The aim of <strong>the</strong> project is to improve <strong>the</strong> legibility of and<br />

permeability of <strong>the</strong> public realm within <strong>the</strong> nor<strong>the</strong>rn<br />

King's Cross area. The project will provide an east to<br />

west pedestrian route from <strong>the</strong> new developments at<br />

Kings Cross Central, through <strong>the</strong> Bemerton Estate<br />

(Perth Green) which will link through to <strong>Caledonian</strong><br />

Road and Thornhill Square to <strong>the</strong> east.<br />

The project was initially identified in <strong>the</strong> Bemerton<br />

Links and Spaces Project within <strong>the</strong> Master Plan, and<br />

involves <strong>the</strong> widening and realignment of an existing<br />

pathway, and environmental <strong>improvement</strong>s such as<br />

enhanced <strong>plan</strong>ting, seating and tree <strong>plan</strong>ting. The<br />

project will be delivered across four phases and is to<br />

be led by <strong>the</strong> BVMO in partnership with <strong>the</strong><br />

Construction Youth Trust.<br />

The project will enhance <strong>the</strong> accessibility, legibility<br />

and safety of <strong>the</strong> public realm, and will improve<br />

existing physical divisions within <strong>the</strong> area. The<br />

scheme will ensure <strong>the</strong> provision of well defined<br />

public spaces and routes that will discourage<br />

existing anti-social behaviour.<br />

<strong>Caledonian</strong> ward speed management<br />

To implement measures to address any speeding<br />

issues that may be occuring following <strong>the</strong><br />

implementation of <strong>the</strong> borough wide 20mph speed limit<br />

scheme. Suggested minor civil engineering measures<br />

such as road narrowing and non-physical measures<br />

such as vehicle activated signs. It is suggested £30K<br />

be allowed for each road.<br />

In particular, <strong>the</strong> following streets would be prioritised:<br />

Hemingford Road, Wharfdale Road and Copenhagen<br />

Street.<br />

The recently introduced 20mph limit will be most<br />

effective if any areas of non-compliance are<br />

highlighted and remedial measures undertaken. As<br />

part of <strong>the</strong> review of <strong>the</strong> borough 20mph limit<br />

scheme speed surveys are being undertaken postimplementation<br />

to establish which roads have<br />

speed limits which are not complying with <strong>the</strong> new<br />

limit and identify measures to improve this.<br />

Cally Arts Project<br />

Delivering local regeneration through arts development<br />

in <strong>the</strong> <strong>Caledonian</strong> ward. Projects may include:<br />

* Cally Calls (with University of <strong>the</strong> Arts London -<br />

£15k) -<br />

Seven artists will be paired with seven individuals who<br />

live and work in 'The Cally'. Some might have a lifelong<br />

relationship with <strong>the</strong> area, some a more recent<br />

one. They will between <strong>the</strong>m form an unscientific<br />

representative sampling of age, stage and<br />

perspective, and individually each hold a unique<br />

knowledge of this place. Each pairing will walk and talk<br />

'The Cally' and attempt to distill a definition of place.<br />

The artists will bring <strong>the</strong>se unique perspectives to a<br />

public outcome through a series of artworks in a public<br />

exhibition at <strong>the</strong> heart of <strong>the</strong> Cally Festival.<br />

* Beautify Bemerton Estate art project (£20k) - An<br />

artist/facilitator will work with a group of young people<br />

who live on <strong>the</strong> Estate to create a piece of three<br />

dimensional art which will stand on <strong>the</strong> corner of<br />

<strong>Caledonian</strong> Road and Copenhagen Street, on <strong>the</strong><br />

edge of <strong>the</strong> Estate. Recycling and re-using is a key<br />

message, so <strong>the</strong> piece could incorporate recycled, or<br />

'up-cycled' materials. The piece should have a<br />

demonstrable link to <strong>the</strong> <strong>the</strong>mes and exhibitions of<br />

Wellcome Collection, whilst allowing <strong>the</strong> project<br />

participants to express <strong>the</strong>ir own ideas and<br />

perspectives on <strong>the</strong>se <strong>the</strong>mes.<br />

* Development of an arts strategy for 'The Cally'<br />

(£15k) - Identification of <strong>the</strong> highest priority activities to<br />

deliver benefits for <strong>the</strong> local community through fur<strong>the</strong>r<br />

arts initiatives.<br />

To help develop <strong>the</strong> local identity of 'The Cally'<br />

through artistic expression and local participation.<br />

Carnoustie Drive traffic management<br />

providing a power supply for <strong>the</strong> market is to be<br />

Thornhill Square is an important historical square<br />

and forms a keystone in our portfolio of classical<br />

London squares. It has fallen into disrepair and has<br />

serious issues of poor accesibility. Both <strong>the</strong> play<br />

area and kick-about area are tired and underused<br />

(<strong>the</strong> football area urgently requires drainage). The<br />

railings are a very important historical asset and<br />

need to be repaired. Park is under-used even<br />

though surrounded by large housing estates and<br />

could, with investment, serve <strong>the</strong>se estates very<br />

well as an important quieter recreation space.<br />

leisure facilities, and/or re-allocation of space from<br />

o<strong>the</strong>r redundant uses such as excess parking. If<br />

encouraging more people to use <strong>the</strong> spaces <strong>the</strong><br />

amount of natural surveillance of <strong>the</strong> area will<br />

increase which will potentially reduce <strong>the</strong><br />

occurrences of anti-social behaviour and will create<br />

an environment which feels safer.<br />

parking layout, consultation and TMOs. However, an<br />

investigation will be necessary into <strong>the</strong> extent of works<br />

that will be required for this proposal, inlcuding<br />

changes to any signalised crossings and changes to<br />

existing bus and cycling facilities. There is an existing<br />

TfL funding allocation (£180k), but it is not known<br />

whe<strong>the</strong>r this sheme would be delivered from that<br />

funding or whe<strong>the</strong>r additional funding would be<br />

necessary. Any need for additional funding will not be<br />

known until <strong>the</strong> investigation is complete.<br />

High traffic flows lead to congestion and safety<br />

concerns. Lack of two-way traffic flow on<br />

<strong>Caledonian</strong> Road limits permeability as well.<br />
