway cutting and the low<br />

level brickwork retaining wall and the cutting slope reinstated to its original profile. However, if<br />

structure is to remain in place, replacement of the retaining wall should be carried out with a<br />

new piled wall.<br />

• For a relatively lightweight 2 storey building, pad footings are likely to be acceptable on the<br />

terraced area founded at least 1m below ground level or deeper if trees or mature vegetation<br />

is present nearby. For heavier structures piled foundations are likely to be required.<br />

• Any new building on the terraced area would need to be located around 3m back from the top<br />

of the cutting if pad footings were to be used to avoid potential instability of the cutting slope.<br />

If piled foundations are to be adopted then the building footprint could be located closer to the<br />

top of the cutting.<br />

• From site observations and the responses received from Statutory Service Providers, details<br />

of a number of existing underground services within the site are still unknown. In the case of<br />

site drainage, the pipework is likely to be under private ownership and will need further<br />

investigation to determine exact location, route and connection with public mains system, in<br />

the absence of any plan details.<br />

It is proposed that the following works are carried out:<br />

• A Phase 1 contamination assessment to determine the potential contamination from previous<br />

land uses.<br />

• A ground investigation comprising three boreholes to a depth of around 20m in the area of<br />

the proposed development and around three machine dug trial pits to a depth of 3m along the<br />

area of cracked tarmac near the top of the cutting.<br />

• Investigation of the integrity of the section of the east side retaining wall that could potentially<br />

be retained, as well as the remainder of the existing wall. This proposed investigation should<br />

include a series of horizontal trial cores through the (exposed) face of the retaining wall to<br />

determine the wall geometry and fill material beyond, together with hand dug trial pits at the<br />

base of the wall to expose and confirm the depth of the wall footings.<br />

• Visual investigation of existing drainage routes within the site, to determine manhole<br />

locations, direction/discharge of flow.<br />

Openreach has a licence obligation to provide service to any end customer requiring a<br />

connection. A Developer would not normally be charged for provision of service, our<br />

standard connection charges would apply to the end user when orders are placed with<br />

the communication provider of choice. However, should a Developer insist on an<br />

underground service in an area where Openreach plant is provided overhead, charges<br />

may be incurred.<br />

When the Developer has obtained contract and planning permission Openreach would<br />

request a ‘Clean’, scaled Site Layout, Location Map and a covering letter be sent to the<br />

relevant newSite Office. We would particularly request that you give details of your<br />

programmed site start date and likely first occupancy date where possible. To obtain<br />

SPECIAL REQUIREMENTS IN RELATION TO GLOBAL CROSSING<br />

PLANT<br />

1. In this special requirement, the following terms shall have the meanings assigned to it :-<br />

a. “Company” means Global Crossing.<br />

b. “Company Representative” means the staff of Global Crossing or its Authorized<br />

Representatives and Agents.<br />

c. “Apparatus” means all surface or sub-surface equipment and plant including any associated cabling<br />

and/or ducting owned leased or rented by Global Crossing.<br />

2. Before commencing any work or moving heavy plant or equipment over any portion of the site, the<br />

contractor shall confirm details of the Apparatus, owned, leased or rented by the Company, within the<br />

site with the Company Representative, who can be contacted at the following point: -<br />

3. Where such details show that the works or the movement of plant or equipment may endanger the<br />

Apparatus of the Company the Contractor must give the Company Representative at least 7 days<br />

written notice of the date on which it is intended to commence such works of the movement of plant and<br />

equipment in order that the presence of any sub-surface apparatus can be indicated by markers to be<br />

supplied by the Company and placed by the Contractor under the supervision of a Company<br />

Representative. The Contractor shall ensure that all Company Apparatus, particularly surface running<br />

cabling is adequately protected from damage and such protective measures shall be approved by the<br />

Company Representative.<br />

4. In the event of a Company marker being disturbed for any reason, it shall not be replaced other than in<br />

the exact position of its former depth unless the repositioning is carried out at the direction and under<br />

