Ward Improvement Plan:
Caledonian
Scheme location and details Description of scheme Why Investment is needed
Bemerton Estate - East-west route
Category: Estate improvements
Sub-category: Estate security / permeability
Priority: 1 - High
Approx cost: £250,000
Funds secured: £210,400
The aim of the project is to improve the legibility of and
permeability of the public realm within the northern
King's Cross area. The project will provide an east to
west pedestrian route from the new developments at
Kings Cross Central, through the Bemerton Estate
(Perth Green) which will link through to Caledonian
Road and Thornhill Square to the east.
The project was initially identified in the Bemerton
Links and Spaces Project within the Master Plan, and
involves the widening and realignment of an existing
pathway, and environmental improvements such as
enhanced planting, seating and tree planting. The
project will be delivered across four phases and is to
be led by the BVMO in partnership with the
Construction Youth Trust.
The project will enhance the accessibility, legibility
and safety of the public realm, and will improve
existing physical divisions within the area. The
scheme will ensure the provision of well defined
public spaces and routes that will discourage
existing anti-social behaviour.
Caledonian ward speed management
Category: Transport and streetscape
Sub-category: Road safety
Priority: 1 - High
Approx cost: £90,000
Funds secured: £0
To implement measures to address any speeding
issues that may be occuring following the
implementation of the borough wide 20mph speed limit
scheme. Suggested minor civil engineering measures
such as road narrowing and non-physical measures
such as vehicle activated signs. It is suggested £30K
be allowed for each road.
In particular, the following streets would be prioritised:
Hemingford Road, Wharfdale Road and Copenhagen
Street.
The recently introduced 20mph limit will be most
effective if any areas of non-compliance are
highlighted and remedial measures undertaken. As
part of the review of the borough 20mph limit
scheme speed surveys are being undertaken postimplementation
to establish which roads have
speed limits which are not complying with the new
limit and identify measures to improve this.
Cally Arts Project
Category: Community facilities
Sub-category: Arts
Priority: 1 - High
Approx cost: £50,000
Funds secured: £0
Delivering local regeneration through arts development
in the Caledonian ward. Projects may include:
* Cally Calls (with University of the Arts London -
£15k) -
Seven artists will be paired with seven individuals who
live and work in 'The Cally'. Some might have a lifelong
relationship with the area, some a more recent
one. They will between them form an unscientific
representative sampling of age, stage and
perspective, and individually each hold a unique
knowledge of this place. Each pairing will walk and talk
'The Cally' and attempt to distill a definition of place.
The artists will bring these unique perspectives to a
public outcome through a series of artworks in a public
exhibition at the heart of the Cally Festival.
* Beautify Bemerton Estate art project (£20k) - An
artist/facilitator will work with a group of young people
who live on the Estate to create a piece of three
dimensional art which will stand on the corner of
Caledonian Road and Copenhagen Street, on the
edge of the Estate. Recycling and re-using is a key
message, so the piece could incorporate recycled, or
'up-cycled' materials. The piece should have a
demonstrable link to the themes and exhibitions of
Wellcome Collection, whilst allowing the project
participants to express their own ideas and
perspectives on these themes.
* Development of an arts strategy for 'The Cally'
(£15k) - Identification of the highest priority activities to
deliver benefits for the local community through further
arts initiatives.
To help develop the local identity of 'The Cally'
through artistic expression and local participation.
Funds secured: £0
Secure park perimeter by replacing damaged sections
of railing; major repairs to paths; new turf; drainage to
informal football area; play improvements.
Thornhill Square is an important historical square
and forms a keystone in our portfolio of classical
London squares. It has fallen into disrepair and has
serious issues of poor accesibility. Both the play
area and kick-about area are tired and underused
(the football area urgently requires drainage). The
railings are a very important historical asset and
need to be repaired. Park is under-used even
though surrounded by large housing estates and
could, with investment, serve these estates very
well as an important quieter recreation space.
Bemerton Estate, Perth Green
Category: Estate improvements
Sub-category: Residential amenity
Priority: 1 - High
Approx cost: £30,000
Funds secured: £30,000
Picnic tables and seating. Re-paving of proposed east
to west pedestrianised route. Rationalisation of
external area of Perth House adjacent to Perth Green
public space, separation of pedestrian and parking
areas. Reorganisation of existing entrance to disused
concierge space to high quality frontage/buffer space
and pedestrianised area.
The proposals were developed as part of a
community planning process. Poor design of
public space is at the heart of many of the
problems experienced by residents. Relandscaping
and improving the public spaces using
high quality materials and plants will create
pleasant places for residents and visitors and a
sense of ownership and pride among residents. By
encouraging more people to use the spaces the
amount of natural surveillance of the area will
increase which will potentially reduce the
occurrences of anti-social behaviour and will create
an environment which feels safer.
Look at changing the existing one-way system to a
possible two-way operation between Wharfdale Road
and Caledonian Road. Works for this will include
changes to signage, new road markings, resurfacing
works, changes to kerb alignments, changes to
parking layout, consultation and TMOs. However, an
investigation will be necessary into the extent of works
that will be required for this proposal, inlcuding
changes to any signalised crossings and changes to
existing bus and cycling facilities. There is an existing
TfL funding allocation (£180k), but it is not known
whether this sheme would be delivered from that
funding or whether additional funding would be
necessary. Any need for additional funding will not be
known until the investigation is complete.
High traffic flows lead to congestion and safety
concerns. Lack of two-way traffic flow on
Caledonian Road limits permeability as well.