The supervision of a Company Representative.<br />

5. The Contractor shall take particular care in relation to the protection of Company Apparatus, where such<br />

Apparatus includes the presence within the site of optical fibre cabling.<br />

The contractor should particularly note that the damage to such Apparatus is extremely disruptive<br />

to the Company network and costly to reinstate. The Contractor shall make every effort to avoid the<br />

disturbance of Company Apparatus more than is absolutely necessary for the completion of the works<br />

in accordance with the contract.<br />

6. When excavating around, moving or backfilling around Company Apparatus, the Company Representative<br />

shall be given adequate notice, which shall not be less than 3 days, of the contractors intentions in order<br />

that he may supervise the works. The Contractor should note that the normal depth of cover for Company<br />

Apparatus and ducts are as follows: -<br />

a. Carriageways 600mm<br />

b. Footways 350mm<br />

c. Verges 450mm<br />

These minimum depths of cover should be maintained wherever possible.<br />

Where the minimum depths of cover cannot be maintained, the Contractor shall carry out the instructions<br />

of the Company Representative for the protection of Company Apparatus.<br />

Where cables are not in duct and the required depth of cover cannot be maintained, such cables as are<br />

affected shall be enclosed and protected in UPVC duct or equivalent materials as supplied by the Company<br />

and by the method directed by the Company Representative.<br />

With regard to excavation in the vicinity of Company Apparatus the Contractor should have particular regard<br />

to the possibility of reduced cover and the encountering of such Company Apparatus at depths of cover less<br />

than that given at a, b and c above.<br />

7. All excavation adjacent to Company Apparatus is to be carried out by hand until the exact extent and/or<br />

location of Company Apparatus is known. Mechanical borers and/or excavators shall not be used within<br />

1.0m of Company Apparatus without the supervisory presence of a Company Representative, To prevent<br />

any movement of Company Apparatus during excavations, complete shuttering shall be used as directed by<br />

the Company Representative if:-<br />

a. Excavation is deeper than the depth of cover of adjacent Company Apparatus.<br />

b. Excavation is within 1.0m of Company Apparatus in stable ground.<br />

c. Excavation is within 5.0m of Company Apparatus in unstable ground.<br />

If for the completion of the works, the Contractor intends using any of the following: -<br />

a. Pile driving equipment within 10.0m of Company Apparatus.<br />

b. Explosives within 20.0m of Company Apparatus.<br />

c. Laser equipment within 10.0m of Company Apparatus.<br />

The Contractor shall advise the Company Representative, giving at least 7 working days written notice in<br />

order that any special protective measure for the Company Apparatus affected may be arranged.<br />

8. All Company manhole, joint box and /or other access points and chambers within the site shall be kept clear<br />

and unobstructed. Access for vehicles, winches, cable drums and/or further equipment required by the<br />

Company for the maintenance of it’s Apparatus, must be maintained at all reasonable times.<br />

The Contractor should particularly note that footway type jointing chambers are not specified for<br />

carriageway loadings and will need to be adequately protected and/or demolished and rebuilt under the<br />

supervision of a Company Representative where such chambers are likely to be placed at risk, either<br />

temporarily or permanently, from the movement of plant and/or equipment on the site.<br />

9. The covers to Company chambers and/or Apparatus shall only be lifted by means of appropriate keys<br />

obtained from the Company Representative and under the direct supervision of the Company<br />

Representative. No employee of the Contractor or of any sub-contractor employed by the Contractor shall<br />

enter any chamber and/or Apparatus of the Company unless under the supervision of the Company<br />

Representative and in any case not before the mandatory gas check has been carried out in the presence of<br />

the Company Representative and such checks have shown it to be safe to enter the chamber and/or<br />

Apparatus of the Company.<br />

The Company Representatives shall be given reasonable access to all Company Apparatus and chambers<br />

when required.<br />

10. In the event of any damage whatsoever to Company Apparatus, the Contractor shall immediately inform<br />

the Company Representative and report the occurrence immediately by contacting the Company as<br />

follows:-<br />

do not show sewer connections from individual properties or any sewers<br />

not owned by Thames Water unless specifically annotated otherwise.<br />

Records such as "private" pipework are in some cases available from the<br />

Building Control Department of the relevant Local Authority.<br />

Where the Local Authority does not hold such plans it might be advisable to<br />

consult the property deeds for the site or contact neighbouring landowners.<br />

outside stop valve. If you would like to know the static pressure, please<br />

7. Interest will be charged in line with current Court Interest Charges, if legal action is taken.<br />

8. A charge may be made at the discretion of the company for increased administration costs.<br />
